東江水務(wù)有限公司區(qū)域供水一體化發(fā)展戰(zhàn)略研究

【摘要】:東江水務(wù)有限公司作為東莞最大的市屬國(guó)有水務(wù)企業(yè),以統(tǒng)籌城市供水系統(tǒng),調(diào)整供水結(jié)構(gòu)為發(fā)展使命。本文根據(jù)戰(zhàn)略管理相關(guān)理論,借助PEST分析、價(jià)值鏈、SWOT等分析模型,從政府支持、產(chǎn)業(yè)結(jié)構(gòu)、社會(huì)需求、市場(chǎng)發(fā)展及價(jià)格變化、技術(shù)環(huán)境等方面,對(duì)東江水務(wù)外部環(huán)境進(jìn)行分析;從現(xiàn)有競(jìng)爭(zhēng)者、替代品競(jìng)爭(zhēng)、供應(yīng)商、購(gòu)買(mǎi)者討價(jià)還價(jià)能力等方面,對(duì)東江水務(wù)競(jìng)爭(zhēng)環(huán)境進(jìn)行分析;從業(yè)務(wù)發(fā)展基礎(chǔ)、競(jìng)爭(zhēng)力等方面,對(duì)東江水務(wù)內(nèi)部環(huán)境進(jìn)行分析。通過(guò)以上戰(zhàn)略環(huán)境分析,認(rèn)清公司面臨的主要問(wèn)題,辨明東江水務(wù)外部環(huán)境帶來(lái)的機(jī)會(huì)和威脅,以及內(nèi)部環(huán)境造成的優(yōu)勢(shì)劣勢(shì)。 在上述分析的基礎(chǔ)上,提煉出東江水務(wù)公司2020年以前的戰(zhàn)略發(fā)展目標(biāo),實(shí)現(xiàn)區(qū)域供水一體化,推動(dòng)企業(yè)上市,拓展企業(yè)經(jīng)營(yíng)范圍和盈利模式,,并建成統(tǒng)一高效的供水管理和服務(wù)體系、創(chuàng)新務(wù)實(shí)的科技信息化與人才隊(duì)伍體系、便捷順暢的多層次融資體系,爭(zhēng)取成為珠三角現(xiàn)代大型水務(wù)集團(tuán)。最后,結(jié)合公司的現(xiàn)實(shí)情況,提出具體的戰(zhàn)略實(shí)施措施,即促進(jìn)水務(wù)信息化,建立現(xiàn)代企業(yè)制度和科學(xué)考評(píng)機(jī)制,完善人才發(fā)展戰(zhàn)略,建立多層次人才隊(duì)伍,推進(jìn)多元化投融資體制,拓寬水務(wù)融資渠道,推動(dòng)企業(yè)文化建設(shè)樹(shù)立企業(yè)核心價(jià)值觀。
[Abstract]:As the largest state-owned water enterprise in Dongguan, Dongjiang Water Co., Ltd. has the development mission of coordinating the urban water supply system and adjusting the water supply structure. According to the relevant theory of strategic management, this paper makes use of the PEST analysis, the value chain and other analysis models. From the government support, industrial structure, social demand, market development and price change, technology environment, etc., the external environment of Dongjiang water affairs is analyzed; from the existing competitors, substitute competition, suppliers, This paper analyzes the competitive environment of Dongjiang water affairs in terms of buyer's bargaining power, and analyzes the internal environment of Dongjiang water affairs from the aspects of business development basis, competitiveness, etc. Through the above strategic environment analysis, Recognize the main problems faced by the company, identify the opportunities and threats brought about by the external environment of Dongjiang water, as well as the advantages and disadvantages caused by the internal environment. On the basis of the above analysis, the strategic development goals of Dongjiang Water supply Company before 2020 were refined to realize the integration of regional water supply, to promote the listing of enterprises, and to expand the scope of business and profit model of the enterprises. And build a unified and efficient water supply management and service system, innovative and pragmatic science and technology information and talent team system, convenient and smooth multi-level financing system, strive to become the Pearl River Delta modern large-scale water group. Finally, According to the actual situation of the company, this paper puts forward some specific measures to implement the strategy, that is, to promote the informationization of water affairs, to establish the modern enterprise system and scientific evaluation mechanism, to perfect the development strategy of talents, to establish a multi-level talent team, and to promote the diversified investment and financing system. Widening water financing channels and promoting corporate cultural construction to establish corporate core values.
