【摘要】：實(shí)驗室是指從事在科學(xué)上為闡明某一現(xiàn)象,創(chuàng)造特定的條件,以便觀察它的變化和結(jié)果的機(jī)構(gòu)。檢測實(shí)驗室是指從事檢測工作的實(shí)驗室。對檢測實(shí)驗室而言,提供客觀公正、科學(xué)準(zhǔn)確的檢測結(jié)果和數(shù)據(jù),就是它的產(chǎn)品。而為了保證工作質(zhì)量,實(shí)驗室通常會建立起一套ISO/IEC 17025:2005質(zhì)量管理體系,并取得認(rèn)可來規(guī)范管理。而為了提高實(shí)驗室出具的報告的接受度,國際實(shí)驗室認(rèn)可合作組織等組織在全球范圍內(nèi)建立了互認(rèn)合作,以減少或削除國際貿(mào)易中的技術(shù)壁壘。CSRN公司檢測實(shí)驗室建立ISO/IEC 17025:2005質(zhì)量管理體系以來有5年多時間,規(guī)范了實(shí)驗室的各項運(yùn)作。由于某些原因,未申請實(shí)驗室認(rèn)可,導(dǎo)致檢測報告不能被國家及國際認(rèn)可,不能充分發(fā)揮實(shí)驗室的技術(shù)服務(wù)水平;同時由于缺乏良好的外部監(jiān)督和交流,質(zhì)量管理體系在運(yùn)行上逐漸暴露了不少問題。本論文針對上述問題,以一家中小型國有企業(yè)檢測實(shí)驗室為例進(jìn)行研究,研究的目的是為CSRN公司檢測實(shí)驗室的質(zhì)量管理體系適應(yīng)新發(fā)展和通過實(shí)驗室認(rèn)可提供建議,為公司檢測實(shí)驗室在電氣性能測試子領(lǐng)域和電磁兼容子領(lǐng)域能更科學(xué)地發(fā)展提供基礎(chǔ),也為相關(guān)實(shí)驗室申請通過實(shí)驗室認(rèn)可提供借鑒的方法和思路。筆者通過查閱大量的文獻(xiàn)和資料,對質(zhì)量管理體系的理論基礎(chǔ)、歷史、現(xiàn)狀進(jìn)行了跟蹤,分析了實(shí)驗室第二版質(zhì)量管理體系的現(xiàn)狀,并經(jīng)檢測實(shí)驗室認(rèn)可項目立項,對現(xiàn)有質(zhì)量管理體系進(jìn)行針對性的改進(jìn)和創(chuàng)新,進(jìn)一步規(guī)范、提升體系運(yùn)行質(zhì)量,使檢測能力得到增強(qiáng),終于獲得了實(shí)驗室認(rèn)可證書,實(shí)現(xiàn)了“一次檢測、全球承認(rèn)”的目標(biāo),改進(jìn)措施也被驗證是有成效的。后續(xù)并根據(jù)自己經(jīng)驗體會提出一些改進(jìn)設(shè)想。最后闡述了本論文的成果和不足之處。
[Abstract]:A laboratory is an institution engaged in the scientific creation of specific conditions for the elucidation of a phenomenon in order to observe its changes and results. A test laboratory is a laboratory engaged in testing. To the test laboratory, it is its product to provide objective and fair, scientific and accurate test results and data. In order to ensure the quality of work, the laboratory usually establishes a ISO/IEC 170.25: 2005 quality management system, and obtains the approval to regulate the management. In order to increase the acceptance of reports issued by laboratories, organizations such as the International Laboratory Accreditation Cooperation Organization have established mutual recognition cooperation on a global scale. In order to reduce or remove the technical barriers in international trade, CSRN has established the ISO/IEC 17025: 2005 quality management system for more than five years, standardizing the operation of the laboratory. Because of some reasons, not applying for laboratory accreditation, resulting in the test report can not be recognized by the national and international, can not give full play to the technical service level of the laboratory; At the same time, due to the lack of good external supervision and communication, the quality management system gradually exposed a lot of problems. In view of the above problems, this paper takes a small and medium-sized state-owned enterprise testing laboratory as an example, the purpose of the study is to provide suggestions for CSRN testing laboratory quality management system to adapt to the new development and through laboratory accreditation. It provides the foundation for the company's testing laboratory to develop more scientifically in the field of electrical performance testing and electromagnetic compatibility, and also provides reference methods and ideas for the related laboratories to apply for laboratory accreditation. By consulting a large number of documents and materials, the author traced the theoretical basis, history and present situation of the quality management system, analyzed the present situation of the second edition of the quality management system in the laboratory, and approved the project by the testing laboratory. Improving and innovating the existing quality management system, further standardizing and improving the running quality of the system, enhancing the testing ability, finally obtaining the laboratory accreditation certificate, realizing the goal of "one test, global recognition". Improvements have also been proven to be effective. Follow up and put forward some suggestions for improvement according to one's own experience. Finally, the achievements and shortcomings of this paper are described.
