浙江永嘉小城鎮(zhèn)建設(shè)問(wèn)題研究

【摘要】：小城鎮(zhèn)建設(shè)問(wèn)題是當(dāng)代中國(guó)社會(huì)經(jīng)濟(jì)發(fā)展重大的綜合性課題。城鎮(zhèn)化是農(nóng)村發(fā)展的必然趨勢(shì)，涉及到國(guó)民經(jīng)濟(jì)持續(xù)發(fā)展、轉(zhuǎn)型升級(jí)，社會(huì)的和諧發(fā)展；是我國(guó)實(shí)現(xiàn)人民生活富裕和達(dá)到現(xiàn)代化社會(huì)發(fā)展的根本出路；也是衡量一個(gè)地區(qū)發(fā)展?fàn)顩r的重要指標(biāo)。當(dāng)前，小城鎮(zhèn)建設(shè)問(wèn)題在經(jīng)濟(jì)發(fā)達(dá)地區(qū)日益突顯，我國(guó)正處在城鎮(zhèn)化發(fā)展由數(shù)量向質(zhì)量轉(zhuǎn)變的關(guān)鍵時(shí)期，小城鎮(zhèn)建設(shè)既面臨著難得的發(fā)展機(jī)遇,也面臨著嚴(yán)峻的發(fā)展挑戰(zhàn),必須客觀(guān)認(rèn)識(shí)實(shí)際,深刻總結(jié)經(jīng)驗(yàn),準(zhǔn)確把握條件與機(jī)遇,科學(xué)分析城鎮(zhèn)化發(fā)展方式、趨勢(shì),在我國(guó)經(jīng)濟(jì)較發(fā)達(dá)地區(qū)探索出一條符合小城鎮(zhèn)建設(shè)的道路,適合現(xiàn)階段小城鎮(zhèn)建設(shè)健康發(fā)展并制訂出一套適合發(fā)展要求的政策和指導(dǎo)意見(jiàn)。 改革開(kāi)放以來(lái),我國(guó)小城鎮(zhèn)建設(shè)遍地開(kāi)發(fā)、成效顯著,村村、村鎮(zhèn)不斷融合，城鎮(zhèn)數(shù)量大幅增加,城鎮(zhèn)化水平大幅提高,城鄉(xiāng)一體化取到一定成績(jī)，城鎮(zhèn)化管理水平顯著提升等。但也存在諸多問(wèn)題:如小城鎮(zhèn)化發(fā)展參差不齊，滯后于工業(yè)化,結(jié)構(gòu)不合理;小城鎮(zhèn)配套基礎(chǔ)設(shè)施不全,小城鎮(zhèn)建設(shè)體系有待完善;小城鎮(zhèn)建設(shè)中空間分布格局不合理,人口集聚度不高;城鎮(zhèn)建設(shè)模式粗放,可持續(xù)性差;人口集聚吸引力不足，城鄉(xiāng)二元結(jié)構(gòu)矛盾依然沒(méi)有根本性突出,城鄉(xiāng)矛盾協(xié)調(diào)困難等諸多問(wèn)題。這些問(wèn)題影響城鎮(zhèn)的可持續(xù)發(fā)展和社會(huì)轉(zhuǎn)型中的穩(wěn)定。改革開(kāi)放以來(lái)永嘉的小城鎮(zhèn)建設(shè)也碩果累累，但和先進(jìn)地區(qū)的小城鎮(zhèn)發(fā)展還有不小差距，通過(guò)借鑒國(guó)內(nèi)外小城鎮(zhèn)發(fā)展的先進(jìn)經(jīng)驗(yàn)和失敗教訓(xùn)，結(jié)合永嘉小城鎮(zhèn)建設(shè)自身的發(fā)展條件，分析發(fā)展中存在的問(wèn)題，探討永嘉小城鎮(zhèn)建設(shè)發(fā)展思路。這些問(wèn)題的產(chǎn)生原由和背景是:區(qū)域發(fā)展的不平衡和小城鎮(zhèn)化的發(fā)展的失衡;規(guī)劃體制不完善,村鎮(zhèn)難以融合等問(wèn)題;社會(huì)保障體系和公共服務(wù)不夠完善;土地流轉(zhuǎn)制度不完善、農(nóng)村勞動(dòng)力轉(zhuǎn)移困難,資源與環(huán)境成本壓力加大;城鎮(zhèn)財(cái)政收入陷入困境;基層政府管理考核缺陷突出等問(wèn)題。 本文以查閱資料、實(shí)地調(diào)研、調(diào)查問(wèn)卷掌握情況，通過(guò)對(duì)比分析、數(shù)據(jù)判斷等手段研究在中央城鄉(xiāng)統(tǒng)籌背景下的永嘉縣小城鎮(zhèn)建設(shè)現(xiàn)狀,了解當(dāng)前沿海經(jīng)濟(jì)較發(fā)達(dá)地區(qū)小城鎮(zhèn)建設(shè)問(wèn)題、發(fā)展的特點(diǎn);對(duì)新形勢(shì)下的小城鎮(zhèn)建設(shè)環(huán)境進(jìn)行剖析，分析小城鎮(zhèn)建設(shè)的有利條件和制約因素。在小城鎮(zhèn)建設(shè)問(wèn)題上結(jié)合實(shí)際情況，提出在解決措施對(duì)策上強(qiáng)調(diào)政府作用,發(fā)揮民間作用；為城鄉(xiāng)統(tǒng)籌發(fā)展主導(dǎo)下的小城鎮(zhèn)建設(shè)創(chuàng)造良好的發(fā)展環(huán)境,從政策層面和實(shí)施層面為小城鎮(zhèn)建設(shè)服務(wù);政府管理者應(yīng)深入調(diào)研、直面小城鎮(zhèn)建設(shè)問(wèn)題,制定政策措施發(fā)展小城鎮(zhèn)建設(shè)，調(diào)動(dòng)民間力量積極參與小城鎮(zhèn)建設(shè)；加強(qiáng)決策層面的研究,完善現(xiàn)行的管理理論與方法用于小城鎮(zhèn)建設(shè)。
[Abstract]:The construction of small towns is an important and comprehensive subject for the development of social economy in contemporary China. Urbanization is the inevitable trend of rural development, which involves the sustained development of national economy, the transformation and upgrading, the harmonious development of society, and the fundamental way out for our country to realize the prosperity of people's life and the development of modern society. It is also an important indicator to measure the development of a region. At present, the problem of small town construction is increasingly prominent in the economically developed areas. Our country is in the crucial period of urbanization development from quantity to quality. The small town construction is faced with both rare development opportunities and severe development challenges. We must objectively understand reality, sum up experience deeply, grasp the conditions and opportunities accurately, scientifically analyze the development mode and trend of urbanization, and explore a road that accords with the construction of small towns in the economically developed areas of our country. It is suitable for the construction and healthy development of small towns at the present stage and makes a set of policies and guidance suitable for the development requirements. Since the