【摘要】：近些年來,我們的國民經(jīng)濟、社會環(huán)境發(fā)展迅速,公共基礎設施或公共服務項目建設在推進一個地區(qū)發(fā)展方面發(fā)揮的作用非常巨大。公私合營(PPP)融資模式在公共基礎設施領域引入社會私營資本,解決地方乃至國家在財政投資中的缺口上扮演著重要的角色,并已逐步在我國的公共基礎設施和公共服務項目建設領域得到廣泛的發(fā)展應用。在公共基礎設施建設項目的初期,對項目運作過程中可能存在的風險因素進行科學識別分析,對其進行全面、合理的評價,進而規(guī)劃出風險應對措施,做好項目前期風險管理策劃,為項目運作過程的順利運行、最終實現(xiàn)項目目標打下堅實基礎。本文在全面風險管理理論的基礎上,通過理論綜述研究與實踐調(diào)研研究,定性分析和定量分析,識別出PPP項目運作過程中的風險因素并建立風險綜合評價模型,以期為PPP項目前期風險管理策劃過程中風險識別與評價提供理論上的參考,使其更加的貼合項目實際,更好的為PPP項目服務。本文首先在對PPP模式發(fā)展實踐進行梳理總結及相關理論文獻綜述的基礎上提出本文研究的PPP項目風險評價問題。然后深刻剖析了公共基礎設施項目的特點、PPP模式的本質(zhì),在此基礎上分析了PPP模式應用于公共基礎設施項目上的優(yōu)勢。然后在全面風險管理理論的指導下,界定了PPP項目風險定義,進而通過理論與實踐調(diào)研的綜合方法識別出對我國公共基礎設施項目順利運作有重要影響的風險因素清單。然后在系統(tǒng)分析各種風險評價方法的基礎上,根據(jù)PPP項目風險評價原則,確定采用層次分析法和灰色系統(tǒng)評價法對PPP模式下公共基礎設施項目風險進行評價,構建了PPP項目風險評價模型。最后本文通過實踐案例,對本文所建立的模型進行了實證分析,得到了項目風險因素的重要度排序,以及項目綜合風險等級,從而為PPP項目決策及風險管理策劃提供參考。
[Abstract]:In recent years, our national economy and social environment have developed rapidly. The construction of public infrastructure or public service projects plays a very important role in promoting the development of a region. Public-private joint venture (PPP) financing model in the field of public infrastructure to introduce social and private capital, local and even the state in the financial investment gap plays an important role. And has gradually been widely used in the field of public infrastructure and public service projects in China. In the initial stage of public infrastructure construction project, the risk factors that may exist in the process of project operation are scientifically identified and analyzed, and the comprehensive and reasonable evaluation is carried out, and then the risk countermeasures are planned. Do a good job of project risk management planning, for the smooth operation of the project process, and ultimately to achieve the project objectives lay a solid foundation. Based on the theory of overall risk management, this paper identifies the risk factors in the process of PPP project operation and establishes a comprehensive risk evaluation model through theoretical review and practical research, qualitative analysis and quantitative analysis. In order to provide a theoretical reference for the risk identification and evaluation in the pre-risk management planning process of PPP project, make it more close to the project reality, better service for PPP project. Firstly, this paper puts forward the PPP project risk evaluation on the basis of combing and summarizing the development practice of PPP model and related theoretical literature. Then it deeply analyzes the characteristics of public infrastructure projects and the essence of PPP model, and then analyzes the advantages of PPP model applied to public infrastructure projects. Then, under the guidance of the comprehensive risk management theory, the PPP project risk definition is defined, and the list of risk factors which have important influence on the smooth operation of public infrastructure projects in China is identified by the comprehensive method of theoretical and practical investigation. Then, on the basis of systematic analysis of various risk assessment methods, according to the principles of PPP project risk evaluation, the AHP and grey system evaluation methods are adopted to evaluate the risk of public infrastructure projects under the PPP model. The risk evaluation model of PPP project is constructed. Finally, through practical cases, this paper makes an empirical analysis of the model established in this paper, and obtains the ranking of the importance of project risk factors, as well as the comprehensive risk level of the project, thus providing a reference for PPP project decision-making and risk management planning.
