【摘要】：住房保障制度最早發(fā)端于西方國家,自20世紀(jì)初,在工業(yè)化帶動(dòng)城市化不斷發(fā)展的過程中,西方發(fā)達(dá)國家逐步放棄了住房完全市場化的制度,財(cái)政、稅收、土地、金融和影響房地產(chǎn)市場的其他公共政策調(diào)控被普遍運(yùn)用于以公共住房為主體的住房保障體系。借鑒西方國家經(jīng)驗(yàn),我國政府在推行住房制度改革,尋求解決城市中低收入家庭住房困難問題的途徑時(shí),也逐步建立了保障性住房制度,主要包括住房公積金、經(jīng)濟(jì)適用住房、廉租住房、公共租賃住房等。其中,公共租賃住房以其適用范圍廣、發(fā)展?jié)摿Υ蟮膬?yōu)勢(shì)引起越來越多的關(guān)注。但我國的公共租賃住房制度建設(shè)才剛剛起步,其實(shí)施結(jié)果與預(yù)期目標(biāo)之間仍然存在較大差距。在本文中,作者從政府和住房市場之間的關(guān)系著手,通過對(duì)國內(nèi)公共租賃住房相關(guān)財(cái)稅政策現(xiàn)狀的分析,發(fā)現(xiàn)問題,并從國外成熟的公共住房的經(jīng)驗(yàn)和實(shí)踐中學(xué)習(xí),為我國的公共租賃住房發(fā)展帶來啟示。在此基礎(chǔ)上,本文還結(jié)合了我國的實(shí)際國情提出進(jìn)一步完善我國公共租賃住房財(cái)稅扶持若干政策建議,保障城市中低收入人群居住,促進(jìn)社會(huì)和諧發(fā)展。
[Abstract]:The housing security system originated in the western countries. Since the beginning of the 20th century, in the process of industrialization driving the continuous development of urbanization, the western developed countries have gradually abandoned the completely market-oriented housing system, finance, taxation, land, Finance and other public policies affecting the real estate market are widely used in the housing security system with public housing as the main body. Drawing lessons from the experience of western countries, our government has gradually established a affordable housing system, mainly including housing provident fund and affordable housing, while carrying out housing system reform and seeking ways to solve the housing difficulties of urban low- and middle-income families. Low-rent housing, public rental housing, etc Among them, public rental housing has attracted more and more attention because of its wide scope of application and great development potential. However, the construction of public rental housing system in China has just started, and there is still a big gap between the implementation result and the expected goal. In this paper, the author starts from the relationship between the government and the housing market, through the analysis of the current situation of the domestic public rental housing related finance and taxation policy, finds out the problems, and learns from the experience and practice of foreign mature public housing. It will bring enlightenment to the development of public rental housing in our country. On the basis of this, this paper also puts forward some policy suggestions on how to further improve the financial and tax support for public rental housing in our country, in order to ensure the housing of low and middle income groups in cities and promote the harmonious development of society.