reform and opening up, the construction of small towns in China has been developed everywhere, with remarkable results. Villages, villages and towns have been continuously integrated, the number of towns has increased substantially, the level of urbanization has been greatly improved, and the integration of urban and rural areas has achieved certain results. The level of urbanization management has improved significantly. However, there are also many problems, such as uneven development of small urbanization, lagging behind industrialization, unreasonable structure, incomplete supporting infrastructure of small towns, and the construction system of small towns needs to be improved. In the construction of small towns, the spatial distribution pattern is unreasonable, the population concentration is not high, the pattern of urban construction is extensive and the sustainability is poor. Population agglomeration is not attractive, the contradiction of urban and rural dual structure is still not fundamentally prominent, and the coordination of urban and rural contradictions is difficult, and so on. These problems affect the sustainable development of cities and towns and the stability of social transformation. Since the reform and opening up, the construction of small towns in Yongjia has also been fruitful, but there is still a large gap between the development of small towns in advanced areas and the development of small towns at home and abroad. By learning from the advanced experiences and failures of the development of small towns at home and abroad, Based on the development conditions of Yongjia small town construction, the problems existing in the development are analyzed, and the development ideas of Yongjia small town construction are discussed. The origin and background of these problems are: unbalanced regional development and unbalanced development of small urbanization; imperfect planning system and difficult integration of villages and towns; inadequate social security system and public services; The system of land circulation is not perfect, the transfer of rural labor force is difficult, the pressure of resource and environment cost is increasing, the financial revenue of cities and towns is in difficulty, and the defects of management examination of grass-roots government are outstanding. This paper studies the status quo of Yongjia County's small town construction under the background of central urban and rural planning by means of consulting materials, field investigation, questionnaire, comparative analysis, data judgment and so on. To understand the problems and characteristics of the development of small towns in the more developed coastal areas; This paper analyzes the construction environment of small towns under the new situation, and analyzes the favorable conditions and restrictive factors for the construction of small towns. Combining with the actual situation in the construction of small towns, this paper puts forward the measures to solve the problems, emphasizing the role of the government and bringing into play the role of the folk; To create a good development environment for the construction of small towns led by the overall development of urban and rural areas, and to serve the construction of small towns from the policy and implementation levels; Government managers should investigate deeply, face up to the problem of small town construction, formulate policies and measures to develop small town construction, and mobilize non-governmental forces to actively participate in small town construction. Strengthen the research of decision-making and perfect the current management theory and method for small town construction.
