【摘要】：近年來，國家對基礎設施特別是水利方面的投入逐年加大。水利已逐步上升到資源水利、環(huán)境水利、民生水利的新高度。隨著三峽工程、南水北調等一大批準國家重點工程的建成并逐步投入使用，水利工程更上升到涉及國家安全的戰(zhàn)略地位。 “十二·五”期間，江蘇水利每年的投入都在200億以上，且每年投資增長都超過10%，這些投入主要用于國家和省級重點水利工程和農田水利工程建設，，招標投標過程是否規(guī)范關系到這些工程能否順利實施。 本文通過項目風險管理理論，對江蘇水利招標人、招投標過程、投標人在工程招標采購環(huán)節(jié)的風險因素逐一分析。闡述了江蘇水利工程招標采購現(xiàn)狀及存在問題，結合省屬重點工程的招標案例分析江蘇水利招標采購過程需防范的風險及應對措施。 本文的研究可以為江蘇水利行業(yè)的政府決策部門、項目法人、招標代理機構、投標人規(guī)范招標投標行為，防范招標采購風險提供參考。
[Abstract]:In recent years, the state's investment in infrastructure, especially water conservancy, has increased year by year. Water conservancy has gradually risen to a new height of resources water conservancy, environmental water conservancy and people's livelihood water conservancy. With the completion of the three Gorges Project, the South-to-North Water transfer and other major national key projects approved and gradually put into use, the water conservancy project has risen to a strategic position involving national security. During the 12th Five-Year Plan period, Jiangsu's water conservancy investment exceeded 20 billion every year, and the annual investment increased by more than 10 percent. These investments were mainly used for the construction of key water conservancy projects and irrigation and water conservancy projects at the national and provincial levels. Whether the bidding process is standardized or not is related to the smooth implementation of these projects. Based on the theory of project risk management, this paper analyzes the risk factors of the tenderer, the bidding process and the bidder in the project bidding and purchasing link of Jiangsu water conservancy project one by one. This paper expounds the present situation and existing problems of bidding procurement for water conservancy projects in Jiangsu Province, and analyzes the risks and countermeasures in the procurement process of water conservancy projects in Jiangsu Province in combination with the bidding cases of key projects under provincial control. The research in this paper can be used as a reference for the government decision-making departments, project legal persons, bidding agencies and bidders in Jiangsu water conservancy industry to standardize bidding and bid behavior, and to guard against the risk of bidding and purchasing.
