【摘要】：2013年重慶提出了五大功能區(qū)戰(zhàn)略,明確了2.32萬km2的城市發(fā)展新區(qū)將成為全市未來工業(yè)化城鎮(zhèn)化的重點區(qū)域。而全市超過一半的產(chǎn)業(yè)型小城鎮(zhèn)都分布在城市發(fā)展新區(qū),這些小城鎮(zhèn)對于城市發(fā)展新區(qū)承擔(dān)產(chǎn)業(yè)轉(zhuǎn)移,完善區(qū)域產(chǎn)業(yè)體系配套有著重要的作用。文章圍繞五大功能區(qū)戰(zhàn)略對小城鎮(zhèn)節(jié)約用地、提高質(zhì)量、分類差異化發(fā)展的要求,分析了當(dāng)前城市新區(qū)小城鎮(zhèn)產(chǎn)業(yè)發(fā)展存在的問題,提出小城鎮(zhèn)產(chǎn)業(yè)發(fā)展應(yīng)實現(xiàn)產(chǎn)業(yè)布局"從分散到品牌"、產(chǎn)業(yè)特征從"同質(zhì)化到異質(zhì)化"、產(chǎn)業(yè)計劃"從固定到彈性"、產(chǎn)業(yè)人才從"外流到回流"的策略探索。
[Abstract]:In 2013, Chongqing put forward the strategy of five functional zones, and made it clear that the new urban development district of 23200 km2 will become the key area of industrialization and urbanization in the future of the whole city. More than half of the small industrial towns in the city are located in the new urban development areas, these small towns for the urban development of new areas to undertake industrial transfer, improve the regional industrial system has an important role. This paper analyzes the problems existing in the industrial development of small towns in the new urban areas, focusing on the requirements of the five functional districts' strategies for saving land, improving the quality and classifying the differentiated development of small towns. It is pointed out that the industrial layout of small towns should be "from dispersion to brand", the industrial characteristics from "homogeneity to heterogeneity", the industrial plan from "fixed to flexible", and the industrial talents from "outflow to return" strategy exploration.
