【摘要】：國(guó)有資產(chǎn)是我國(guó)國(guó)有經(jīng)濟(jì)的重要組成部分。國(guó)有資產(chǎn)規(guī)模不斷擴(kuò)大，國(guó)有資產(chǎn)流失日益嚴(yán)重，這已經(jīng)成為制約我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的重要問(wèn)題。因此，加強(qiáng)國(guó)有資產(chǎn)管理不僅有利于推動(dòng)國(guó)民經(jīng)濟(jì)的發(fā)展，而且有利于提升行政效率和執(zhí)政能力。深入研究秦皇島市北戴河區(qū)國(guó)有資產(chǎn)管理問(wèn)題，有利于提升北戴河地區(qū)綜合經(jīng)濟(jì)實(shí)力，建立高效廉潔型政府，構(gòu)建節(jié)約型社會(huì)與和諧社會(huì)。 本文首先闡述了資產(chǎn)、國(guó)有資產(chǎn)及其管理的含義，分析了國(guó)有資產(chǎn)管理的機(jī)構(gòu)和意義，梳理了國(guó)有資產(chǎn)管理所經(jīng)歷的歷史階段。在充分掌握當(dāng)前秦皇島市北戴河區(qū)國(guó)有資產(chǎn)的基本情況的基礎(chǔ)上，運(yùn)用文獻(xiàn)研究和實(shí)證分析相結(jié)合的方法，對(duì)北戴河區(qū)經(jīng)營(yíng)性資產(chǎn)與非經(jīng)營(yíng)性資產(chǎn)的管理問(wèn)題進(jìn)行了研究，揭示了北戴河區(qū)資產(chǎn)使用不合理、監(jiān)管不到位所帶來(lái)的資產(chǎn)流失問(wèn)題。從經(jīng)濟(jì)方面看，資產(chǎn)浪費(fèi)現(xiàn)象嚴(yán)重，，資產(chǎn)使用效率低下，政府財(cái)政負(fù)擔(dān)沉重。結(jié)合秦皇島市北戴河區(qū)的實(shí)際情況，本文探討了北戴河區(qū)加強(qiáng)國(guó)有資產(chǎn)管理的具體措施，主要包括：協(xié)調(diào)國(guó)資辦與國(guó)資公司的關(guān)系，完善國(guó)有資產(chǎn)二重制管理；推行公物倉(cāng)管理，加強(qiáng)實(shí)物資產(chǎn)管理，完善資產(chǎn)賬目管理；開(kāi)展行政事業(yè)單位出租出借資產(chǎn)方面的改革，增強(qiáng)國(guó)有資產(chǎn)經(jīng)營(yíng)公司盤(pán)活資金的能力，實(shí)現(xiàn)國(guó)有資產(chǎn)的保值與增值。
[Abstract]:State-owned assets are an important part of our state-owned economy. The scale of state-owned assets is expanding and the loss of state-owned assets is becoming more and more serious, which has become an important problem that restricts the economic and social development of our country. Therefore, strengthening the management of state-owned assets is not only conducive to promoting the development of the national economy, but also conducive to the promotion of administrative efficiency and governance ability. Further study on the management of state-owned assets in Beidaihe District of Qinhuangdao City is conducive to promoting the comprehensive economic strength of Beidaihe District, establishing an efficient and clean government, and constructing a conservation-oriented society and a harmonious society. This paper first expounds the meaning of assets, state-owned assets and their management, analyzes the organization and significance of the management of state-owned assets, and combs the historical stages of the management of state-owned assets. On the basis of fully understanding the basic situation of state-owned assets in Beidaihe District of Qinhuangdao City, and using the method of combining literature research and empirical analysis, the paper studies the management of operating assets and non-operational assets in Beidaihe District. This paper reveals the problem of asset loss caused by unreasonable use of assets and inadequate supervision in Beidaihe District. From the economic point of view, the phenomenon of serious asset waste, inefficient use of assets, heavy government financial burden. Combined with the actual situation of Beidaihe District of Qinhuangdao City, this paper discusses the specific measures to strengthen the management of state-owned assets in Beidaihe District, including: coordinating the relationship between the State assets Office and the state-owned assets companies, and perfecting the dual management of state-owned assets; We should carry out the management of public property storehouses, strengthen the management of physical assets, perfect the management of asset accounts, carry out the reform of the leasing and lending assets of administrative institutions, strengthen the ability of state-owned asset management companies to activate funds, and realize the preservation and appreciation of state-owned assets.
