【摘要】：目前，中國(guó)已進(jìn)入中等收入國(guó)家行列，但由于中國(guó)幅員遼闊，地區(qū)發(fā)展極不平衡，尤其體現(xiàn)在城鄉(xiāng)差距中，其涉及范圍廣、差距大必將影響中國(guó)的全面協(xié)調(diào)可持續(xù)發(fā)展，城鎮(zhèn)化問題將是今后幾十年中國(guó)最大的發(fā)展?jié)摿ΑＭ七M(jìn)城鎮(zhèn)化進(jìn)程不僅是調(diào)整經(jīng)濟(jì)結(jié)構(gòu)的主要任務(wù)，也是減少城鄉(xiāng)收入差距、促進(jìn)經(jīng)濟(jì)良性和可持續(xù)發(fā)展的重大舉措。在剛剛閉幕的2014年兩會(huì)中國(guó)家提出了新型城鎮(zhèn)化規(guī)劃（2014—2020年），對(duì)城鎮(zhèn)化水平、質(zhì)量、格局、模式和體制做出新的要求，重點(diǎn)提出加快發(fā)展中小城市，并重視東北老工業(yè)基地的振興，國(guó)家出臺(tái)了一系列優(yōu)惠政策使白山市在經(jīng)濟(jì)發(fā)展中面臨著前所未有的發(fā)展機(jī)遇。因此，有必要對(duì)白山市城鎮(zhèn)化水平進(jìn)行有效系統(tǒng)的評(píng)價(jià)分析，以便加快白山市城鎮(zhèn)化發(fā)展進(jìn)程、提高城鎮(zhèn)化質(zhì)量，進(jìn)而促進(jìn)白山地區(qū)經(jīng)濟(jì)的發(fā)展。 本文在論述國(guó)內(nèi)外城鎮(zhèn)化研究的基礎(chǔ)上，簡(jiǎn)要的介紹了城鎮(zhèn)化的基本原理和相關(guān)理論，為白山市城鎮(zhèn)化的發(fā)展奠定了理論基礎(chǔ)；其次對(duì)白山市城鎮(zhèn)化發(fā)展?fàn)顩r進(jìn)行分析，從中發(fā)現(xiàn)優(yōu)越的自然稟賦條件和社會(huì)經(jīng)濟(jì)條件使白山市城鎮(zhèn)化具有不可比擬的優(yōu)勢(shì)，人口城鎮(zhèn)化水平逐年提高，城鎮(zhèn)數(shù)量也逐年增多，但是存在城鎮(zhèn)化進(jìn)程緩慢，質(zhì)量不高的不足。國(guó)家和省級(jí)市級(jí)都制定了促進(jìn)城鎮(zhèn)化發(fā)展的政策，這為白山市城鎮(zhèn)化的發(fā)展提供了有利的政策保障。 本文采用AHP層次分析法，結(jié)合指標(biāo)選取的科學(xué)性和白山市城鎮(zhèn)化的實(shí)際情況，從經(jīng)濟(jì)、人口、社會(huì)、環(huán)境四個(gè)方面選取了17項(xiàng)指標(biāo)，構(gòu)建了城鎮(zhèn)化水平評(píng)價(jià)指標(biāo)體系；并通過對(duì)2010年和2011年全國(guó)和白山市的數(shù)據(jù)進(jìn)行計(jì)算、比較，得出綜合排名和標(biāo)準(zhǔn)層的排名，從綜合排名分析可得，白山市城鎮(zhèn)化水平在經(jīng)濟(jì)和人口方面明顯高于全國(guó)水平，社會(huì)和環(huán)境方面低于國(guó)家水平的一般結(jié)論。在此基礎(chǔ)上，，又從經(jīng)濟(jì)指標(biāo)、人口指標(biāo)、社會(huì)指標(biāo)和環(huán)境指標(biāo)四個(gè)方面逐項(xiàng)細(xì)化分析，發(fā)現(xiàn)白山市經(jīng)濟(jì)發(fā)展速度較快，非農(nóng)人口比重高，人口城鎮(zhèn)化率較高；但第三產(chǎn)業(yè)發(fā)展相對(duì)滯后，這將不利于經(jīng)濟(jì)的發(fā)展和農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移；基礎(chǔ)設(shè)施建設(shè)相對(duì)落后，環(huán)境城鎮(zhèn)化程度低，與優(yōu)越的生態(tài)資源稟賦不相匹配。文章的最后對(duì)國(guó)內(nèi)外典范城市城鎮(zhèn)化發(fā)展的措施和成功經(jīng)驗(yàn)進(jìn)行歸納總結(jié)，并針對(duì)實(shí)證研究中白山市城鎮(zhèn)化存在的問題，在合理規(guī)劃布局、大力發(fā)展第三產(chǎn)業(yè)、重視生態(tài)環(huán)境保護(hù)、完善基礎(chǔ)設(shè)施建設(shè)等方面提出對(duì)策和建議。
[Abstract]:At present, China has entered the ranks of middle-income countries, but because of its vast territory and extremely unbalanced regional development, especially in the urban-rural gap, it involves a wide range, and the large gap will inevitably affect China's overall, coordinated and sustainable development. Urbanization will be China's greatest development potential in the coming decades. Promoting the urbanization process is not only the main task of adjusting the economic structure, but also reducing the income gap between urban and rural areas. Major initiatives to promote sound and sustainable economic development. In the just concluded two sessions on 2014, the countries put forward a new urbanization plan for 2014-2020, which makes new demands on the level, quality, pattern, model and system of urbanization. Focusing on speeding up the development of small and medium-sized cities, and attaching importance to the revitalization of the old industrial base in Northeast China, the state has issued a series of preferential policies to