【摘要】：加快食品藥品監(jiān)督管理系統(tǒng)信息化建設(shè)，是落實科學(xué)發(fā)展觀，構(gòu)建和諧社會，推動食品藥品監(jiān)督事業(yè)健康、協(xié)調(diào)發(fā)展的重要手段之一，一方面，有利于加快政府職能轉(zhuǎn)變，規(guī)范政府行為，降低行政成本，提高行政效率；另一方面，有利于增強政務(wù)協(xié)同和公共服務(wù)能力。省級食品藥品檢驗機構(gòu)作為食品藥品安全監(jiān)管的重要技術(shù)支撐實驗室，信息化建設(shè)是使食品藥品檢驗系統(tǒng)效率、效果最大化的一種載體。信息化的建設(shè)的好壞，必將對全省食品藥品監(jiān)督系統(tǒng)保障人民群眾飲食用藥安全、促進(jìn)本省醫(yī)藥經(jīng)濟健康發(fā)展方面產(chǎn)生直接影響。根據(jù)本次機構(gòu)改革方案，食品監(jiān)管職責(zé)很大一部分歸食品藥品監(jiān)管部門管理，這樣，無形中會給檢驗機構(gòu)增加了更大壓力，給檢驗工作提出了更高要求。但是省級食品藥品檢驗機構(gòu)信息化建設(shè)水平參差不齊，國家沒有統(tǒng)計規(guī)劃和統(tǒng)一建設(shè)，沒有統(tǒng)一成功模式，而是各自為政，都在進(jìn)行探索性的建設(shè)，難免在建設(shè)過程中遇到各式各樣的問題。 對22家省級食品藥品檢驗機構(gòu)信息化建設(shè)現(xiàn)狀調(diào)查研究和統(tǒng)計分析，發(fā)現(xiàn)存在信息化建設(shè)中存在信息化標(biāo)準(zhǔn)體系不健全，，基礎(chǔ)設(shè)施不完備，業(yè)務(wù)應(yīng)用系統(tǒng)管理水平不高，信息安全有待提高等技術(shù)問題和對信息化建設(shè)工作重視度不夠，經(jīng)費和人才投入不足，電子政務(wù)公開水平不高，資源共享和決策分析需進(jìn)一步探索實施等管理問題。依據(jù)電子政務(wù)理論，通過從技術(shù)層面提出完善信息化建設(shè)標(biāo)準(zhǔn)規(guī)范，升級改造基礎(chǔ)設(shè)施，普及推廣統(tǒng)一應(yīng)用系統(tǒng)，建設(shè)安全體系等內(nèi)容和從管理層面提出深入貫徹信息化正確理念，抓住機遇，爭取政策與資金，加強組織建設(shè)和人才培養(yǎng)，借鑒先進(jìn)經(jīng)驗等措施來指導(dǎo)省級食品藥品檢驗機構(gòu)信息化建設(shè)，從而達(dá)到對食品藥品監(jiān)管職能轉(zhuǎn)變，增強食品藥品監(jiān)管公共服務(wù)能力，提高食品藥品監(jiān)管服務(wù)質(zhì)量和水平，保障人民群眾飲食用藥安全、促進(jìn)本省醫(yī)藥經(jīng)濟健康發(fā)展的目的。
[Abstract]:Speeding up the information construction of food and drug supervision and management system is one of the important means to implement the scientific concept of development, to build a harmonious society, to promote the healthy and coordinated development of food and drug supervision, on the one hand, to speed up the transformation of government functions. Standardizing government behavior, reducing administrative cost and improving administrative efficiency; on the other hand, it is helpful to strengthen the coordination of government affairs and the ability of public service. As an important technical support laboratory for food and drug safety supervision, provincial food and drug inspection organization is a carrier to maximize the efficiency and effect of food and drug inspection system. The construction of informationization will have a direct impact on the food and drug supervision system of the province to ensure the safety of the people's food and drug use and to promote the healthy development of the province's medicine economy. According to the institutional reform plan, a large part of the responsibility for food and drug supervision is under the supervision of the food and drug regulatory authorities, which will in effect increase the pressure on the inspection agencies and put forward higher requirements for the inspection work. However, the level of informatization construction of food and drug inspection institutions at the provincial level is uneven. The state does not have statistical planning and unified construction, nor does it have a unified successful model. Instead, it is doing its own work and is carrying out exploratory construction. Inevitably in the process of construction encountered a variety of problems. Through the investigation and statistical analysis of the information construction in 22 provincial food and drug inspection institutions, it is found that the informatization standard system is not perfect, the infrastructure is not complete, and the management level of the business application system is not high. Such technical problems as information security need to be improved, insufficient attention is paid to the construction of information, insufficient investment of funds and talents, low level of openness of electronic government affairs, resource sharing and decision analysis need to be further explored and implemented. According to the theory of E-government, through the technical level to improve the standard and standard of informatization construction, upgrade and transform the infrastructure, popularize and popularize the unified application system, To build a safety system and put forward from the management level to carry out the correct concept of informatization, seize the opportunity, strive for policies and funds, and strengthen the organizational construction and personnel training, Drawing on advanced experience and other measures to guide the informatization construction of provincial food and drug inspection institutions, so as to change the function of food and drug supervision, strengthen the public service capacity of food and drug supervision, and improve the quality and level of food and drug supervision and service. To ensure the safety of the people's diet and drug use, and to promote the healthy development of the province's medicine economy.
