我國代建制工程中招評標(biāo)體系的改進研究

【摘要】:近年來我國綜合國力不斷提升、經(jīng)濟迅速發(fā)展,政府逐漸加大了對公共工程的投資力度。2004年國家頒布的《關(guān)于投資體制改革的決定》中明確規(guī)定,政府投資的公共工程,必須采用代建制管理模式。隨著該決定頒布,代建制迅速發(fā)展,使用范圍不斷擴大,但是其管理體系仍存在一定缺陷,有待改進。例如:工程建設(shè)前期,即:招評標(biāo)階段,沒有一個具體、可行、科學(xué)的招評標(biāo)體系,導(dǎo)致難以選擇最優(yōu)代建單位。 本文對國內(nèi)外代建制招評標(biāo)體系進行了深入研究和分析,并參照相關(guān)現(xiàn)行法律條文、地方性規(guī)章制度以及典型代建工程經(jīng)驗,將我國政府投資的代建制工程招評標(biāo)體系予以改進研究。 首先確立代建工程招評標(biāo)體系的流程:明確評標(biāo)目標(biāo)、確立評標(biāo)因素、構(gòu)建指標(biāo)集、建立層次結(jié)構(gòu),完善指標(biāo)體系。在此基礎(chǔ)上改進代建評價指標(biāo)集:減少指標(biāo)數(shù),只保留主觀性強、定性分析指標(biāo)。其次改進招評標(biāo)分析模型:層次分析、專家評分、模糊綜合評判相結(jié)合,有效避免分析模型的局限性。改進專家評分法,有效界定抽取專家的范圍與人數(shù),提高了評選結(jié)果的可信度。最后通過案例:五常街道西溪雅苑住宅小區(qū)代建工程,對改進體系實證研究,最終得出的結(jié)論證實了該改進體系的可行性、合理性、科學(xué)性。 改進后的招評標(biāo)體系,提高了評選效率,也促使整個評(?)程更為合理,科學(xué),為非專業(yè)的政府部門提供具體評價依據(jù),為代建單位在專業(yè)技術(shù)上提出明確的發(fā)展方向和目標(biāo)。
[Abstract]:In recent years, our country's comprehensive national strength has been continuously improved, the economy has developed rapidly, and the government has gradually increased its investment in public works. In 2004, the "decision on the Reform of the Investment system" promulgated by the State clearly stipulated that the public works invested by the government, With the promulgation of this decision, the agency system has developed rapidly and its scope of use has been continuously expanded, but its management system still has certain defects and needs to be improved. For example, in the early stage of engineering construction, that is, the stage of bid evaluation, There is not a concrete, feasible, scientific bid evaluation system, resulting in difficult to choose the optimal agency. This paper makes an in-depth study and analysis on the bid evaluation system of domestic and foreign agencies, and refers to the relevant existing laws and regulations, local rules and regulations, as well as the experience of typical agency construction projects. To improve the system of bid evaluation for agent engineering funded by our government. Firstly, the process of bid evaluation system for agent construction engineering is established: clear bid evaluation target, bid evaluation factors, index set, hierarchy structure and index system. On the basis of this, the evaluation index set of proxy construction is improved: reducing the number of indicators. Only the subjective and qualitative analysis indexes are retained. Secondly, the analytical model of bid evaluation is improved: the combination of hierarchical analysis, expert evaluation and fuzzy comprehensive evaluation can effectively avoid the limitation of the analytical model, and improve the expert scoring method. Effectively define the scope and number of experts extracted, improve the credibility of the evaluation results. Finally, through the case: Wuchang Street Xixi Yayuan residential district construction project, the improvement system empirical study, The final conclusion confirms the feasibility, rationality and scientific nature of the improved system. After the improvement of the bid evaluation system, improve the efficiency of the evaluation, but also promote the whole evaluation? Cheng is more reasonable, scientific, provides specific evaluation basis for non-professional government departments, and puts forward clear development direction and objectives for agency construction units in terms of professional technology.
