【摘要】：村域城鎮(zhèn)化是建制村域經(jīng)濟(jì)社會(huì)結(jié)構(gòu)、人口集聚規(guī)模、聚落建筑景觀、農(nóng)民生產(chǎn)生活及基本公共服務(wù)的方式和水平趨同于城鎮(zhèn)的過(guò)程。隨著新型城鎮(zhèn)化、城鄉(xiāng)一體化成為國(guó)家發(fā)展戰(zhàn)略和政策的主軸,全域城鎮(zhèn)化及城鄉(xiāng)同步建設(shè)漸成市域和縣域發(fā)展新潮,越來(lái)越多的村域?qū)崿F(xiàn)了工業(yè)化、城鎮(zhèn)化和農(nóng)民市民化,標(biāo)志著中國(guó)農(nóng)村進(jìn)入村域城鎮(zhèn)化新階段;工業(yè)化的"引擎"作用由強(qiáng)到弱,農(nóng)村商貿(mào)業(yè)向現(xiàn)代服務(wù)業(yè)拓展成為主動(dòng)力,基層行政區(qū)劃調(diào)整及建制村撤并的推力作用逐漸顯現(xiàn),是未來(lái)中國(guó)村域城鎮(zhèn)化的重要特點(diǎn)和趨勢(shì)。把村域城鎮(zhèn)化作為中國(guó)新型城鎮(zhèn)化戰(zhàn)略的重要組成部分,將村域城鎮(zhèn)發(fā)展納入市域、縣域城鎮(zhèn)發(fā)展體系中統(tǒng)一規(guī)劃、建設(shè)和管理,將有利于城鄉(xiāng)融合,統(tǒng)籌發(fā)展。
[Abstract]:Village-area urbanization is a process in which the economic and social structure, the scale of population agglomeration, the building landscape of settlement, the way and level of farmers' production and living and basic public services converge to the cities and towns. With the new urbanization, urban-rural integration has become the main axis of the national development strategy and policy. The urbanization and urban-rural synchronous construction have gradually become the new trend of urban and county development. More and more rural areas have realized industrialization, urbanization and peasant citizenship. It marks a new stage of urbanization in rural areas in China. The role of "engine" of industrialization changes from strong to weak, the rural trade and trade industry expands to modern service industry and becomes the main motive force, and the thrust of the adjustment of grass-roots administrative divisions and the withdrawal and merger of established villages gradually appears. It is the important characteristic and trend of urbanization in the village area of China in the future. Taking village urbanization as an important part of China's new urbanization strategy, it will be beneficial to the integration of urban and rural areas and the overall development of urban and rural areas to bring the development of villages and towns into the city area and the unified planning, construction and management of the county area town development system.
