【摘要】：城鄉(xiāng)關(guān)系是人類(lèi)社會(huì)發(fā)展中最基本、最重要的關(guān)系之一,而城鄉(xiāng)二元格局則是目前嚴(yán)重影響我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的主要根源之一。因此從一定意義上說(shuō),城鄉(xiāng)關(guān)系處理是否得當(dāng),直接關(guān)系到國(guó)家的現(xiàn)代化進(jìn)程是否順暢。 從理論和實(shí)踐發(fā)展情況看,城鄉(xiāng)一體化建設(shè)是從基礎(chǔ)性環(huán)節(jié)出發(fā)的,即追求城鄉(xiāng)經(jīng)濟(jì)發(fā)展的一體化、城鄉(xiāng)基礎(chǔ)設(shè)施的一體化。在發(fā)展階段,隨著城鄉(xiāng)一體化實(shí)踐進(jìn)程向前推移,戶籍管理、社會(huì)保障制度、教育制度等公共服務(wù)和社會(huì)管理制度的城鄉(xiāng)差異化構(gòu)成了城鄉(xiāng)一體化的制度障礙,而且城鄉(xiāng)基本公共服務(wù)均等化和城鄉(xiāng)社會(huì)管理一體化既是實(shí)現(xiàn)城鄉(xiāng)一體化的重要途徑,又是城鄉(xiāng)一體化建設(shè)最為基本的表現(xiàn),因此城鄉(xiāng)基本公共服務(wù)均等化和城鄉(xiāng)社會(huì)管理一體化就成為城鄉(xiāng)一體化建設(shè)的重要內(nèi)容和實(shí)現(xiàn)途徑。但在城鄉(xiāng)一體化建設(shè)的初始和發(fā)展階段,社會(huì)治理的結(jié)構(gòu)仍是政府管理�；谶@一管理模式的弊端,基于社會(huì)治理創(chuàng)新的城鄉(xiāng)一體化建設(shè)成為創(chuàng)新和破解之道。 本文旨在理論和實(shí)踐總結(jié)的基礎(chǔ)上,對(duì)海滄區(qū)城鄉(xiāng)一體化建設(shè)進(jìn)行總結(jié)和分析。由城鄉(xiāng)基礎(chǔ)性城鄉(xiāng)一體化向城鄉(xiāng)基本公共服務(wù)均等化和城鄉(xiāng)社會(huì)管理一體化發(fā)展是城鄉(xiāng)一體化發(fā)展的一般規(guī)律,也同樣適用于海滄區(qū)的實(shí)踐。而海滄區(qū)實(shí)踐的特殊之處是在“美麗廈門(mén)共同締造”的背景下,以社會(huì)治理理論為指導(dǎo),實(shí)現(xiàn)社會(huì)多元主體參與式治理與政府主導(dǎo)有機(jī)結(jié)合的創(chuàng)新。
[Abstract]:The urban-rural relationship is one of the most basic and important relations in the development of human society, and the urban-rural dual pattern is one of the main causes that seriously affect the economic and social development of our country at present. Therefore, to a certain extent, the proper handling of urban-rural relations is directly related to the smooth progress of national modernization. From the point of view of the development of theory and practice, the construction of urban-rural integration is based on the basic link, that is, to pursue the integration of urban and rural economic development and the integration of urban and rural infrastructure. In the development stage, with the development of the practice of urban-rural integration, the urban-rural differentiation of public services and social management systems, such as household registration management, social security system and education system, constitutes an institutional obstacle to urban-rural integration. Moreover, the equalization of basic public services between urban and rural areas and the integration of urban and rural social management are not only an important way to realize urban-rural integration, but also the most basic manifestation of urban-rural integration construction. Therefore, the equalization of urban and rural basic public services and the integration of urban and rural social management have become an important content and realization approach of urban-rural integration construction. However, in the initial and development stage of urban and rural integration construction, the structure of social governance is still government management. Based on the malpractice of this management mode, urban and rural integration construction based on social governance innovation has become the innovation and solution. The purpose of this paper is to summarize and analyze the integration of urban and rural areas on the basis of theoretical and practical summary. From the basic urban-rural integration to the urban-rural basic public service equalization and urban-rural social management integration development is the general law of urban-rural integration development, but also applicable to the practice of Haicang District. Under the background of "beautiful Xiamen co-creation" and guided by the theory of social governance, the special practice of Haicang District is to realize the innovation of the organic combination of social multi-subject participatory governance and government-led governance.
