【摘要】：社會(huì)經(jīng)濟(jì)文化的不斷進(jìn)步發(fā)展,促進(jìn)了社會(huì)管理模式的變革,改革開(kāi)放30多年來(lái),作為我國(guó)主要市場(chǎng)經(jīng)濟(jì)主體之一的企業(yè)得到了長(zhǎng)足發(fā)展,在社會(huì)主義市場(chǎng)經(jīng)濟(jì)中占了舉足輕重的地位。探索如何有效監(jiān)管企業(yè)的方法,一直是眾多學(xué)者的重點(diǎn)研究領(lǐng)域,而隨著電子信息技術(shù)的不斷完善,在西方國(guó)家已被運(yùn)用近百年的社會(huì)信用監(jiān)管體系模式進(jìn)入視野,各行政管理部門(mén)也開(kāi)展了一系列實(shí)踐。 本文從信用及信用監(jiān)管的相關(guān)概念和理論出發(fā),分信用、企業(yè)信用體系、工商信用監(jiān)管等不同角度,研究了國(guó)內(nèi)外的研究現(xiàn)狀及信用監(jiān)管體系的相關(guān)理論、基本模式及操作方法,并結(jié)合工商行政管理的職能定位及基本情況,分析在企業(yè)信用監(jiān)管體系建設(shè)中工商行政管理部門(mén)能發(fā)揮的作用。在此基礎(chǔ)上,對(duì)浙江工商行政管理部門(mén)當(dāng)前企業(yè)信用監(jiān)管體系建設(shè)的具體實(shí)踐進(jìn)行全方位的研究,重點(diǎn)分析企業(yè)信用信息征集體系、信用評(píng)價(jià)體系及用信體系三個(gè)子體系的基本運(yùn)營(yíng)機(jī)制,運(yùn)用博弈分析、成本效益分析等方法研究整個(gè)監(jiān)管體系存在的不足和原因,并對(duì)上述分析的問(wèn)題原因,分別從法律法規(guī)建設(shè)、征信評(píng)信用信系統(tǒng)優(yōu)化及干部隊(duì)伍素質(zhì)提升等方面,提出有針對(duì)性的解決思路和辦法。 通過(guò)研究發(fā)現(xiàn),企業(yè)信用監(jiān)管體系是針對(duì)企業(yè)等市場(chǎng)主體管理的一套行之有效的體系,西方發(fā)達(dá)國(guó)家已經(jīng)建立相對(duì)完善的監(jiān)管體系。浙江省的企業(yè)信用監(jiān)管體系主要由工商行政管理部門(mén)牽頭建設(shè),但因缺乏有效的社會(huì)整合,仍舊存在征信體系不全面,數(shù)據(jù)不完整,評(píng)信體系中指標(biāo)體系待整合驗(yàn)證,用信體系中對(duì)守信失信企業(yè)的獎(jiǎng)勵(lì)和懲戒覆蓋面不夠廣等問(wèn)題。要解決上述存在的問(wèn)題不是一朝一夕的,但是也有跡可循,首先要從大的法律框架上下功夫,給予信用監(jiān)管、信用監(jiān)管體系建設(shè)以法律法規(guī)支持。其次針對(duì)現(xiàn)有監(jiān)管體系中存在的問(wèn)題,整合各機(jī)關(guān)部門(mén)及大型互聯(lián)網(wǎng)企業(yè)的力量,擴(kuò)大征信范圍,科學(xué)論證評(píng)價(jià)指標(biāo)體系,并推廣用信體系的適用范圍,切實(shí)做到有獎(jiǎng)有罰且落到實(shí)處。最后要從完善監(jiān)管隊(duì)伍體系的角度,增強(qiáng)人員的責(zé)任心和使命感,不斷開(kāi)展業(yè)務(wù)和理論知識(shí)方面的培訓(xùn),并通過(guò)崗位練兵、輪崗換崗等方式,調(diào)動(dòng)監(jiān)管人員的積極性,強(qiáng)化實(shí)踐能力。
[Abstract]:The continuous development of social economy and culture has promoted the transformation of social management mode. Since the reform and opening up, the enterprises, as one of the main market economy subjects in China, have made great progress in the past 30 years. In the socialist market economy has played a pivotal role. Exploring the method of how to supervise enterprises effectively has been the key research field of many scholars. With the continuous improvement of electronic information technology, the model of social credit supervision system has been used in western countries for nearly a hundred years. Various administrative departments have also carried out a series of practices. Based on the related concepts and theories of credit and credit supervision, this paper studies the current situation of domestic and foreign research and the relevant theories of credit supervision system from different angles such as credit, enterprise credit system, business credit supervision, etc. The basic mode and operation method, combined with the function orientation and basic situation of industrial and commercial administration, this paper analyzes the role that the administrative department of industry and commerce can play in the construction of enterprise credit supervision system. On this basis, this paper makes a comprehensive study on the concrete practice of the construction of the current enterprise credit supervision system in Zhejiang Industry and Commerce Administration, and focuses on the analysis of the enterprise credit information collection system. The basic operation mechanism of the credit evaluation system and the three sub-systems of the credit evaluation system and the credit system are studied by the methods of game analysis, cost-benefit analysis and so on, and the reasons for the problems in the above analysis are analyzed. From the aspects of the construction of laws and regulations, the optimization of credit rating credit system and the improvement of the quality of cadres, this paper puts forward some solutions. Through the research, it is found that the enterprise credit supervision system is an effective system for the management of enterprises and other market subjects, and the western developed countries have established a relatively perfect regulatory system. The enterprise credit supervision system in Zhejiang Province is mainly built by the administrative department of industry and commerce. However, due to the lack of effective social integration, there still exists incomplete credit information system and incomplete data, and the index system in the credit evaluation system needs to be integrated and verified. In the credit system, the reward and punishment coverage of the trustworthy enterprises is not wide enough. In order to solve the above problems, it is not overnight, but there are also signs to follow, first of all, from the large legal framework, to give credit supervision, credit supervision system construction with laws and regulations to support. Secondly, aiming at the problems existing in the existing regulatory system, integrating the strength of various departments and large Internet enterprises, expanding the scope of credit information, scientifically demonstrating and evaluating the index system, and popularizing the scope of application of the credit system, Be sure to reward and punish and put it into practice. Finally, from the point of view of perfecting the supervisory team system, we should enhance the personnel's sense of responsibility and mission, continue to carry out training in business and theoretical knowledge, and mobilize the enthusiasm of the supervisors by means of post training and job turnover. Strengthen the practical ability.
