【摘要】：低碳化已經(jīng)逐步成為了世界各國(guó)發(fā)展的共識(shí),尤其是在哥本哈根世界氣候大會(huì)召開(kāi)以后,溫室氣體排放的約束性框架的出臺(tái),使得世界各國(guó)在利用資源發(fā)展經(jīng)濟(jì)的同時(shí),也應(yīng)該承擔(dān)對(duì)全球生態(tài)環(huán)境保護(hù)的責(zé)任,降低碳排放量已經(jīng)成為了世界各國(guó)發(fā)展的硬指標(biāo)。特別是對(duì)中國(guó)而言,中國(guó)政府承諾到2020年,單位GDP碳排放量與2005年相比下降40%-45%;在能源消費(fèi)結(jié)構(gòu)上,2020年非化石能源占一次性能源消費(fèi)比重提高到15%左右。作為發(fā)展中國(guó)家如何保持經(jīng)濟(jì)持續(xù)穩(wěn)定增長(zhǎng)的同時(shí),又達(dá)到減排目標(biāo)將是一個(gè)巨大的挑戰(zhàn)。影響能源碳排放量的因素眾多,主要包括能源消費(fèi)總量、能源消費(fèi)結(jié)構(gòu)、能源消費(fèi)效率和能源消費(fèi)的區(qū)域布局。由于在短期內(nèi),能源消費(fèi)總量和能源消費(fèi)效率難以改變,更多的只能依靠消費(fèi)結(jié)構(gòu)的調(diào)整來(lái)實(shí)現(xiàn)碳排放的降低。雖然,在全國(guó)層面能源消費(fèi)結(jié)構(gòu)難以進(jìn)行調(diào)整；但是,如果通過(guò)能源消費(fèi)布局的調(diào)整,地區(qū)能源的交換,實(shí)現(xiàn)能源消費(fèi)結(jié)構(gòu)的調(diào)整,或許將實(shí)現(xiàn)能源消費(fèi)結(jié)構(gòu)的優(yōu)化而實(shí)現(xiàn)低碳化目標(biāo)。本文正是基于此思路展開(kāi)研究。
[Abstract]:Low-carbonization has gradually become the consensus of the development of the world. Especially after the Copenhagen World Climate Conference, the binding framework of greenhouse gas emissions has been issued, which makes the countries in the world develop their economies while using resources. We should also take the responsibility of protecting the global ecological environment, and reducing carbon emissions has become a hard target for the development of countries all over the world. For China, in particular, the Chinese government has promised to reduce carbon emissions per unit of GDP by 40 to 45 percent by 2020 compared with 2005, and in terms of energy consumption structure, the proportion of non-fossil energy in disposable energy consumption will increase to about 15 percent in 2020. As developing countries how to maintain sustained and stable economic growth at the same time, and achieve emission reduction targets will be a huge challenge. There are many factors affecting energy carbon emissions, including total energy consumption, energy consumption structure, energy consumption efficiency and regional distribution of energy consumption. Since it is difficult to change the total energy consumption and energy consumption efficiency in the short term, more can only rely on the adjustment of consumption structure to achieve carbon emissions reduction. Although it is difficult to adjust the energy consumption structure at the national level, if the energy consumption structure is adjusted through the adjustment of the distribution of energy consumption and the exchange of regional energy, The goal of low-carbonization may be achieved by optimizing the structure of energy consumption. This paper is based on this idea to carry out research.
