湖北省國(guó)有產(chǎn)權(quán)交易中的問(wèn)題及解決對(duì)策研究
[Abstract]:The 18th National Congress of the Party clearly pointed out that our country should attach importance to the development of the public sector of the economy. Under this premise, we should adopt a diversified approach to carry out more in-depth reform of state-owned enterprises, so as to make the management system of state-owned property rights in our country more perfect and rational. In order to promote the vitality, influence and control of China's state-owned economy, more state-owned capital can appear in some important fields related to national security and national economic lifeline. As an independent trading platform, the state-owned property exchange has been adhering to the principle of "fairness, openness and justice" since its establishment, which has set up a good stage for the smooth circulation and transparent operation of state-owned assets. With the maturation of property right transaction, the state-owned property right transaction strengthens the functions of information collection and distribution, price discovery, capital advance and retreat, resource allocation, listing cultivation and so on. This effectively prevents the loss of state-owned assets. Also make the industrial structure to better aspects of development. However, it is not difficult to see that the state-owned property rights in the process of transaction, also exposed such as imperfect laws and regulations, imperfect system, market construction is not in place and so on, which seriously hindered the development of state-owned property rights transactions. Therefore, taking advantage of the guidance on the reform of state-owned enterprises in the report of the 18th National Congress of the Communist Party of China, this paper studies the relevant issues of state-owned property rights. This article starts with the basic theoretical problems of state-owned property right transaction, first of all, analyzes the development course and path dependence of state-owned property right transaction in our country. Secondly, taking the market of state-owned property right in Hubei province as a sample, the paper analyzes its present situation and summarizes the problems existing in the transaction of state-owned property right in Hubei Province. Finally, it provides countermeasures for the development of state-owned property right transaction in Hubei province from four aspects: perfect legal system, market mechanism, pricing mechanism and government supervision. By studying the problems and countermeasures of the state-owned property right transaction in Hubei Province, only by strengthening the management of the state-owned property right and standardizing the management system of the state-owned property right, can we speed up the structural adjustment of the state-owned economy in Hubei Province. To promote the optimal allocation of state-owned assets has an important reference role.
