【摘要】：工程建設(shè)地方標(biāo)準(zhǔn)化工作是全國工程建設(shè)標(biāo)準(zhǔn)化工作的重要組成，對于完善標(biāo)準(zhǔn)體系、實(shí)施國家標(biāo)準(zhǔn)和行業(yè)標(biāo)準(zhǔn)，工程建設(shè)地方標(biāo)準(zhǔn)化工作的地位都是不可或缺的。國家一直以來鼓勵(lì)全國各省、自治區(qū)、直轄市結(jié)合各自的特點(diǎn)，在國家相關(guān)標(biāo)準(zhǔn)的基礎(chǔ)上，制定相應(yīng)的地方標(biāo)準(zhǔn)，開展帶有特色的地方標(biāo)準(zhǔn)化工作。 截止2013年12月，山東省已經(jīng)批準(zhǔn)發(fā)布工程建設(shè)標(biāo)準(zhǔn)118項(xiàng)，，涉及房屋建筑、城鄉(xiāng)規(guī)劃、新型城鎮(zhèn)建設(shè)、工業(yè)建設(shè)等各類工程建設(shè)領(lǐng)域，取得了一定的成績，對提高山東省的經(jīng)濟(jì)運(yùn)行質(zhì)量和效益，促進(jìn)經(jīng)濟(jì)持續(xù)健康發(fā)展和社會(huì)和諧穩(wěn)定，推動(dòng)經(jīng)濟(jì)文化強(qiáng)省建設(shè)取得新的進(jìn)展發(fā)揮了積極的作用。但與此同時(shí)，山東省工程建設(shè)標(biāo)準(zhǔn)也一直存在著總體編制水平偏低、標(biāo)準(zhǔn)實(shí)施情況不佳、監(jiān)督檢查力度不夠、經(jīng)費(fèi)不足等一系列問題，制約著山東省標(biāo)準(zhǔn)化的發(fā)展。山東省委第十屆七次會(huì)議公報(bào)中提出“加快實(shí)現(xiàn)由‘山東制造’向‘山東創(chuàng)造’、‘山東設(shè)計(jì)’、‘山東標(biāo)準(zhǔn)’轉(zhuǎn)變”，推動(dòng)“山東工程建設(shè)標(biāo)準(zhǔn)”工作的開展，形成了山東省進(jìn)一步加強(qiáng)工程建設(shè)標(biāo)準(zhǔn)化的意見，對山東省標(biāo)準(zhǔn)化工作提出了新的要。所以,進(jìn)一步加快山東省工程建設(shè)標(biāo)準(zhǔn)化工作的發(fā)展己經(jīng)成為一項(xiàng)十分緊迫的任務(wù)。 本文對比分析了美國、日本、歐盟等國際經(jīng)濟(jì)發(fā)達(dá)國家的標(biāo)準(zhǔn)化情況以及國內(nèi)工程建設(shè)標(biāo)準(zhǔn)化工作和工程建設(shè)地方標(biāo)準(zhǔn)化工作的開展?fàn)顩r,為山東省工程建設(shè)標(biāo)準(zhǔn)化研究提供重要的參考和依據(jù)。 通過對山東省工程建設(shè)地方標(biāo)準(zhǔn)化工作的調(diào)查研究，總結(jié)了山東省工程建設(shè)標(biāo)準(zhǔn)化工作的現(xiàn)狀及成果，歸納分析了山東省工程建設(shè)標(biāo)準(zhǔn)化工作在標(biāo)準(zhǔn)的管理、標(biāo)準(zhǔn)的制定修訂、標(biāo)準(zhǔn)的實(shí)施監(jiān)督檢查等方面所存在的一些問題,結(jié)合目前山東省當(dāng)前的發(fā)展需要，提出了山東省工程建設(shè)標(biāo)準(zhǔn)化工作的發(fā)展措施及筆者的一些建議。
[Abstract]:The work of local standardization in engineering construction is an important component of national standardization of engineering construction, which is indispensable for perfecting the standard system, implementing national standards and industry standards, and the status of local standardization in engineering construction. The state has been encouraging all provinces, autonomous regions and municipalities to work out corresponding local standards on the basis of the relevant national standards and to carry out the work of local standardization with their own characteristics. As of December 2013, Shandong Province has approved the issuance of 118 project construction standards, involving housing construction, urban and rural planning, new urban construction, industrial construction and other fields of engineering construction, and has made certain achievements. It has played a positive role in improving the quality and benefit of economic operation in Shandong Province, promoting the sustained and healthy development of economy and social harmony and stability, and promoting the new progress in the construction of a strong province with strong economy and culture. However, at the same time, there are a series of problems in Shandong engineering construction standards, such as low overall level of establishment, poor implementation of standards, insufficient supervision and inspection, insufficient funds, etc., which restrict the development of standardization in Shandong Province. In the communiqu 茅 of the Seventh meeting of the 10th session of the Shandong Provincial Party Committee, it was proposed that "accelerate the transformation from 'made in Shandong' to 'Shandong's design standard'" and promote the work of 'Shandong engineering construction standard'. The opinions of further strengthening the standardization of engineering construction in Shandong Province have been formed, and new demands for standardization work in Shandong Province have been put forward. Therefore, it has become a very urgent task to speed up the standardization of engineering construction in Shandong Province. This paper compares and analyzes the standardization situation of the international economic developed countries such as the United States, Japan and the European Union, as well as the development of the domestic construction standardization work and the engineering construction local standardization work. It provides an important reference and basis for the standardization research of engineering construction in Shandong Province. Based on the investigation and research on the local standardization of engineering construction in Shandong Province, this paper summarizes the present situation and achievements of the standardization work of engineering construction in Shandong Province, and summarizes and analyzes the management and revision of the standards in the standardization work of engineering construction in Shandong Province. According to the current development needs of Shandong Province, this paper puts forward the development measures of the standardization of engineering construction in Shandong Province and some suggestions of the author.
