【摘要】：改革開放30多年來,貴州省經(jīng)濟(jì)取得了驕人的成績,特別是近年貴州省GDP、對外貿(mào)易水平、利用外商直接投資等增速明顯,位居全國前列。貴州省的對外開放主要?dú)v經(jīng)了四個階段：第一階段,從1985年到1991年,貴州省對外開放處于起步階段,對外貿(mào)易和利用外資剛剛起步；第二階段,從1992年到1995年,貴州省對外開放處于大規(guī)模增長階段；第三階段,從1996年到2001年,貴州省對外開放處于調(diào)整階段；第四階段,從2002年到至今,貴州省對外開放處于穩(wěn)步增長階段。目前,貴州省位于西部大開發(fā)重要的省份,在國家政策扶持的主導(dǎo)下,貴州省的改革開放水平不斷提高,對外貿(mào)易的規(guī)模逐漸擴(kuò)大,利用外商直接投資的數(shù)量和質(zhì)量逐步提高。 然而,貴州省地理環(huán)境、歷史環(huán)境和社會環(huán)境綜合因素共同決定了貴州省經(jīng)濟(jì)水平相對全國處于較低水平。雖然近年來,貴州省經(jīng)濟(jì)增長勢頭強(qiáng)勁,但是我們必須清醒認(rèn)識到貴州省實(shí)際情況,貴州省目前對外貿(mào)易規(guī)模占全國貿(mào)易的比重很小,利用外資方面也存在嚴(yán)重的結(jié)構(gòu)不平衡,改革開放政策方面也存在一定的局限性。因此,本文在前人研究分析的基礎(chǔ)上對貴州省改革開放與經(jīng)濟(jì)增長影響按照“理論研究-實(shí)證分析-政策建議”科學(xué)順序方法進(jìn)行了實(shí)證分析研究。通過對文獻(xiàn)歸納總結(jié),理論的梳理,經(jīng)濟(jì)數(shù)據(jù)的實(shí)證分析,本文綜合分析主要得出以下結(jié)論：(1)貴州省通過提升全省整體的開放水平可以拉動為貴州省經(jīng)濟(jì)快速增長；(2)貴州省外貿(mào)依存度和經(jīng)濟(jì)增長存在單向的因果關(guān)系,對外貿(mào)易的進(jìn)出口水平都能直接推動貴州省經(jīng)濟(jì)發(fā)展,給貴州省經(jīng)濟(jì)提供強(qiáng)勁的動力；(3)貴州省外資依存度與經(jīng)濟(jì)增長具有關(guān)聯(lián)性,存在單向因果關(guān)系,即外資依存度能夠提高貴州省科技水平、管理水平,引進(jìn)先進(jìn)的設(shè)備,增加勞動就業(yè)就會和稅收收入比重,吸引優(yōu)秀的人才,推動貴州省經(jīng)濟(jì)的發(fā)展水平。 貴州省目前取得成績是值得肯定的,在今后的發(fā)展過程中,貴州省政府要提出明確的經(jīng)濟(jì)發(fā)展戰(zhàn)略政策和加大對外開放水平力度,促進(jìn)經(jīng)濟(jì)健康、快速、穩(wěn)定的可持續(xù)發(fā)展。根據(jù)貴州省省情并結(jié)合本文對經(jīng)濟(jì)增長因素的實(shí)證分析,主要有以下政策建議：第一,有關(guān)投資開放的對策建議。其措施包括：(1)提升企業(yè)與企業(yè)之間、產(chǎn)業(yè)與產(chǎn)業(yè)之間的關(guān)聯(lián)水平,促進(jìn)國際投資在推動經(jīng)濟(jì)增長方面作用機(jī)制有效發(fā)揮；(2)提升本省企業(yè)的競爭力,倡導(dǎo)本省企業(yè)積極參與國際資本市場競爭；(3)進(jìn)一步優(yōu)化國際投資結(jié)構(gòu)。第二,有關(guān)貿(mào)易開放的對策建議。其措施包括：(1)在擴(kuò)大對外貿(mào)易總量的同時,積極優(yōu)化進(jìn)出口貿(mào)易結(jié)構(gòu)；(2)以產(chǎn)業(yè)結(jié)構(gòu)調(diào)整為依托,推動國際貿(mào)易的快速發(fā)展。
[Abstract]:Over the past 30 years of reform and opening up, Guizhou's economy has made remarkable achievements, especially in recent years, the growth rate of Guizhou's GDP, the level of foreign trade, the utilization of foreign direct investment, etc. Guizhou Province's opening to the outside world has gone through four main stages: the first stage, from 1985 to 1991, Guizhou Province's opening to the outside world is in its infancy, foreign trade and utilization of foreign capital are just beginning; the second stage, from 1992 to 1992, Guizhou's opening to the outside world is in the stage of large-scale growth; the third stage, from 1996 to 2001, the readjustment of Guizhou's opening to the outside world; and the period of 4th, from 2002 to the present, Guizhou Province's opening to the outside world is in a stage of steady growth. At present, Guizhou province is located in the important province of western development. Under the guidance of the national policy support, the level of reform and opening up in Guizhou Province has been continuously improved, the scale of foreign trade has gradually expanded, and the quantity and quality of foreign direct investment have been gradually improved. However, the comprehensive factors of Guizhou's geographical environment, historical environment and social environment together determine that Guizhou's economic level is relatively low compared with the whole country. Although in recent years, Guizhou's economic growth momentum has been strong. However, we must be aware of the actual situation in Guizhou Province. At present, the scale of foreign trade in Guizhou Province is very small, and there is also a serious structural imbalance in the use of foreign capital. The policy of reform and opening up also has some limitations. On the basis of previous research and analysis, this paper makes an empirical study on the impact of reform and opening up and economic growth in Guizhou Province according to the scientific sequence method of "theoretical research-empirical analysis-policy advice". Theoretical analysis, empirical analysis of economic data, The main conclusions of this paper are as follows: 1) Guizhou Province can promote the rapid economic growth of Guizhou Province by raising the overall opening level of Guizhou Province) there is a one-way causal relationship between the degree of dependence on foreign trade and economic growth in Guizhou Province. The level of import and export of foreign trade can directly promote the economic development of Guizhou Province, and provide a strong driving force for Guizhou's economy. (3) the degree of dependence on foreign investment in Guizhou Province is related to economic growth, and there is a one-way causal relationship. That is, the degree of dependence of foreign capital can improve the level of science and technology, management level, introduce advanced equipment, increase the proportion of labor employment and tax revenue, attract excellent talents, and promote the level of economic development of Guizhou Province. The achievements of Guizhou Province at present are worthy of recognition. In the process of future development, the Guizhou Provincial Government should put forward a clear strategic policy for economic development and increase the level of opening up to the outside world, so as to promote the healthy and rapid development of the economy. Stable and sustainable development. According to the situation of Guizhou Province and the empirical analysis of the economic growth factors in this paper, there are the following policy recommendations: first, the countermeasures and suggestions on the opening up of investment. The measures include: 1) promoting the relationship between enterprises and enterprises. The level of connection between industry and industry, promoting the role of international investment in promoting economic growth, and effectively giving full play to the competitiveness of enterprises in this province, Advocating the active participation of provincial enterprises in international capital market competition.
