政府與市場(chǎng)邊界的現(xiàn)代解析

【摘要】:政府和市場(chǎng)在資源配置中的邊界,始終是經(jīng)濟(jì)學(xué)分析的一個(gè)基本問題。傳統(tǒng)意義上的政府和市場(chǎng)是一種非彼即此的關(guān)系。作為時(shí)代旗幟的古典學(xué)派經(jīng)濟(jì)學(xué)家斯密宏揚(yáng)純市場(chǎng)配置來保持經(jīng)濟(jì)的高效率,抨擊政府對(duì)經(jīng)濟(jì)生活的無端干預(yù)。20世紀(jì)上半葉,無論是資本主義經(jīng)濟(jì)危機(jī)的凱恩斯主義還是社會(huì)主義國家所有制的蘇聯(lián)、中國,都強(qiáng)調(diào)政府作為公共權(quán)力的代表來管理經(jīng)濟(jì)。70年代政府壟斷經(jīng)濟(jì)暴露出了弊端,于是推崇市場(chǎng)自由和削弱政府作用又成了一種新的時(shí)尚?v觀政府和市場(chǎng)關(guān)系的發(fā)展脈絡(luò),因不同國家國情不同,市場(chǎng)發(fā)達(dá)程度不同,,政府和市場(chǎng)的邊界是呈動(dòng)態(tài)變化的,或者是政府和市場(chǎng)輪流被置于經(jīng)濟(jì)的主流地位或者是兩者的“混合”。 本文正是以政府和市場(chǎng)的歷史演變軌跡為出發(fā)點(diǎn),在不完美的市場(chǎng)和不完美的政府之間尋求最佳的組合,從理論上探討政府和市場(chǎng)邊界的合理定位。一方面厘清政府作用和市場(chǎng)作用的范圍,另一方面科學(xué)定位政府干預(yù)的方式和干預(yù)的內(nèi)容,高效有限的政府作用的方向是為市場(chǎng)提供優(yōu)良的環(huán)境和全面的公共服務(wù)。中國的案例是復(fù)雜而且特殊的,在保持政府集中力量的同時(shí)要市場(chǎng)起到基礎(chǔ)性作用。如何在這一基本的“混合”搭配中定位政府和市場(chǎng)的邊界就變成了現(xiàn)代市場(chǎng)經(jīng)濟(jì)的迫切需要。特別是基于中國經(jīng)濟(jì)體制轉(zhuǎn)軌時(shí)期深化改革的大環(huán)境下,十八界三中全會(huì)提出市場(chǎng)在資源配置中起到?jīng)Q定性的作用,本文試圖提出構(gòu)建政府和市場(chǎng)合理邊界的實(shí)現(xiàn)路徑,不僅僅對(duì)完善社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制具有現(xiàn)實(shí)意義,而且為三中全會(huì)提出的全面深化改革提供了理論上的依據(jù)。
[Abstract]:The boundaries between government and markets in resource allocation, It has always been a basic problem in economic analysis. The traditional relationship between government and market is a kind of either or this. Denouncing the government's unwarranted intervention in economic life. In the first half of the 20th century, whether it was the Keynesianism of the capitalist economic crisis or the socialist state ownership of the Soviet Union, China, Both stressed that the government, as the representative of public power, managed the economy. In the 1970s, the monopoly economy of the government exposed its drawbacks, so it became a new fashion to promote market freedom and weaken the role of the government. Throughout the development of the relationship between the government and the market, Because different countries have different national conditions and different degree of market development, the boundary between government and market changes dynamically, or the government and market are placed in the mainstream position of economy or "mixed" in turn. Based on the historical evolution of government and market, this paper seeks the best combination between imperfect market and imperfect government. On the one hand, to clarify the scope of the role of the government and the role of the market, on the other hand, to scientifically define the ways and contents of government intervention. The direction of an efficient and limited government role is to provide an excellent environment and comprehensive public services for the market. The case of China is complex and special. How to position the boundary between government and market in this basic "mixed" collocation has become an urgent need of modern market economy, especially based on China. Under the general environment of deepening reform during the transition period of China's economic system, The third Plenary session of the 18 Central Committee proposed that the market plays a decisive role in the allocation of resources. This paper attempts to put forward a way to realize the rational boundary between the government and the market, which is not only of practical significance to the perfection of the socialist market economy system. And for the third Plenary session of the full-scale reform to provide a theoretical basis.
