【摘要】：中國(guó)快速城市化過(guò)程中,拆遷補(bǔ)償問(wèn)題引起的矛盾沖突已為社會(huì)所廣泛關(guān)注。但拆遷補(bǔ)償問(wèn)題存在著空間、目的等維度依賴,也受行為心理影響。本文基于心理稟賦效應(yīng)理論和動(dòng)態(tài)博弈方法框架,針對(duì)郊區(qū)農(nóng)村商業(yè)征用拆遷補(bǔ)償焦點(diǎn)問(wèn)題,探討沖突的深層次原因及其改進(jìn)方法。得出結(jié)論:促進(jìn)市場(chǎng)化開(kāi)發(fā)是大勢(shì)所趨,為此構(gòu)建平等、民主的博弈主體,在政府監(jiān)督下的討價(jià)還價(jià)結(jié)果可以實(shí)現(xiàn)被拆遷人異質(zhì)的心理稟賦效應(yīng),以之取代"市場(chǎng)價(jià)格"補(bǔ)償標(biāo)準(zhǔn)能有效緩解沖突。政策建議如下:從體制上繼續(xù)推進(jìn)政府職能和角色轉(zhuǎn)變,完善相關(guān)法律法規(guī),正視并深入研究涉及拆遷補(bǔ)償中心理稟賦效應(yīng)的機(jī)制和影響因素,建立適當(dāng)機(jī)制培育類村集體組織及其適應(yīng)市場(chǎng)化發(fā)展的能力以充分維護(hù)村民利益。
[Abstract]:In the process of rapid urbanization in China, the contradictions and conflicts caused by the problem of demolition compensation have been paid more and more attention by the society. However, the problem of demolition compensation is dependent on dimensions such as space and purpose, and is also affected by behavioral psychology. Based on the theory of psychological endowment effect and the framework of dynamic game method, this paper discusses the deep causes of conflict and its improvement methods in view of the focus of rural commercial expropriation and relocation compensation. The conclusion is that it is the trend of the times to promote the market-oriented development. Therefore, to construct an equal and democratic game subject, the bargaining result under the supervision of the government can realize the heterogeneous psychological endowment effect of the relocated people. Replacing the "market price" compensation standard can effectively alleviate the conflict. The policy suggestions are as follows: continue to promote the transformation of government functions and roles, perfect the relevant laws and regulations, face up to and deeply study the mechanism and influencing factors of psychological endowment effect in the compensation of demolition and demolition. Establish appropriate mechanism to cultivate village collective organization and its ability to adapt to market development in order to fully protect the interests of villagers.
