【摘要】：隨著經(jīng)濟與社會的迅猛發(fā)展,世界上已有超過一半的人口居住在城市,人類社會的發(fā)展已進入“城市世紀(jì)”。然而,城市繁榮的背后隱藏著一系列日益惡化的城市問題：如氣候變化、環(huán)境污染、生態(tài)破壞、資源短缺、交通擁堵等。因此,尋求一種綠色可持續(xù)的城市發(fā)展道路已成為國際社會的共識。2012年,我國城市化率首次突破50%,意味著我國正處于城市化發(fā)展的關(guān)鍵階段,不僅要促進城市經(jīng)濟持續(xù)發(fā)展,更要保證城市經(jīng)濟、社會、環(huán)境之間的和諧共進。十八大進一步提出了要以綠色發(fā)展構(gòu)建美麗中國的發(fā)展理念。因此,綠色城市是當(dāng)前我國城市發(fā)展的必然選擇。福建省地處我國東南沿海,森林資源豐富,生態(tài)優(yōu)勢明顯,再加上近年來快速發(fā)展的經(jīng)濟社會形勢以及國家加快海西發(fā)展的政策優(yōu)勢,這些因素都為福建省綠色城市的發(fā)展提供了重大機遇。與此同時,福建省又面臨著區(qū)域污染相對嚴(yán)重、產(chǎn)業(yè)結(jié)構(gòu)不盡合理、資源供需矛盾突出、綠色基礎(chǔ)設(shè)施發(fā)展滯后等綠色城市發(fā)展的嚴(yán)峻挑戰(zhàn)。因此,探析福建省綠色城市發(fā)展現(xiàn)狀及存在問題,并提出針對性的對策建議,對于福建省把握綠色發(fā)展機遇,推動城市綠色轉(zhuǎn)型,最終實現(xiàn)跨越發(fā)展具有重大的現(xiàn)實意義。本文共有五個部分。首先,在總結(jié)和評述國內(nèi)外相關(guān)研究的基礎(chǔ)上,針對福建省綠色城市發(fā)展實際,提出本文的研究思路與創(chuàng)新之處。然后,依據(jù)綠色城市的發(fā)展特點與趨勢,重點探析綠色城市"EDRSA"復(fù)合系統(tǒng)的形成演化過程、運行機制以及區(qū)域拓展延伸機理,層層遞進地對綠色城市發(fā)展的理論進行深入研究。其次,在實證研究部分,從綠色環(huán)境、綠色發(fā)展、綠色資源、綠色社會、綠色管理等五個方面構(gòu)建綠色城市發(fā)展的綜合評價指標(biāo)體系,運用基于熵值法改進的灰局勢決策綜合評價模型,對福建省綠色城市發(fā)展的情況進行分系統(tǒng)評價和綜合系統(tǒng)評價,深入、細(xì)致地了解制約福建省綠色城市發(fā)展的重要因素。再次,結(jié)合福建省綠色城市發(fā)展的現(xiàn)實背景,細(xì)分閩東南、閩西北和福建全省三個維度,提出相應(yīng)的綠色城市發(fā)展模式和發(fā)展路徑。最后,在福建省綠色城市發(fā)展的理論研究與綜合評價結(jié)果的基礎(chǔ)上,提出對福建省綠色城市發(fā)展的對策建議。
[Abstract]:With the rapid development of economy and society, more than half of the world's population lives in cities, and the development of human society has entered the "urban century". However, behind the urban prosperity lies a series of worsening urban problems, such as climate change, environmental pollution, ecological destruction, resource shortage, traffic congestion and so on. Therefore, it has become the consensus of the international community to seek a green and sustainable way of urban development. In 2012, the urbanization rate of our country broke through 50% for the first time, which means that our country is in the key stage of urbanization development, not only to promote the sustainable development of urban economy, but also to promote the sustainable development of urban economy. More to ensure the urban economy, society, the environment between the harmony of progress. The 18th National Congress further put forward the idea of building a beautiful China with green development. Therefore, the green city is the inevitable choice of the current urban development in China. Fujian Province is located on the southeast coast of China, with abundant forest resources and obvious ecological advantages. In addition, the rapid development of economic and social situation in recent years and the policy advantages of the state in speeding up the development of Hercynian. All these factors provide a great opportunity for the development of green city in Fujian Province. At the same time, Fujian Province is confronted with serious regional pollution, unreasonable industrial structure, prominent contradiction between supply and demand of resources, and lagged development of green infrastructure. Therefore, it is of great practical significance for Fujian Province to grasp the opportunity of green development, promote the urban green transformation and finally realize the leapfrogging development by analyzing the present situation and existing problems of green city development in Fujian Province. There are five parts in this paper. First of all, on the basis of summarizing and commenting on the related researches at home and abroad, this paper puts forward the ideas and innovations of this paper in view of the development of green cities in Fujian Province. Then, according to the development characteristics and trends of green city, the paper focuses on the formation and evolution process, operation mechanism and regional extension mechanism of "EDRSA" compound system of green city, and makes a deep research on the theory of green city development step by step. Secondly, in the empirical research part, from the green environment, the green development, the green resources, the green society, the green management and so on five aspects constructs the green city development comprehensive appraisal index system. Based on the comprehensive evaluation model of grey situation decision based on entropy method, the paper evaluates the development of green city in Fujian Province by sub-system evaluation and comprehensive system evaluation, and deeply and meticulously understand the important factors that restrict the development of green city in Fujian Province. Thirdly, combining with the realistic background of the green city development in Fujian Province, the paper subdivides the three dimensions of southeast Fujian, northwest Fujian and Fujian province, and puts forward the corresponding green city development model and development path. Finally, based on the theoretical research and comprehensive evaluation of the development of green cities in Fujian Province, the countermeasures and suggestions for the development of green cities in Fujian Province are put forward.
