Partnering模式在我國(guó)建設(shè)工程項(xiàng)目管理中的應(yīng)用研究

【摘要】:我國(guó)的建筑市場(chǎng)目前仍處于市場(chǎng)經(jīng)濟(jì)的初級(jí)階段,我們應(yīng)當(dāng)學(xué)習(xí)西方先進(jìn)的工程管理模式,并結(jié)合我國(guó)具體情況,通過(guò)對(duì)其改進(jìn)為我所用。Partnering模式是美國(guó)率先提出并成功應(yīng)用的新型項(xiàng)目管理模式,其基本理念是只有各方積極地合作和協(xié)調(diào)才能創(chuàng)造出更多的價(jià)值,避免成本的浪費(fèi),發(fā)揮資源效率,提高項(xiàng)目的綜合效益。與傳統(tǒng)工程項(xiàng)目管理模式相比,Partnering模式能明顯改善雙方關(guān)系,由原來(lái)的利益對(duì)抗轉(zhuǎn)變?yōu)楹献鞴糙A,不僅增加項(xiàng)目的整體效益,而且提高各參建方的滿意度,給彼此都帶來(lái)了巨大的收益。 我國(guó)還罕有使用Partnering模式的項(xiàng)目管理,本文圍繞如何將Partnering模式應(yīng)用于我國(guó)的工程項(xiàng)目管理中展開(kāi)了討論,希望通過(guò)對(duì)已有的理論和實(shí)踐的研究,將Partnering進(jìn)行改進(jìn)、吸收、并進(jìn)行再創(chuàng)新的有益嘗試。Partnering模式能夠得以發(fā)展的一個(gè)重要原因是有其一定的理論基礎(chǔ),基于此基礎(chǔ)上才能在實(shí)踐中發(fā)揮的更好;在對(duì)文獻(xiàn)的研究中發(fā)現(xiàn),以往的文獻(xiàn)集中于對(duì)Partnering模式的理論、實(shí)踐應(yīng)用、成功因素、伙伴選擇、績(jī)效評(píng)價(jià)等方面的研究,其中還存在一些不足之處,比如指標(biāo)的選取、同我國(guó)國(guó)情結(jié)合的實(shí)踐應(yīng)用等;本文通過(guò)已有文獻(xiàn)的研究,總結(jié)概述了Partnering模式的概念、組織特征、分類,界定了本文所要研究的范圍,并將Partnering模式與傳統(tǒng)項(xiàng)目管理模式進(jìn)行比較,總結(jié)了異同及其優(yōu)勢(shì),說(shuō)明了采用Partnering模式的重要性和迫切性;通過(guò)梳理文獻(xiàn)并結(jié)合我國(guó)實(shí)際情況提出了Partnering模式的組織結(jié)構(gòu)和實(shí)施流程的四個(gè)階段,同時(shí)提煉了Partnering模式的核心機(jī)制,從實(shí)施流程考慮了應(yīng)用Partnering模式的關(guān)鍵問(wèn)題:共同目標(biāo)的確定、伙伴的選擇、實(shí)施效果的評(píng)價(jià);針對(duì)實(shí)施流程中的關(guān)鍵問(wèn)題,本文在前人研究的基礎(chǔ)上提出了伙伴選擇要考慮的因素,并建立了評(píng)價(jià)指標(biāo),利用Vague-Topsis方法對(duì)其進(jìn)行求解,通過(guò)案例研究證明了模型的可行性;Partnering模式的實(shí)施效果直接關(guān)系到業(yè)主對(duì)各方的工作的評(píng)價(jià)并影響利益分配,因此本文建立了實(shí)施效果評(píng)價(jià)指標(biāo)體系,通過(guò)可拓物元模型解決了指標(biāo)的不相容性問(wèn)題,并利用上海浦東機(jī)場(chǎng)的建設(shè)案例驗(yàn)證了方法的科學(xué)性;針對(duì)我國(guó)目前的建筑市場(chǎng)特點(diǎn),提出了要引入Partnering模式所面臨的障礙以及必須要具備的前提條件,以點(diǎn)帶面的將Partnering模式逐步引入到我國(guó)的工程項(xiàng)目管理中。
[Abstract]:The construction market of our country is still in the primary stage of market economy at present. We should study the advanced engineering management model in the west and combine with the concrete situation of our country. By improving it, the partnering model is a new type of project management model first put forward and successfully applied by the United States. The basic idea is that only through active cooperation and coordination among all parties can we create more value and avoid the waste of cost. Give full play to the efficiency of resources and improve the comprehensive benefit of the project. Compared with the traditional project management mode, partnering mode can obviously improve the relationship between the two sides and change from the original benefit confrontation to the win-win cooperation, which not only increases the overall benefit of the project, but also improves the satisfaction of the participants. It brought huge benefits to each other. It is rare to use Partnering mode in project management in our country. This paper discusses how to apply Partnering mode to engineering project management in our country, hoping to improve and absorb Partnering through the research of existing theory and practice. One of the important reasons why the partnering model can be developed is that it has a certain theoretical basis, based on which it can play a better role in practice. The previous literature focuses on the theory, practical application, success factors, partner selection, performance evaluation and other aspects of the Partnering model, and there are still some shortcomings, such as the selection of indicators, the practical application combined with the situation of our country, etc. This paper summarizes the concept, organizational characteristics, classification of Partnering model, defines the scope of this study, compares Partnering model with traditional project management mode, summarizes the similarities and differences and its advantages. This paper explains the importance and urgency of adopting Partnering mode, puts forward the four stages of organization structure and implementation process of Partnering mode, and refines the core mechanism of Partnering model by combing the literature and combining with the actual situation in our country. The key issues of applying the Partnering model are considered from the implementation process: the determination of common objectives, the selection of partners, the evaluation of implementation effectiveness, and the key issues in the implementation process. On the basis of previous studies, this paper puts forward the factors to be considered in the selection of partners, and establishes an evaluation index, which is solved by using Vague-Topsis method. The feasibility of the model is proved by case study. The effect of partnering mode is directly related to the owner's evaluation of each party's work and the distribution of benefits. Therefore, this paper establishes the implementation effect evaluation index system. The incompatibility of indexes is solved by extension matter-element model, and the scientific nature of the method is verified by the case of Shanghai Pudong Airport. This paper puts forward the obstacles to the introduction of Partnering model and the necessary preconditions to introduce the Partnering model step by step into the engineering project management of our country.
