【摘要】：由于全球氣候變化的影響,節(jié)能減排問題已經(jīng)成為當前世界各國政府和學術(shù)界廣泛關(guān)注的焦點,我國也不例外。我國石油企業(yè)與國外發(fā)達國家相比,屬于典型的高能耗與高排放企業(yè),因此我國石油企業(yè)亟需開展節(jié)能減排工作,實現(xiàn)其發(fā)展模式從粗放型向資源節(jié)約型、環(huán)境友好型轉(zhuǎn)變。然而,石油企業(yè)節(jié)能減排管理是一個龐大的系統(tǒng)工程,該系統(tǒng)的良好運行離不開一套科學合理的動力機制理論方法指導,所以有必要對其進行節(jié)能減排動力機制模型的研究。 本文以石油企業(yè)節(jié)能減排為研究對象,首先對國內(nèi)外有關(guān)節(jié)能減排和動力機制的理論與實踐研究現(xiàn)狀進行了系統(tǒng)梳理,運用歸納、理論聯(lián)系實際和系統(tǒng)分析的研究方法,分析闡述了國內(nèi)石油企業(yè)節(jié)能減排的主體、目標、基本方式、取得的主要成績以及存在的主要問題,并討論了其節(jié)能減排中存在問題的根源；其次,通過分別比較分析國外與國內(nèi)典型石油企業(yè)節(jié)能減排管理的主要做法獲得石油企業(yè)節(jié)能減排管理的主要經(jīng)驗及啟示；再次,根據(jù)以上的理論研究與實踐經(jīng)驗,分析了石油企業(yè)節(jié)能減排動力機制模型構(gòu)建所需要的外部與內(nèi)部動力因素、中介影響因素以及模型建立條件,并在此基礎(chǔ)上構(gòu)建出石油企業(yè)節(jié)能減排動力機制模型,包括總體模型及其外部動力機制模型、內(nèi)部動力機制模型；最后站在我國石油企業(yè)角度,提出該動力機制模型在運行中所應(yīng)采取的對策及建議,相信其對國內(nèi)石油企業(yè)的節(jié)能減排管理工作具有一定的參考作用。
[Abstract]:Due to the impact of global climate change, energy saving and emission reduction has become the focus of attention of governments and academia all over the world, and China is no exception. Compared with the developed countries, the petroleum enterprises in our country belong to the typical high energy consumption and high emission enterprises. Therefore, it is urgent for our oil enterprises to carry out energy saving and emission reduction work so as to change their development model from extensive to resource-saving and environment-friendly. However, the management of energy saving and emission reduction in petroleum enterprises is a huge system engineering, the good operation of the system can not be separated from a set of scientific and reasonable power mechanism theory and method guidance, so it is necessary to study the dynamic mechanism model of energy saving and emission reduction. This paper takes energy saving and emission reduction in petroleum enterprises as the research object. Firstly, it systematically combs the current research situation of the theory and practice of energy saving and emission reduction and dynamic mechanism at home and abroad, and summarizes the research methods of integrating theory with practice and system analysis. The main body, target, basic way, main achievements and main problems of energy saving and emission reduction of domestic petroleum enterprises are analyzed and expounded. The root causes of the problems in energy saving and emission reduction are discussed. Through comparing and analyzing the main methods of energy saving and emission reduction management in foreign and domestic typical petroleum enterprises, the main experiences and enlightenment of energy saving and emission reduction management of oil enterprises are obtained. Thirdly, according to the above theoretical research and practical experience, This paper analyzes the external and internal dynamic factors, mediating influence factors and establishing conditions of the energy saving and emission reduction dynamic mechanism model of petroleum enterprises, and builds the energy saving and emission reduction dynamic mechanism model of petroleum enterprises on this basis. Including the overall model and its external dynamic mechanism model, internal dynamic mechanism model; finally, from the point of view of China's oil enterprises, put forward the dynamic mechanism model in the operation of the countermeasures and suggestions, It is believed that the management of energy conservation and emission reduction in domestic oil enterprises has a certain reference role.
