公共租賃住房動(dòng)態(tài)管理問(wèn)題與對(duì)策研究

【摘要】:當(dāng)前,隨著3600萬(wàn)套保障性住房的相繼建設(shè)與使用,我國(guó)住房保障邁入“建管并重”時(shí)期。完善其建設(shè)、分配、管理、退出等制度,制定公平合理、公開(kāi)透明的保障性住房配租政策和監(jiān)管程序,嚴(yán)格規(guī)范準(zhǔn)入、退出管理和租費(fèi)標(biāo)準(zhǔn),進(jìn)而提升目標(biāo)群體的社會(huì)福利水平,成為繼續(xù)推進(jìn)住房保障健康發(fā)展的必然選擇。公共租賃住房是我國(guó)住房保障體系的重要組成部分,并將成為未來(lái)保障性住房建設(shè)的主體。公共租賃住房動(dòng)態(tài)管理是指基于社會(huì)保障公平正義的目標(biāo),政府以及社會(huì)公眾對(duì)公共租賃住房規(guī)劃、建設(shè)、準(zhǔn)入、退出以及績(jī)效評(píng)估的系統(tǒng)性、科學(xué)性管理過(guò)程。其本質(zhì)是調(diào)控目標(biāo)群體的有序進(jìn)入與退出,確保有限的公共租賃住房資源高效利用,做到“應(yīng)保盡!薄 盡管我國(guó)目前針對(duì)公租房的管理制度出臺(tái)了許多政策文件,但是在實(shí)踐過(guò)程中仍存在諸多問(wèn)題亟待解決,主要包括:缺乏循環(huán)機(jī)制,,管理體系尚不完善;低收入家庭界定難;公平配租存在問(wèn)題;動(dòng)態(tài)監(jiān)管不到位;退出機(jī)制不健全等。造成上述問(wèn)題存在的主要原因包括:立法工作滯后于住房保障事業(yè)的發(fā)展;尚未建立起全國(guó)層面統(tǒng)一的公共租賃住房信息化平臺(tái);地方政府受短期利益影響,對(duì)公共租賃住房重視不夠;居民配合意識(shí)不高,存在投機(jī)傾向等。同時(shí),為了更好的理解我國(guó)公共租賃住房管理存在的問(wèn)題,特選取公共租賃住房準(zhǔn)入管理中的關(guān)鍵環(huán)節(jié)—信息公示為案例,運(yùn)用AHP層次分析法與綜合評(píng)分法,對(duì)我國(guó)十七個(gè)省會(huì)城市的住房保障網(wǎng)站信息公示的數(shù)據(jù)進(jìn)行了量化評(píng)估。通過(guò)數(shù)據(jù)分析發(fā)現(xiàn)我國(guó)存在城市保障性住房信息公示水平整體較低、信息公示實(shí)施效果差距較大、公示的細(xì)節(jié)信息仍有待于進(jìn)一步完善等問(wèn)題。因此,為解決我國(guó)公共租賃住房管理存在的問(wèn)題,應(yīng)當(dāng)積極借鑒香港、新加坡等地先進(jìn)的管理制度,總結(jié)其成功經(jīng)驗(yàn),再針對(duì)我國(guó)實(shí)際情況,得出建立健全我國(guó)公共租賃住房動(dòng)態(tài)管理的對(duì)策,主要包括:健全公共租賃住房的法律制度;建立獎(jiǎng)懲兼?zhèn)涞耐顺鰴C(jī)制;強(qiáng)化動(dòng)態(tài)監(jiān)管;對(duì)地方政府公租房的管理成效進(jìn)行績(jī)效考核;建立全國(guó)統(tǒng)一的公租房信息化管理平臺(tái)等。
[Abstract]:At present, with the successive construction and use of 36 million sets of affordable housing, China's housing security has entered a period of "equal emphasis on construction and management". It is necessary to perfect its construction, distribution, management, withdrawal and other systems and formulate a fair and reasonable system. Open and transparent rent allocation policies and regulatory procedures for affordable housing, strict regulation of access, withdrawal from management and rental fee standards, thereby raising the level of social welfare of the target group, Public rental housing is an important part of our housing security system. The dynamic management of public rental housing refers to the goal of social security fairness and justice, the government and the public planning, construction, access to public rental housing, The essence of withdrawal and the systematic and scientific management process of performance evaluation is to regulate the orderly entry and exit of the target group, to ensure the efficient use of limited public rental housing resources, and to ensure that "should be guaranteed to the best extent". Although China has issued many policy documents for the management system of public rental housing, there are still many problems to be solved in the process of practice, including: lack of circulation mechanism, imperfect management system, difficulty in defining low-income families; The main reasons for the above problems include: the legislative work lags behind the development of housing security; A unified information platform for public rental housing at the national level has not yet been established; local governments, affected by short-term interests, have not paid enough attention to public rental housing; the residents' awareness of cooperation is not high, and there is a tendency to speculate. At the same time, In order to better understand the problems existing in the management of public rental housing in China, this paper selects the key link in the management of public rental housing access-information publicity as a case, and applies AHP analytic hierarchy process and comprehensive scoring method. This paper evaluates quantitatively the data of information publication of housing security websites in 17 provincial capitals of our country. Through the analysis of the data, it is found that the level of information publicity of urban housing is relatively low in China, and the effect of information publicity is quite different. Therefore, in order to solve the problems existing in the management of public rental housing in China, we should actively learn from the advanced management systems in Hong Kong and Singapore, and sum up their successful experiences. According to the actual situation of our country, the countermeasures to establish and perfect the dynamic management of the public rental housing in our country are obtained, including: perfecting the legal system of the public rental housing; establishing the exiting mechanism with both rewards and punishments; strengthening the dynamic supervision; This paper evaluates the management effect of local government public rental housing and establishes a unified information management platform for public rental housing.
