【摘要】：十二屆全國(guó)人大二次會(huì)議開(kāi)幕時(shí)李克強(qiáng)總理明確指出，要推進(jìn)以人為核心的新型城鎮(zhèn)化；城鎮(zhèn)化是現(xiàn)代化的必由之路，是破除城鄉(xiāng)二元結(jié)構(gòu)的重要依托。要健全城鄉(xiāng)發(fā)展一體化體制機(jī)制，堅(jiān)持走以人為本、四化同步、優(yōu)化布局、生態(tài)文明、傳承文化的新型城鎮(zhèn)化道路，遵循發(fā)展規(guī)律，積極穩(wěn)妥推進(jìn)，著力提升質(zhì)量。眾所周知，中國(guó)在世界上是人口眾多的國(guó)家，以占全世界比例不到10%的耕地，，養(yǎng)活著全世界22%以上的人口，這將是困擾我們的最大難題。國(guó)內(nèi)外城鎮(zhèn)化過(guò)程的經(jīng)驗(yàn)教訓(xùn)告訴我們，發(fā)展城鎮(zhèn)化和土地關(guān)系之間存在著極為密切的因果關(guān)系，那么如何管理好土地和合理利用土地將是影響城鎮(zhèn)化進(jìn)程的重要因素。因此，研究城鎮(zhèn)化進(jìn)程中的土地利用和管理問(wèn)題及對(duì)策以及創(chuàng)新土地管理程序，全面進(jìn)城鎮(zhèn)化建設(shè)就具有其十分重要的意義。 本文以山東省日照市為例，依據(jù)可持續(xù)發(fā)展、城鎮(zhèn)化、區(qū)位論、系統(tǒng)論和城鄉(xiāng)統(tǒng)籌等理論，運(yùn)用定量研究和定性研究、文獻(xiàn)研究、系統(tǒng)分析和空間分析等方法，對(duì)日照市城鎮(zhèn)化進(jìn)程中耕地保護(hù)的壓力和耕地利用程度以及對(duì)日照市耕地增加的可能性和耕地保護(hù)政策落實(shí)情況進(jìn)行了詳細(xì)分析，并有針對(duì)性地提出耕地保護(hù)的措施和促進(jìn)日照市未來(lái)城鎮(zhèn)化健康發(fā)展和實(shí)現(xiàn)耕地保護(hù)提供有利參考。
[Abstract]:At the opening of the second session of the Twelfth National people's Congress, Prime Minister Li Keqiang clearly pointed out that urbanization is the only way to modernization and an important support to break the dual structure of urban and rural areas. It is necessary to perfect the system and mechanism of integration of urban and rural development, adhere to the new urbanization road of people-oriented, synchronizing the four modernizations, optimize the layout, ecological civilization and inherit culture, follow the law of development, actively and steadily advance, and strive to improve the quality. As we all know, China is a populous country in the world, with less than 10% of the world's arable land, feeding more than 22% of the world's population, this will be our biggest problem. The experience and lessons of urbanization at home and abroad tell us that there is a close causality between the development of urbanization and the relationship between land, so how to manage land well and use land rationally will be an important factor affecting the process of urbanization. Therefore, it is of great significance to study the problems and countermeasures of land use and management in the process of urbanization, and to innovate the land management procedures, and to advance the construction of urbanization in an all-round way. Taking Rizhao City of Shandong Province as an example, based on the theories of sustainable development, urbanization, location theory, system theory and urban and rural planning, this paper applies the methods of quantitative and qualitative research, literature research, system analysis and spatial analysis. The pressure of cultivated land protection and the degree of cultivated land utilization in the process of urbanization in Rizhao City are analyzed in detail, as well as the possibility of increasing cultivated land and the implementation of cultivated land protection policy in Rizhao City. The measures to protect cultivated land and to promote the healthy development of urbanization and the realization of cultivated land protection in Rizhao City are put forward.
