我國公租房發(fā)展的產(chǎn)業(yè)支持政策研究

【摘要】:自住房制度改革以來,我國逐步建立了商品房和保障性住房的“雙軌制”住房供給模式。但是,長久以來,相較于商品房市場的蓬勃發(fā)展,保障性住房供給卻稍顯遲緩。近幾年隨著我國經(jīng)濟的高速發(fā)展,住房過度商品化的弊端也逐漸暴露出來,表現(xiàn)為全國多地房價高企,價格漲幅遠超居民可支配收入的增幅。由于之前保障性住房體系所包含的廉租房、限價房和經(jīng)濟適用房保障對象覆蓋范圍有限,中低收入階層的住房需求未得到有效滿足,鑒于此,我國提出大力發(fā)展可覆蓋城鎮(zhèn)中等偏下收入群體的公租房。盡管通過加快發(fā)展公租房以實現(xiàn)國人居者有其所的目標(biāo)已是社會共識,但是我國公租房在建設(shè)和運營的過程中卻面臨著包括土地供應(yīng)、資金籌措和后期管理等一系列的難題亟待破解。因此對實現(xiàn)公租房可持續(xù)發(fā)展的綜合、系統(tǒng)的配套支持政策的研究,有著重要的理論和現(xiàn)實意義。本文重點以近年來國家下發(fā)的有關(guān)公租房的文件為脈絡(luò)對我國公租房的發(fā)展歷程進行闡述,指出我國公租房發(fā)展過程中存在的問題,并對我國公租房現(xiàn)行政策進行了概述和評析。在借鑒國內(nèi)外公租房政策經(jīng)驗的基礎(chǔ)上,從產(chǎn)業(yè)支持政策的角度,圍繞土地供應(yīng)政策、財政政策、金融政策、建設(shè)和運營的相關(guān)政策及立法支持五個方面提出推動我國公租房發(fā)展的整體的、系統(tǒng)的扶持政策。
[Abstract]:Since the reform of housing system, China has gradually established the "double track" housing supply mode of commercial housing and supportable housing. However, for a long time, compared with the booming development of the commercial housing market, the supply of affordable housing is slightly slow. With the rapid development of our country's economy in recent years, the malpractice of excessive commercialization of housing has been gradually exposed, which is manifested by the high price of housing in many parts of the country, and the increase of price far exceeds the increase of disposable income of residents. Because of the low rent housing included in the previous affordable housing system and the limited coverage of the limited price housing and comfortable housing guarantee objects, the housing needs of the middle and low income groups have not been effectively met. In view of this, China proposes to vigorously develop public rental housing which can cover the middle and lower income groups in cities and towns. Although it is a social consensus to accelerate the development of public rental housing in order to achieve the goal of home ownership in China, the construction and operation of public rental housing in China is faced with land supply. A series of difficult problems, such as fund raising and late management, need to be solved. Therefore, it is of great theoretical and practical significance to study the comprehensive and systematic supporting policies for the sustainable development of public housing. This paper focuses on the development of public rental housing in China in the context of the documents issued by the state in recent years, and points out the problems existing in the development of public rental housing in China. And the current policy of public rental housing in China is summarized and evaluated. On the basis of drawing lessons from the experience of the public rental housing policy at home and abroad, and from the angle of industrial support policy, the paper focuses on the land supply policy, fiscal policy and financial policy. Five aspects of construction and operation related policies and legislative support are proposed to promote the development of public rental housing in China, the overall, systematic support policy.
