【摘要】：城市化就像一把雙刃劍,禍福與共,利弊交融,隨之而來(lái)的是各種各樣的城市問(wèn)題。在城市建設(shè)規(guī)劃管理的基礎(chǔ)上加入生態(tài)學(xué)的指引是歷史的必然要求。從而有了“生態(tài)城市”“生態(tài)城區(qū)”等概念的提出。在此過(guò)程中的必要手段就是城市政策的協(xié)調(diào)、控制和引導(dǎo)。 為了“城市讓生活更美好”,并且在充分解讀“十八大”關(guān)于生態(tài)文明建設(shè)方面的精神和要義之后,本論文在基于我國(guó)基本國(guó)情的基礎(chǔ)上,考慮到自然、經(jīng)濟(jì)和社會(huì)等方面的相輔相成、互相制約,將目光投放到我國(guó)大都市生態(tài)城區(qū)建設(shè)政策研究方面,首次設(shè)定了以我國(guó)大都市作為背景,生態(tài)城區(qū)作為主體的政策研究。 在本論文中,首先通過(guò)文獻(xiàn)綜合、理論分析、實(shí)例探討和多學(xué)科交叉等研究方法詳盡的剖析了我國(guó)大都市生態(tài)城區(qū)建設(shè)的研究背景和建設(shè)政策的研究現(xiàn)狀。其次在我國(guó)大都市生態(tài)城區(qū)建設(shè)政策體系的理論基礎(chǔ)上,通過(guò)對(duì)比國(guó)內(nèi)外大都市生態(tài)城區(qū)建設(shè)的案例的成敗分析其政策的利弊,得出了構(gòu)建一套合理科學(xué)完善適合的建設(shè)政策體系是建設(shè)大都市生態(tài)城區(qū)的必要條件的結(jié)論。再次,通過(guò)確認(rèn)實(shí)施條件和設(shè)計(jì)原則,依照著政策設(shè)計(jì)過(guò)程,細(xì)致研究分析了我國(guó)構(gòu)建大都市生態(tài)城區(qū)建設(shè)政策體系中政策制定和政策實(shí)施的環(huán)節(jié),并且從自然、經(jīng)濟(jì)、社會(huì)三方面考量全面的給出了大量的政策建議,其中在實(shí)施途徑上提出以政府為主要途徑,兼之企事業(yè)單位支撐,社會(huì)相關(guān)機(jī)構(gòu)配合以及公眾大量的參與的四項(xiàng)實(shí)施路徑。并且提出了相應(yīng)的政策保障機(jī)制。最后以上海市閔行工業(yè)城區(qū)轉(zhuǎn)型為生態(tài)城區(qū)為例,根據(jù)其“十二五”最新規(guī)劃目標(biāo),驗(yàn)證了大都市生態(tài)城區(qū)建設(shè)政策體系中政策制定和政策實(shí)施的可行性,在原有的政策基礎(chǔ)上提出新的政策建議和展望。綜上所述,在本論文的結(jié)尾章節(jié)對(duì)大都市生態(tài)城區(qū)建設(shè)政策體系研究提出了更加深遠(yuǎn)的希冀。
[Abstract]:Urbanization is like a double-edged sword, a combination of advantages and disadvantages, followed by a variety of urban problems. It is an inevitable requirement of history to add ecological guidance to the management of urban construction planning. Thus, the concept of "ecological city", "ecological city" and so on has been put forward. The necessary means in this process is the coordination, control and guidance of urban policy. In order to make the city make life better, and after fully interpreting the spirit and meaning of the Eighteenth National Congress on the construction of ecological civilization, this paper takes nature into account on the basis of the basic national conditions of our country. The economic and social aspects complement each other and restrict each other. This paper focuses on the policy research on the construction of the ecological city zone in the metropolis of our country. For the first time, the policy research is based on the background of the metropolis in our country and the ecological city as the main body. In this paper, first of all, through literature synthesis, theoretical analysis, case study and multidisciplinary cross-disciplinary research methods, detailed analysis of our country's metropolitan ecological urban construction research background and construction policy research status. Secondly, on the basis of the theory of the policy system of the construction of the metropolitan ecological city in our country, the paper analyzes the advantages and disadvantages of the policy by comparing the success or failure of the domestic and foreign cases of the construction of the ecological city of metropolis. It is concluded that constructing a reasonable and scientific construction policy system is a necessary condition for the construction of metropolis ecological city. Thirdly, by confirming the implementation conditions and design principles, according to the process of policy design, this paper carefully studies and analyzes the policy formulation and policy implementation links in the policy system of constructing metropolitan ecological urban areas in China, and from the natural, economic, Three aspects of society give a large number of comprehensive policy recommendations, including the implementation of the government as the main approach, and the support of enterprises and institutions, social institutions and public participation in the implementation of a large number of the four implementation paths. And has proposed the corresponding policy safeguard mechanism. Finally, taking the transformation of Minhang industrial district in Shanghai as an example, according to the latest planning objectives of the 12th Five-Year Plan, the feasibility of policy formulation and policy implementation in the policy system of urban eco-urban construction is verified. Put forward new policy suggestions and prospects on the basis of the original policy. In conclusion, in the end of this paper, the policy system of metropolitan ecological city construction is studied.
