【摘要】：我國(guó)在推進(jìn)城鎮(zhèn)化建設(shè)中始終遵循的最基本原則就是以科學(xué)發(fā)展觀為指導(dǎo)思想。我們應(yīng)當(dāng)把科學(xué)發(fā)展觀中的“以人為本”思想作為中國(guó)城鎮(zhèn)化發(fā)展的主旨和核心內(nèi)容,與馬克思主義基本思想一道構(gòu)成中國(guó)新型城鎮(zhèn)化的人本理念。只有堅(jiān)持以人為本這個(gè)核心,新型城鎮(zhèn)化建設(shè)才能不偏離正確的發(fā)展軌道,才能真正使人民群眾享受到改革發(fā)展帶來(lái)的實(shí)惠,才能真正實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)的發(fā)展與人的全面發(fā)展統(tǒng)一起來(lái)。 本文提出的對(duì)策和建議是：一是優(yōu)化產(chǎn)業(yè)布局統(tǒng)籌協(xié)調(diào)發(fā)展,政府應(yīng)該注重協(xié)調(diào)城鄉(xiāng)發(fā)展,不斷優(yōu)化區(qū)域布局,在促進(jìn)區(qū)域一體化和可持續(xù)發(fā)展方面發(fā)揮領(lǐng)導(dǎo)作用。二是不斷提高城鎮(zhèn)規(guī)劃管理水平,必須做到完善城鎮(zhèn)體系規(guī)劃,統(tǒng)籌做好城鄉(xiāng)土地利用總體規(guī)劃、環(huán)境保護(hù)規(guī)劃、產(chǎn)業(yè)發(fā)展規(guī)劃等。三是注重內(nèi)涵發(fā)展提升發(fā)展質(zhì)量。四是始終把民生擺在城鎮(zhèn)化建設(shè)的首要位置,民生問(wèn)題的一個(gè)重要環(huán)節(jié)就是人均可享受到的公共福利,人們到底能得到多少公共福利,尤其是在教育、醫(yī)療、養(yǎng)老、食品安全等受到人們廣泛關(guān)注的領(lǐng)域,更需要我們加大投入,政府財(cái)政收入和社會(huì)財(cái)力應(yīng)該向以民生為重點(diǎn)的投資領(lǐng)域傾斜。五是加強(qiáng)新型城鎮(zhèn)化政策性創(chuàng)新,我們應(yīng)該始終堅(jiān)持以市場(chǎng)經(jīng)濟(jì)為導(dǎo)向,破除在戶籍管理、城鄉(xiāng)勞動(dòng)力就業(yè)和社會(huì)保障方面的制度性障礙,為農(nóng)村城鎮(zhèn)化創(chuàng)造良好的條件。 鑒于城鎮(zhèn)化建設(shè)對(duì)于當(dāng)今中國(guó)無(wú)論在經(jīng)濟(jì)建設(shè)還是社會(huì)發(fā)展方面都具有不可替代的決定性作用,我們必須認(rèn)清現(xiàn)在社會(huì)發(fā)展的基本形勢(shì),利用科學(xué)發(fā)展觀這一強(qiáng)大的理論武器,因勢(shì)利導(dǎo)的堅(jiān)決促進(jìn)新型城鎮(zhèn)化發(fā)展。要在現(xiàn)有城鎮(zhèn)化快速發(fā)展的基礎(chǔ)上確保其健康可持續(xù)的發(fā)展,就必須針對(duì)當(dāng)前城鎮(zhèn)化發(fā)展的現(xiàn)狀和特點(diǎn)以及未來(lái)可能出現(xiàn)的狀況進(jìn)行準(zhǔn)確的判斷,順應(yīng)其客觀發(fā)展規(guī)律,建立健全完善的市場(chǎng)經(jīng)濟(jì)制度,采取有效的針對(duì)性的政策措施,不斷提高城鎮(zhèn)化的可持續(xù)發(fā)展水平,為中國(guó)經(jīng)濟(jì)增長(zhǎng)提供新的不竭動(dòng)力,為廣大人民群眾創(chuàng)造福祉。
[Abstract]:The most basic principle that our country always follows in promoting urbanization construction is to take the scientific development view as the guiding ideology. We should take the "people-oriented" thought in the scientific development view as the main theme and core content of China's urbanization development, and together with the basic Marxist thought, constitute the human-oriented concept of China's new urbanization. Only by adhering to the people-oriented core, can the construction of a new type of urbanization not deviate from the correct track of development and truly enable the people to enjoy the benefits of reform and development. In order to truly realize the economic and social development and the overall development of human unity. The countermeasures and suggestions proposed in this paper are as follows: first, optimizing the overall and coordinated development of industrial layout, the government should pay attention to coordinate urban and rural development, constantly optimize regional layout, and play a leading role in promoting regional integration and sustainable development. Second, to improve the management level of urban planning, we must perfect the urban system planning, make overall urban and rural land use planning, environmental protection planning, industrial development planning and so on. Third, pay attention to the development of connotation and improve the quality of development. Fourth, people's livelihood has always been placed in the primary position of urbanization construction. An important link in people's livelihood issues is the public welfare per capita. How much public welfare can people get, especially in education, medical care, and old-age care? Food safety and other fields that people pay more attention to, we need to increase investment, government financial revenue and social financial resources should be inclined to the people's livelihood as the focus of investment areas. Fifth, we should strengthen the new urbanization policy innovation, we should always adhere to the market economy as the guide, break down the household registration management, urban and rural labor force employment and social security system obstacles, and create good conditions for rural urbanization. In view of the irreplaceable decisive role that urbanization plays in both economic construction and social development in China today, we must recognize the basic situation of social development and make use of the scientific concept of development as a powerful theoretical weapon. In line with the situation, resolutely promote the development of new urbanization. In order to ensure its healthy and sustainable development on the basis of the rapid development of the present urbanization, it is necessary to accurately judge the present situation and characteristics of the urbanization development and to conform to its objective development law. To establish and perfect the market economy system, to adopt effective policies and measures, to continuously improve the level of sustainable development of urbanization, to provide a new and inexhaustible motive force for China's economic growth, and to create welfare for the broad masses of the people.
