【摘要】：隨著我國(guó)社會(huì)經(jīng)濟(jì)的不斷發(fā)展，社會(huì)經(jīng)濟(jì)的進(jìn)一步發(fā)展面臨著一系列的問(wèn)題，如城鄉(xiāng)差距、貧富差距、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、產(chǎn)能過(guò)剩、擴(kuò)大內(nèi)需等方面，而這些問(wèn)題的解決需要尋找一個(gè)新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)，需要找到一個(gè)問(wèn)題解決的切入點(diǎn)，而農(nóng)村城鎮(zhèn)化正符合這一需求。農(nóng)村城鎮(zhèn)化是一個(gè)內(nèi)涵十分豐富的概念，不僅僅農(nóng)業(yè)人口的轉(zhuǎn)變，同時(shí)也是產(chǎn)業(yè)結(jié)構(gòu)升級(jí)，，消除城鄉(xiāng)二元結(jié)構(gòu)，提高農(nóng)民人均收入水平，通過(guò)更公平的社會(huì)福利和公共服務(wù)，并提高人民的消費(fèi)水平，最終促進(jìn)社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展。然而我國(guó)農(nóng)村城鎮(zhèn)化還處于起步階段，面臨著一系列的困難與問(wèn)題，尤其是相對(duì)不發(fā)達(dá)地區(qū)。本文正是基于這一背景就敦化市的農(nóng)村城鎮(zhèn)化問(wèn)題展開(kāi)研究。本文研究中所采用的方法主要是文獻(xiàn)分析法和比較法，基本是基于理論的分析來(lái)展開(kāi)的。 敦化市是一個(gè)新興工業(yè)城市，是一個(gè)縣級(jí)市，有著便利的交通和豐富的礦產(chǎn)、物產(chǎn)資源，有著自己傳統(tǒng)支柱產(chǎn)業(yè)，同時(shí)新興產(chǎn)業(yè)和高新技術(shù)項(xiàng)目也在不斷建設(shè)中，因而敦化市具有我國(guó)一般城市發(fā)展的典型特征，對(duì)敦化市的農(nóng)村城鎮(zhèn)化問(wèn)題展開(kāi)研究，將有利于對(duì)我國(guó)農(nóng)村城鎮(zhèn)化形成一個(gè)大致的認(rèn)知。文中首先就國(guó)內(nèi)外有關(guān)農(nóng)村城鎮(zhèn)化的研究展開(kāi)了分析與說(shuō)明，在此基礎(chǔ)上，從敦化市的工業(yè)化、產(chǎn)業(yè)化優(yōu)勢(shì)，以及目前取得的成就三方面，對(duì)敦化市目前的農(nóng)村城鎮(zhèn)化現(xiàn)狀進(jìn)行了分析說(shuō)明。然后再對(duì)敦化市農(nóng)村城鎮(zhèn)化過(guò)程中存在的問(wèn)題進(jìn)行了說(shuō)明，敦化市農(nóng)村城鎮(zhèn)化存在的問(wèn)題包括城市化水平滯后于工業(yè)化進(jìn)程、城鎮(zhèn)化發(fā)展不平衡、城市綜合承載能力低和城鎮(zhèn)化發(fā)展體制機(jī)制不完善四個(gè)方面。之后對(duì)這些問(wèn)題產(chǎn)生的原因進(jìn)行了分析，并將導(dǎo)致上述問(wèn)題的原因歸結(jié)為產(chǎn)業(yè)結(jié)構(gòu)不合理、城鄉(xiāng)差距和地區(qū)差距過(guò)大、城鎮(zhèn)化建設(shè)要素投入不足以及城鎮(zhèn)建設(shè)管理粗放四個(gè)方面�；谝陨嫌嘘P(guān)問(wèn)題的分析，文中再對(duì)敦化市農(nóng)村城鎮(zhèn)化建設(shè)從六大方面提出建議，這些建議包括：大力發(fā)展城鎮(zhèn)經(jīng)濟(jì)，強(qiáng)化產(chǎn)業(yè)支撐；合理制定城鎮(zhèn)發(fā)展戰(zhàn)略，優(yōu)化城鎮(zhèn)布局；多渠道解決資金短缺問(wèn)題，完善城鎮(zhèn)建設(shè)投融資機(jī)制；統(tǒng)籌城鄉(xiāng)發(fā)展，破除二元結(jié)構(gòu)；加快戶籍制度改革，破除城鎮(zhèn)化發(fā)展的制度制約；搞好規(guī)劃，突出城鎮(zhèn)化建設(shè)特色。最后文中在對(duì)本文的研究進(jìn)行了一個(gè)總結(jié)。敦化市在農(nóng)村城鎮(zhèn)化建設(shè)過(guò)程中，應(yīng)當(dāng)基于自身的特色資源，發(fā)展相關(guān)產(chǎn)業(yè)，并依托相關(guān)產(chǎn)業(yè)的發(fā)展來(lái)帶動(dòng)城鎮(zhèn)化的進(jìn)行，最終形成城鎮(zhèn)化與產(chǎn)業(yè)化相互促進(jìn)的良性循環(huán)。本文所提出的建議對(duì)于資源型新興工業(yè)化城市的農(nóng)村城鎮(zhèn)化道路也是具有參考價(jià)值的。
[Abstract]:With the continuous development of China's social economy, the further development of social economy is facing a series of problems, such as the gap between urban and rural areas, the gap between the rich and the poor, the upgrading of industrial structure, overcapacity, expanding domestic demand and so on. To solve these problems, we need to find a new economic growth point, need to find a breakthrough point to solve problems, and rural areas. Rural urbanization is a very rich concept, not only the transformation of agricultural population, but also the upgrading of industrial structure, eliminating the dual structure of urban and rural areas, improving the per capita income of