【摘要】：當前,房地產(chǎn)市場需求日趨分化,進入深度調(diào)整期,供求結(jié)構(gòu)、租售結(jié)構(gòu)失衡,調(diào)控方式亟待轉(zhuǎn)型。國家要從應急式短期調(diào)控轉(zhuǎn)向用長效機制實現(xiàn)有效管理;從單邊需求調(diào)控轉(zhuǎn)向供給與需求平衡的雙向調(diào)控;從偏重行政調(diào)控轉(zhuǎn)向綜合性的市場調(diào)節(jié);從單一的"增量"調(diào)控轉(zhuǎn)向"增量"與"存量"調(diào)節(jié)并重;從"一刀切"式的大一統(tǒng)調(diào)控轉(zhuǎn)向差別調(diào)節(jié),完善住房租賃市場。
[Abstract]:At present, the demand of the real estate market is becoming more and more divided, entering the period of deep adjustment, the structure of supply and demand and the structure of rental and sales are out of balance, and the mode of regulation and control is in urgent need of transformation. From unilateral demand regulation to two-way regulation of supply and demand balance, from administrative regulation to comprehensive market regulation, from single "incremental" regulation to "increment" and "stock" regulation; From the "one size fits all" type of unified regulation and control to differential regulation, improve the housing rental market.
