【摘要】：十八大以來，新型城鎮(zhèn)化一直是黨中央工作的重點，2014年3月3日召開的兩會也把新型城鎮(zhèn)化作為重點討論的對象。隨著新型城鎮(zhèn)化建設的推進，為各個行業(yè)創(chuàng)造了新的發(fā)展機遇，擔負服務經(jīng)濟社會重要使命的保險業(yè)也不例外。保險業(yè)作為社會保障體系建設的重要參與者，在城鎮(zhèn)化建設過程具有得天獨厚的優(yōu)勢，可以大有作為。 當前，新型城鎮(zhèn)化建設進入到關鍵時期，新型城鎮(zhèn)化質量的提高既需要保險業(yè)在養(yǎng)老、醫(yī)療和健康等社會保障方面進行支持，又需要保險資金投入到新型城鎮(zhèn)化建設之中。但目前保險業(yè)參與新型城鎮(zhèn)化建設還存在一些問題：一方面，，保險保障體系的不完善制約著新型城鎮(zhèn)化的進程；另一方面，保險資金參與新型城鎮(zhèn)化建設規(guī)劃不完善，收效不明顯。本文從保險業(yè)與新型城鎮(zhèn)化相互關系入手，研究保險業(yè)參與新型城鎮(zhèn)化建設的對策，在對保險業(yè)及新型城鎮(zhèn)化發(fā)展現(xiàn)狀，以及現(xiàn)階段保險業(yè)參與新型城鎮(zhèn)化建設的情況有了初步了解后，首先對30個�。ㄊ校┍ｋU密度、保險深度數(shù)據(jù)與城鎮(zhèn)化率之間的相互關系做定量分析，接著利用286個地市的保險數(shù)據(jù)與城鎮(zhèn)化質量指標對保險與城鎮(zhèn)化之間的關系做回歸分析，得出二者之間具有正相關關系。其次，列舉國內(nèi)關于保險業(yè)參與新型城鎮(zhèn)化建設的典型事例并總結經(jīng)驗，再結合保險業(yè)在參與新型城鎮(zhèn)化建設實際操作中出現(xiàn)的問題，從政府的有力支持、完善社會保障體系和保險資金的合理利用三個方面提出對策建議，以期保險業(yè)能夠合理、高效的服務于新型城鎮(zhèn)化建設，與此同時，新型城鎮(zhèn)化也能為保險業(yè)的發(fā)展提供廣闊的空間和良好的環(huán)境。
[Abstract]:Since the 18 National Congress, new-type urbanization has always been the focus of the work of the CPC Central Committee. The two sessions held in March 3rd 2014 also focused on the discussion of new-type urbanization. With the advancement of the construction of new-type urbanization, The insurance industry is no exception. As an important participant in the construction of social security system, the insurance industry has unique advantages in the process of urbanization construction. Much can be done. At present, the construction of new urbanization has entered a critical period. The improvement of the quality of new urbanization requires the support of the insurance industry in terms of social security, such as old-age care, medical care and health. However, there are still some problems in the insurance industry's participation in the construction of new urbanization: on the one hand, the imperfect insurance security system restricts the process of new-type urbanization; on the other hand, The insurance fund participation in the new urbanization construction planning is not perfect, the result is not obvious. This article starts with the insurance industry and the new urbanization mutual relations, studies the insurance industry to participate in the new urbanization construction countermeasure, After a preliminary understanding of the current situation of the insurance industry and the new urbanization, as well as the current situation of the insurance industry participating in the construction of the new type of urbanization, first of all, the insurance density of 30 provinces (cities). The relationship between insurance depth data and urbanization rate is quantitatively analyzed, and then the relationship between insurance and urbanization is analyzed by using 286 prefectural insurance data and urbanization quality index. It is concluded that there is a positive correlation between the two. Secondly, the typical examples of insurance industry participating in the construction of new urbanization are listed and the experience is summarized, and then the problems of insurance industry in participating in the actual operation of the construction of new urbanization are combined. From the government's strong support, improve the social security system and the rational use of insurance funds, put forward three aspects of countermeasures and suggestions, in order to ensure that the insurance industry can reasonably and efficiently serve the new urbanization construction, at the same time, New urbanization can also provide a broad space and a good environment for the development of the insurance industry.