farmers, through more equitable social welfare and public services, and improving the level of consumption of the people, ultimately promoting social economy. However, China's rural urbanization is still in its infancy, facing a series of difficulties and problems, especially in relatively undeveloped areas. This paper is based on this background on the study of rural urbanization in Dunhua City. The methods used in this study are mainly literature analysis and comparative method, basically is Based on theoretical analysis.
Dunhua is a new industrial city, is a county-level city, with convenient transportation and rich mineral resources, product resources, has its own traditional pillar industries, while emerging industries and high-tech projects are constantly under construction, so Dunhua City has the typical characteristics of the development of China's general cities, the rural urbanization of Dunhua City. The research will be helpful to form a general understanding of rural urbanization in China. Firstly, this paper analyzes and explains the research on rural urbanization both at home and abroad. On this basis, from the industrialization of Dunhua City, the advantages of industrialization, as well as the achievements made so far, this paper carries out the current situation of rural urbanization in Dunhua City. Then it explains the problems existing in the process of rural urbanization in Dunhua City. The problems include the level of urbanization lagging behind the industrialization process, the unbalanced development of urbanization, the low comprehensive carrying capacity of the city and the imperfect system and mechanism of urbanization development. Based on the analysis of the above-mentioned problems, this paper attributes the above-mentioned problems to four aspects: unreasonable industrial structure, large gap between urban and rural areas and regions, insufficient investment in urbanization construction elements and extensive management of urban construction. These suggestions include: vigorously developing urban economy, strengthening industrial support; rationally formulating urban development strategy, optimizing urban layout; solving the problem of fund shortage through multiple channels, improving the investment and financing mechanism of urban construction; coordinating urban and rural development, breaking the dual structure; speeding up the reform of household registration system, and breaking the system of urbanization development. In the process of rural urbanization construction, Dunhua City should develop related industries based on its own characteristic resources, and rely on the development of related industries to promote urbanization, eventually forming a mutual urbanization and industrialization. The suggestions put forward in this paper also have reference value for the rural urbanization of resource-based newly industrialized cities.
