【摘要】：新型城鎮(zhèn)化成為進一步解放農(nóng)村生產(chǎn)力,理順現(xiàn)階段農(nóng)村生產(chǎn)關系,逐步解決"三農(nóng)"問題的重要途徑。通過對皖北A建制鎮(zhèn)的調(diào)查發(fā)現(xiàn):經(jīng)過傳統(tǒng)城鎮(zhèn)化的發(fā)展階段后,中國農(nóng)村半城鎮(zhèn)化現(xiàn)象嚴重,廣大農(nóng)村居民具有強烈的提升城鎮(zhèn)化水平和質(zhì)量的意愿。新型城鎮(zhèn)化的關鍵在于村民進鎮(zhèn)并且市民化,因此推進新型城鎮(zhèn)化的成本體現(xiàn)在公共成本、個人成本和企業(yè)成本三個方面。當前,受農(nóng)村居民收入以及地方政府財收入約束,推進新型城鎮(zhèn)化進程中資金供求矛盾突出。為此,應積極探索融資模式,借助資源要素收益、財政及金融扶持、項目融資等渠道,為農(nóng)村新型城鎮(zhèn)化提供金融支持。
[Abstract]:New urbanization has become an important way to further liberate the rural productive forces, straighten out the present rural relations of production, and gradually solve the problems of agriculture, rural areas and farmers. After the traditional urbanization stage, the phenomenon of semi-urbanization in rural areas in China is serious, and the majority of rural residents have a strong will to improve the level and quality of urbanization. The key of new-type urbanization lies in the villager's entering into the town and becoming a citizen, so the cost of promoting the new-type urbanization is reflected in three aspects: public cost, personal cost and enterprise cost. At present, restricted by rural residents' income and local government's financial income, the contradiction between supply and demand of funds is prominent in the process of promoting new urbanization. Therefore, we should actively explore the financing mode and provide financial support for the new urbanization in rural areas through the channels of resource factor income, financial and financial support, project financing and so on.