make Baishan City face unprecedented development opportunities in its economic development. It is necessary to evaluate and analyze the urbanization level of Baishan City effectively and systematically in order to speed up the development of urbanization in Baishan City, improve the quality of urbanization and promote the economic development of Baishan area. On the basis of discussing the research of urbanization at home and abroad, this paper briefly introduces the basic principles and related theories of urbanization, which lays a theoretical foundation for the development of urbanization in Baishan City. Secondly, it analyzes the development situation of urbanization in Baishan City. It is found that the superior natural endowment conditions and social and economic conditions make the urbanization of Baishan City have incomparable advantages, the level of population urbanization is increasing year by year, the number of cities and towns is also increasing year by year, but there is a slow process of urbanization. The national and provincial governments have formulated policies to promote the development of urbanization, which provides a favorable policy guarantee for the development of urbanization in Baishan City. In this paper, AHP Analytic hierarchy process (AHP) is used to select 17 indexes from the aspects of economy, population, society and environment, combining with the scientific selection of indicators and the actual situation of urbanization in Baishan City, and the evaluation index system of urbanization level is constructed. By comparing the data of 2010 and 2011 between Baishan city and Baishan city, we get the rank of comprehensive rank and standard layer. From the analysis of comprehensive rank, we can find that the urbanization level of Baishan city is obviously higher than that of the whole country in terms of economy and population. The general conclusion that the social and environmental aspects are lower than the national level. On this basis, from the four aspects of economic indicators, population indicators, social indicators and environmental indicators, it is found that the economic development rate of Baishan City is relatively fast. The proportion of non-agricultural population is high, the rate of population urbanization is high, but the development of tertiary industry is relatively lagging, which will be unfavorable to the development of economy and the transfer of rural surplus labor force, the construction of infrastructure is relatively backward, and the degree of environmental urbanization is low. At the end of the article, the measures and successful experiences of the development of urbanization at home and abroad are summarized, and aiming at the problems existing in the urbanization of Baishan City, the rational layout of the urbanization in Baishan City is put forward. The countermeasures and suggestions are put forward in developing the tertiary industry, paying attention to the protection of ecological environment and improving the construction of infrastructure.
