【摘要】：伴隨經濟的快速發(fā)展，人類加強了對資源利用的廣度和深度，同時卻對生態(tài)環(huán)境造成了巨大的破壞。面對環(huán)境污染嚴重、生態(tài)系統(tǒng)退化的嚴峻形勢，建設生態(tài)城市勢在必行。包頭市“十二五”規(guī)劃中提出要抓好產業(yè)結構轉型升級、環(huán)境綜合整治和生態(tài)保護和建設生態(tài)城市等工程，即要在生態(tài)城市建設中進行產業(yè)升級實現經濟可持續(xù)發(fā)展。本文基于包頭市社會發(fā)展需求，構建生態(tài)城市建設視角下的產業(yè)結構升級評價指標體系，對包頭市產業(yè)升級水平進行評價并提出具體的對策和建議。因此，對實踐中生態(tài)城市建設要求下包頭市產業(yè)升級優(yōu)化提供一定的指導意義。 包頭是內蒙古自治區(qū)甚至是中國西北地區(qū)最為重要的工業(yè)基地之一，近年來在經濟發(fā)展和城市建設方面取得了巨大的成功，并積累了大量的經驗，但是面臨產業(yè)結構升級與環(huán)境保護的雙重壓力，保護生態(tài)環(huán)境更具有必要性，因此構建基于生態(tài)城市建設的產業(yè)結構升級評價指標體系是實現經濟與環(huán)境和諧統(tǒng)一的必然選擇。 首先，本文結合國內外相關學術理論對生態(tài)城市的概念和產業(yè)升級的內涵等進行了探討，形成了比較完善的理論體系，為構建基于生態(tài)城市的產業(yè)結構優(yōu)化升級評價指標體系提供了理論依據。 其次，定性分析了包頭市產業(yè)發(fā)展現狀、產業(yè)升級存在的問題和制約產業(yè)升級的因素，并參考國內外相關文獻中的評價指標體系，根據評價指標原則建立了有一個目標層、三個準則層、十七個指標組成的基于生態(tài)城市建設的產業(yè)結構優(yōu)化升級評價指標體系。在此基礎上，運用主成分分析方法，計算得出了基于包頭市生態(tài)城市建設的產業(yè)升級的綜合得分，又利用灰色關聯方法對基于包頭市生態(tài)城市建設的產業(yè)升級水平與三次產業(yè)增長的相關度進行了分析，基于以上兩種方法對包頭市生態(tài)城市建設的產業(yè)升級水平進行了評估，指出未來產業(yè)升級發(fā)展方向。 最后，基于對生態(tài)城市產業(yè)升級指標體系的評價，提出了促進包頭市生態(tài)建設中產業(yè)升級的對策和建議，將生態(tài)理念融入第一產業(yè)，大力發(fā)展生態(tài)農業(yè)，從宏觀層面和微觀層面這兩個方面進行，，加強區(qū)域發(fā)展建設、產業(yè)化建設、節(jié)水控制、農藥控制等；提升改造傳統(tǒng)產業(yè)，促進生態(tài)工業(yè)的發(fā)展，推進清潔生產和建設生態(tài)工業(yè)園區(qū)等；加快發(fā)展現代服務業(yè)；大力發(fā)展環(huán)保產業(yè)，通過政府引導、建設市場機制來推進環(huán)保產業(yè)發(fā)展。
[Abstract]:With the rapid development of economy, human beings have strengthened the breadth and depth of the use of resources, but at the same time caused enormous damage to the ecological environment. Faced with the severe situation of serious environmental pollution and ecosystem degradation, it is imperative to build an ecological city. In the 12th Five-Year Plan of Baotou City, it is proposed that we should do a good job in the transformation and upgrading of industrial structure, the comprehensive improvement of the environment, ecological protection and the construction of ecological city, that is, to carry out industrial upgrading in the construction of ecological city to realize the sustainable development of economy. Based on the needs of social development in Baotou City, this paper constructs an evaluation index system of industrial structure upgrading from the perspective of ecological city construction, evaluates the level of industrial upgrading in Baotou City and puts forward specific countermeasures and suggestions. Therefore, it provides certain guiding significance for the industrial upgrading optimization of Baotou city under the requirements of ecological city construction in practice. Baotou is one of the most important industrial bases in Inner Mongolia Autonomous region and even northwest China. In recent years, Baotou has achieved great success in economic development and urban construction, and has accumulated a lot of experience. However, facing the double pressure of industrial structure upgrading and environmental protection, it is necessary to protect ecological environment. Therefore, it is an inevitable choice to construct the evaluation index system of industrial structure upgrading based on eco-city construction to realize the harmonious unification of economy and environment. First of all, this paper discusses the concept of eco-city and the connotation of industrial upgrading based on the relevant academic theories at home and abroad, and forms a relatively perfect theoretical system. It provides a theoretical basis for constructing the index system of industrial structure optimization and upgrading based on ecological city. Secondly, it qualitatively analyzes the present situation of industrial development in Baotou, the problems existing in industrial upgrading and the factors restricting industrial upgrading, and sets up a target layer according to the evaluation index principle, referring to the evaluation index system in relevant literature at home and abroad. The evaluation index system of industrial structure optimization and upgrading based on ecological city construction is composed of three criterion layers and seventeen indexes. On this basis, using principal component analysis method, the comprehensive score of industrial upgrading based on Baotou eco-city construction is calculated. The paper also analyzes the correlation between the level of industrial upgrading based on the construction of ecological city in Baotou city and the three industrial growth, and evaluates the level of industrial upgrading of ecological city construction in Baotou city based on the above two methods. Pointed out the future development direction of industrial upgrading. Finally, based on the evaluation of the industrial upgrading index system of eco-city, the paper puts forward the countermeasures and suggestions to promote the industrial upgrading in ecological construction of Baotou city, integrates the ecological concept into the primary industry, and vigorously develops ecological agriculture. Strengthening regional development construction, industrialization construction, water saving control, pesticide control and so on; To upgrade and transform traditional industries, to promote the development of ecological industry, to promote cleaner production and the construction of eco-industrial parks, and to speed up the development of modern service industries; Vigorously develop the environmental protection industry, through government guidance, the construction of market mechanisms to promote the development of environmental protection industry.
