【摘要】：經(jīng)過(guò)30余年的發(fā)展壯大，質(zhì)監(jiān)系統(tǒng)質(zhì)檢機(jī)構(gòu)已經(jīng)成長(zhǎng)為我國(guó)質(zhì)量檢測(cè)體系的中堅(jiān)力量，為質(zhì)量監(jiān)督提供技術(shù)支撐，為經(jīng)濟(jì)建設(shè)提供技術(shù)服務(wù)，為質(zhì)量安全提供技術(shù)保障，在社會(huì)主義市場(chǎng)經(jīng)濟(jì)中發(fā)揮著重要作用。隨著中國(guó)正式加入WTO，受市場(chǎng)經(jīng)濟(jì)浪潮席卷，質(zhì)監(jiān)系統(tǒng)質(zhì)檢機(jī)構(gòu)也面臨著新一輪的洗牌和調(diào)整，融入市場(chǎng)，，走市場(chǎng)化發(fā)展道路，成為了質(zhì)檢機(jī)構(gòu)得以生存發(fā)展的不二選擇，然而在事業(yè)單位改革的大背景下，如何正確選擇市場(chǎng)化的途徑和方法成為了擺在所有質(zhì)檢機(jī)構(gòu)面前的一個(gè)亟待解決的難題。 本文首先介紹了質(zhì)檢機(jī)構(gòu)市場(chǎng)化改革的國(guó)內(nèi)外研究現(xiàn)狀以及質(zhì)量檢驗(yàn)相關(guān)概念，概述了我國(guó)質(zhì)檢機(jī)構(gòu)及國(guó)外質(zhì)檢機(jī)構(gòu)發(fā)展情況。通過(guò)對(duì)我國(guó)質(zhì)監(jiān)系統(tǒng)質(zhì)檢機(jī)構(gòu)進(jìn)行市場(chǎng)化改革的環(huán)境因素進(jìn)行分析，得出質(zhì)檢機(jī)構(gòu)市場(chǎng)化改革的必然性結(jié)論，并在對(duì)部分質(zhì)檢機(jī)構(gòu)市場(chǎng)化改革探索分析基礎(chǔ)上，總結(jié)出質(zhì)檢機(jī)構(gòu)市場(chǎng)化改革過(guò)程中存在的問(wèn)題，從轉(zhuǎn)變思想觀念、找準(zhǔn)發(fā)展定位、堅(jiān)持分類改革、打破隸屬關(guān)系、實(shí)現(xiàn)合理布局、進(jìn)行中國(guó)特色市場(chǎng)化經(jīng)營(yíng)六個(gè)方面，提出了我國(guó)質(zhì)監(jiān)系統(tǒng)質(zhì)檢機(jī)構(gòu)進(jìn)行市場(chǎng)化改革的一些途徑和對(duì)策。最后以天津市D區(qū)檢測(cè)中心為例，對(duì)該中心的市場(chǎng)化改革探索中取得的成績(jī)以及存在的問(wèn)題進(jìn)行了深入剖析，提出了D區(qū)檢測(cè)中心的發(fā)展策略，進(jìn)而對(duì)我國(guó)質(zhì)檢機(jī)構(gòu)發(fā)展的對(duì)策和措施進(jìn)行了實(shí)證研究。希望本文可以給我國(guó)質(zhì)監(jiān)系統(tǒng)質(zhì)檢機(jī)構(gòu)市場(chǎng)化改革發(fā)展提供一點(diǎn)借鑒作用，從而走出一條具有中國(guó)特色的質(zhì)檢機(jī)構(gòu)市場(chǎng)化發(fā)展道路。
[Abstract]:After more than 30 years of development and expansion, the quality inspection organizations of the quality supervision system have become the backbone of our quality inspection system, providing technical support for quality supervision, providing technical services for economic construction, and providing technical guarantee for quality and safety. In the socialist market economy is playing an important role. With China's formal entry into the WTO and the wave of the market economy, the quality inspection organizations of the quality supervision system are also facing a new round of shuffling and adjustment, integrating into the market and taking the road of market-oriented development, which has become the only choice for the quality inspection organizations to survive and develop. However, under the background of institution reform, how to correctly choose the way and method of marketization has become a difficult problem to be solved urgently in front of all quality inspection organizations. This paper first introduces the domestic and international research status of the market-oriented reform of quality inspection institutions and the related concepts of quality inspection, and summarizes the development of quality inspection institutions in China and abroad. Based on the analysis of the environmental factors of the market-oriented reform of the quality supervision and inspection institutions in China, this paper draws the inevitable conclusion of the market-oriented reform of the quality inspection institutions, and on the basis of the exploration and analysis of the market-oriented reform of some quality inspection institutions, This paper summarizes the problems existing in the process of the market-oriented reform of the quality and inspection institutions, from six aspects: changing the ideology, finding the correct development orientation, persisting in the classification reform, breaking the subordinate relationship, realizing the rational distribution, and carrying out market-oriented management with Chinese characteristics. This paper puts forward some ways and countermeasures for the marketization reform of quality supervision system quality inspection institutions in China. Finally, taking the D area testing center of Tianjin as an example, the achievements and problems in the market reform of the center are deeply analyzed, and the development strategy of the D area detection center is put forward. Furthermore, the paper makes an empirical study on the countermeasures and measures for the development of quality inspection institutions in China. It is hoped that this paper can provide some reference for the market-oriented reform and development of quality inspection institutions in China's quality supervision system, and thus lead to a market-oriented development road of quality inspection institutions with Chinese characteristics.
