【摘要】：城市基礎(chǔ)設(shè)施和公共服務(wù)的質(zhì)量對于地方經(jīng)濟發(fā)展至關(guān)重要。公私合作模式被廣泛認為是能夠解決城市基礎(chǔ)建設(shè)資金短缺、管理效率低下的有效措施。論文運用1992—2008年中國地級市基礎(chǔ)設(shè)施項目數(shù)據(jù)對公私合作政策在中國城市間的擴散機制進行了探討。研究對比了內(nèi)生因素模型、制度因素模型和競爭模型對地方政府采取公私合作模式幾率的影響;同時還進一步討論了不同因素的作用效果在不同擴散階段的相對作用,以及政府間財政關(guān)系和政治聯(lián)系對不同模型效果的調(diào)節(jié)作用。論文的結(jié)論對深入理解中國情境下政策擴散的獨特機制有一定的貢獻。
[Abstract]:The quality of urban infrastructure and public services is crucial to local economic development. Public-private cooperation is widely regarded as an effective measure to solve the shortage of capital and inefficient management of urban infrastructure. Based on the data of infrastructure projects in prefecture-level cities from 1992 to 2008, this paper discusses the diffusion mechanism of public-private partnership in China. The effects of endogenous factor model, institutional factor model and competition model on the probability of local government adopting public-private cooperation model are compared. At the same time, the relative effects of different factors in different diffusion stages are also discussed. And the effect of government financial relationship and political connection on the effects of different models. The conclusion of this paper contributes to a deeper understanding of the unique mechanism of policy diffusion in China.
