【摘要】：從1998年我國城鎮(zhèn)化水平達(dá)到30.4%以來，我國城鎮(zhèn)化發(fā)展進(jìn)入飛速發(fā)展階段，然而傳統(tǒng)的以工業(yè)化帶動(dòng)城鎮(zhèn)化的發(fā)展模式導(dǎo)致了環(huán)境污染、生態(tài)失衡、人口城鄉(xiāng)兩極分化等一系列問題。為了推進(jìn)社會建設(shè)平穩(wěn)、健康發(fā)展，我國提出了“新型城鎮(zhèn)化”概念，制定了《國家新型城鎮(zhèn)化規(guī)劃（2014-2020年）》，指明了新型城鎮(zhèn)化的主要方向，制定了大中小城市和城鎮(zhèn)協(xié)調(diào)發(fā)展、發(fā)展一線城市周邊二線城市等發(fā)展戰(zhàn)略。不僅指導(dǎo)了我國城鎮(zhèn)化發(fā)展方向，更對土地規(guī)劃、農(nóng)業(yè)資源配置等土地利用、土地管理工作提供了指導(dǎo)。漢中市作為西安市周邊的二線城市，其經(jīng)濟(jì)發(fā)展水平雖然在陜南地區(qū)處于領(lǐng)先地位，但就陜西省全省而言其經(jīng)濟(jì)發(fā)展水平仍然較低發(fā)展?jié)摿^大，，在新型城鎮(zhèn)化建設(shè)當(dāng)中漢中市的經(jīng)濟(jì)社會建設(shè)和城鎮(zhèn)化建設(shè)必然得到快速發(fā)展。 本文以漢中市為研究對象，運(yùn)用層次分析和對比分析等方法對漢中市2003-2012年和漢中市各區(qū)縣2012年新型城鎮(zhèn)化水平進(jìn)行綜合評價(jià)。首先，對新型城鎮(zhèn)化相關(guān)概念進(jìn)行界定，介紹新型城鎮(zhèn)化的內(nèi)涵、相關(guān)理論；其次，評述現(xiàn)有的城鎮(zhèn)化水平評價(jià)方法，分析每種評價(jià)方法存在的優(yōu)缺點(diǎn)并根據(jù)本文研究對象具體情況選擇新型城鎮(zhèn)化水平的評價(jià)方法；再次，建立新型城鎮(zhèn)化水平綜合評價(jià)模型，根據(jù)新型城鎮(zhèn)化的影響因素，結(jié)合前人研究成果，依據(jù)指標(biāo)選定原則構(gòu)建新型城鎮(zhèn)化水平綜合評價(jià)指標(biāo)體系，并闡述新型城鎮(zhèn)化水平評價(jià)過程；第四，根據(jù)建立的評價(jià)模型，評價(jià)漢中市2003-2012年新型城鎮(zhèn)化水平和漢中市及其各區(qū)縣2012年的新型城鎮(zhèn)化水平，并對其時(shí)間差異和地域差異形成原因進(jìn)行分析；最后，針對新型城鎮(zhèn)化水平時(shí)間差異和地域差異的產(chǎn)生原因，提出縮小漢中市新型城鎮(zhèn)化水平地域差異、促進(jìn)漢中市新型城鎮(zhèn)化水平協(xié)調(diào)發(fā)展的對策建議。 本文通過分析得出以下結(jié)論：第一，漢中市新型城鎮(zhèn)化水平在2003年—2012年期間穩(wěn)中有升。漢中市新型城鎮(zhèn)化水平自2003年至2005年有小幅降低，2006年后一直呈提高趨勢。第二，漢中市與陜西省各城市相比較處于偏低水平。2012年，漢中市新型城鎮(zhèn)化水平與陜西省其他城市相比，處于較低水平，究其原因主要在經(jīng)濟(jì)發(fā)展和生活質(zhì)量方面。第三，漢中市各區(qū)縣新型城鎮(zhèn)化水平有明顯地域差異。2012年，漢中市各區(qū)縣新型城鎮(zhèn)化水平呈中間高周邊低的發(fā)展趨勢。
[Abstract]:Since China's urbanization reached 30.4% in 1998, the development of urbanization in China has entered the stage of rapid development. However, the traditional development mode of urbanization driven by industrialization has led to environmental pollution and ecological imbalance. Population polarization between urban and rural areas and a series of problems. In order to promote the steady and healthy development of social construction, our country put forward the concept of "new urbanization", formulated the National New urbanization Plan (2014-2020), and pointed out the main direction of new-type urbanization. A coordinated development of large, medium and small cities and towns, and development strategies of second-tier cities around first-tier cities have been formulated. It not only guides the development direction of urbanization in China, but also provides guidance for land use and land management, such as land planning, agricultural resource allocation and so on. Hanzhong City is a second-tier city around Xi'an City. Although its economic development level is in a leading position in southern Shaanxi, its economic development level is still relatively low in Shaanxi Province. The economic and social construction and urbanization construction of Hanzhong City are bound to develop rapidly in the new urbanization construction. Taking Hanzhong City as the research object, this paper makes a comprehensive evaluation of the level of new urbanization in Hanzhong City from 2003 to 2012 and from 2012 to 2012 by means of AHP and comparative analysis. Firstly, the related concepts of new urbanization are defined, and the connotation and relevant theories of new urbanization are introduced. Secondly, it reviews the existing evaluation methods of urbanization level, analyzes the advantages and disadvantages of each evaluation method, and selects the evaluation method of new urbanization level according to the specific situation of the research object. Thirdly, the comprehensive evaluation model of new-type urbanization level is established. According to the influencing factors of new-type urbanization and combined with the previous research results, the comprehensive evaluation index system of new-type urbanization level is constructed according to the principle of index selection. And expound the evaluation process of new urbanization level; Fourth, according to the established evaluation model, the paper evaluates the new urbanization level of Hanzhong city from 2003 to 2012 and the new urbanization level of Hanzhong city and its districts and counties in 2012, and analyzes the reasons for the formation of the time difference and regional difference. Finally, aiming at the reasons of the time difference and regional difference of the new urbanization level, the paper puts forward the countermeasures and suggestions to reduce the regional difference of the new urbanization level in Hanzhong City and to promote the coordinated development of the new urbanization level in Hanzhong City. The conclusions are as follows: first, the level of new urbanization in Hanzhong City rose steadily from 2003 to 2012. The level of new urbanization in Hanzhong City decreased slightly from 2003 to 2005, and has been increasing since 2006. In 2012, compared with other cities in Shaanxi Province, the level of new urbanization in Hanzhong City is lower than that in other cities in Shaanxi Province, which is mainly due to the economic development and quality of life. In 2012, the level of new-type urbanization in each district and county of Hanzhong city showed a trend of high, peripheral and low.
