【摘要】：養(yǎng)老公益創(chuàng)投項目是社會發(fā)展的重要組成部分。近年來,我國各級政府搭建公益創(chuàng)投平臺,加大對養(yǎng)老公益項目的扶持培養(yǎng)力度。我國目前養(yǎng)老創(chuàng)投項目的運作主要由政府資助,均為公益性項目,尚不涉及盈利,但隨著銀發(fā)浪潮的來襲,投資主體和范圍將不僅僅局限于政府和社區(qū)項目,有望進駐老年公寓,老年旅游等領域,實現(xiàn)養(yǎng)老創(chuàng)投項目的持續(xù)造血和養(yǎng)老服務的多元化、規(guī)范化、人本化,真正讓老年人老有所依,老有所樂,老有所為。 在這樣的背景之下,本文對我國現(xiàn)有養(yǎng)老創(chuàng)投項目的投資運作和評價機制進行了調(diào)查研究,結合養(yǎng)老公益創(chuàng)投項目自身的特點,提出了基于Timmons機會評價框架、語言多屬性評價方法的養(yǎng)老公益創(chuàng)投項目機會評價模型。Timmons機會評價框架主要用于機會評價指標體系的構建,語義評價方法主要用于決策信息、指標描述不準確的情況下的模糊決策,方法簡單且可行。針對養(yǎng)老公益創(chuàng)投項目機會識別研究,本文主要進行了以下幾個方面的研究工作： 第一,對本文的研究背景、研究現(xiàn)狀、技術路線進行了一定的介紹,同時對公益創(chuàng)投理論、養(yǎng)老產(chǎn)業(yè)理論、創(chuàng)業(yè)機會識別理論、基于語言多屬性決策理論等理論基礎進行學習和應用。 第二,通過問卷調(diào)查對Timmons創(chuàng)業(yè)機會評價關鍵指標進行抽取并結合養(yǎng)老創(chuàng)投項目的特點構建機會評價指標體系,運用基于語言信息的多屬性決策理論與方法構建決策模型。在確定屬性權重及決策者權重時,基于離差最大化思想,采用評價信息實現(xiàn)客觀賦值。 第三,在算例分析中,本文選取了上海、深圳、北京三地的項目,給4名專家發(fā)送郵件請他們用語言評估標度對各評價指標給出語言信息,收集語言評價信息后,對語言信息進行合理計算,得出結果。 我國現(xiàn)有養(yǎng)老公益創(chuàng)投項目的研究中較多的是內(nèi)涵的理解和實踐的評價,關于養(yǎng)老公益創(chuàng)投項目的機會識別還未涉及,其實際操作都是依據(jù)決策者主觀經(jīng)驗進行的,沒有相應的評價模型,其結果往往會因為決策者的不同使得結果的偏差較大,投資效果也不理想。語言多屬性評價模型在選取指標時結合養(yǎng)老創(chuàng)投項目特點,以機會識別機理為基礎,分析構建養(yǎng)老公益創(chuàng)投項目機會評價模型。在得到項目評價綜合的語言值后,不但能通過排序甄選出最優(yōu)項目,也能根據(jù)語言值初步判斷項目優(yōu)劣,走一條政府+市場+社會的合作模式。本文對實踐中的養(yǎng)老公益創(chuàng)投項目評估決策具有有一定參考意義。
[Abstract]:The project is an important part of social development. In recent years, governments at all levels in our country have set up a public welfare venture capital platform. At present, the operation of the pension venture capital projects in our country is mainly funded by the government, all of them are public welfare projects, which are not yet involved in profits, but with the arrival of a wave of silver hair, The main body and scope of investment will not only be limited to government and community projects, but also be expected to enter the fields of apartment and tourism for the elderly, so as to realize the diversification, standardization and humanization of sustained hematopoietic and pension services for the aged venture capital project. Really let the old people have something to rely on, old people have fun, the elderly do. Under this background, this paper investigates and studies the investment operation and evaluation mechanism of the existing pension venture capital projects in China, and puts forward an opportunity evaluation framework based on Timmons combined with the characteristics of the pension public venture capital projects. The opportunity evaluation model of pension venture capital project based on language multi-attribute evaluation method. Timmons opportunity evaluation framework is mainly used in the construction of opportunity evaluation index system, and the semantic evaluation method is mainly used in decision-making information. The method of fuzzy decision in the case of inaccurate index description is simple and feasible. First, the research background, research status and technical route of this paper are introduced. At the same time, the theory of public venture capital, the theory of endowment industry, the theory of entrepreneurial opportunities are introduced. Language-based multi-attribute decision-making theory and other theoretical basis for learning and application. Second, through the questionnaire survey to Timmons entrepreneurial opportunity evaluation key indicators are extracted and combined with the characteristics of the old-age venture capital project to build an opportunity evaluation index system. The decision model is constructed by using the theory and method of multi-attribute decision making based on linguistic information. When determining attribute weight and decision-maker weight, the objective assignment is realized by using evaluation information based on the idea of maximization of deviation. Third, in the example analysis, this paper selected three projects in Shanghai, Shenzhen and Beijing, and sent an email to four experts, asking them to give language information to each evaluation index with the language evaluation scale, and after collecting the language evaluation information, The language information is calculated reasonably and the result is obtained. In the research of the existing pension public venture capital project in our country, the understanding of connotation and the evaluation of practice are more. The opportunity identification of the pension public welfare venture capital project has not been involved, and its actual operation is based on the subjective experience of the decision-maker. If there is no corresponding evaluation model, the result will be deviated greatly because of the difference of decision makers, and the investment effect will not be ideal. The linguistic multi-attribute evaluation model combines the characteristics of the pension venture capital project when selecting the index. Based on the mechanism of opportunity recognition, this paper analyzes and constructs the opportunity evaluation model of the pension public venture capital project. After getting the comprehensive language value of the project evaluation, not only the optimal project can be selected by ranking, but also the good or bad project can be preliminarily judged according to the language value. This paper has some reference significance for the evaluation and decision of the pension public venture capital project in practice.
