【摘要】:我國(guó)的招標(biāo)投標(biāo)制度建立于八十年代中期。從目前電力市場(chǎng)招標(biāo)投標(biāo)現(xiàn)狀來(lái)看,評(píng)標(biāo)仍是最大的薄弱環(huán)節(jié)。由于國(guó)際和國(guó)內(nèi)都沒(méi)有一套完備的、模式基本固化的評(píng)標(biāo)指標(biāo)體系,因此電力領(lǐng)域貨物招標(biāo)的評(píng)標(biāo)環(huán)節(jié)缺乏充分的科學(xué)依據(jù)。在經(jīng)濟(jì)快速發(fā)展的情況下,電力需求數(shù)量和質(zhì)量日益增長(zhǎng),電力行業(yè)每年的固定資產(chǎn)投資漲幅均在12%以上。大發(fā)展帶來(lái)了大采購(gòu),而國(guó)家電網(wǎng)公司推行集中招標(biāo)采購(gòu)的方針,因此電力建設(shè)貨物采購(gòu)中評(píng)標(biāo)方法的研究具有重要意義。 本文介紹了招標(biāo)評(píng)標(biāo)的基本理論和流程,提出了招標(biāo)投標(biāo)活動(dòng)必須遵守的法律法規(guī),列舉了國(guó)家電網(wǎng)公司招標(biāo)投標(biāo)活動(dòng)的管理辦法和企業(yè)標(biāo)準(zhǔn),闡述了電力建設(shè)項(xiàng)目貨物招標(biāo)中常用的評(píng)標(biāo)方法,如經(jīng)評(píng)審的最低投標(biāo)價(jià)法、綜合評(píng)估法、壽命周期成本評(píng)標(biāo)價(jià)法等,并對(duì)通過(guò)對(duì)這些評(píng)標(biāo)方法優(yōu)劣的比較,分析了目前電力貨物評(píng)標(biāo)中的問(wèn)題,并提出了具體的措施。重點(diǎn)研究了建立一種基于層次分析法的、以合理基準(zhǔn)價(jià)格為基礎(chǔ)的綜合評(píng)價(jià)指標(biāo)體系。該體系綜合考量了投標(biāo)人的技術(shù)性指標(biāo)、商務(wù)性指標(biāo)和價(jià)格指標(biāo),并通過(guò)層次分析法理論進(jìn)行了精確的數(shù)學(xué)計(jì)算,得出第一層次評(píng)價(jià)指標(biāo)的權(quán)重,并針對(duì)技術(shù)性指標(biāo)和商務(wù)性指標(biāo)計(jì)算出第二層次的因素權(quán)重。計(jì)算結(jié)果表明,在電力建設(shè)貨物招標(biāo)采購(gòu)評(píng)標(biāo)中,第一層次的價(jià)格指標(biāo)最重,所占權(quán)重為55%,技術(shù)性指標(biāo)權(quán)重為35%,商務(wù)性指標(biāo)權(quán)重為10%。第二層次的指標(biāo)因素中,技術(shù)性指標(biāo)中的性能保證指標(biāo)因素最重,占44%,而商務(wù)性指標(biāo)中的履約評(píng)價(jià)因素最重,占42%。最后,通過(guò)國(guó)網(wǎng)新源控股有限公司豐滿水電站全面治理(重建)工程接地網(wǎng)采購(gòu)項(xiàng)目實(shí)例,將研究成果進(jìn)行應(yīng)用,探索這種新的評(píng)標(biāo)方法的實(shí)際效果,并最終對(duì)全文進(jìn)行總結(jié),得出課題研究的有關(guān)結(jié)論和對(duì)電力建設(shè)項(xiàng)目評(píng)標(biāo)方法發(fā)展方向的展望。
[Abstract]:The bidding system of our country was established in the middle of 80s. Judging from the current situation of bidding and bidding in the electric power market, bid evaluation is still the biggest weak link. Therefore, the evaluation of bidding for goods in the field of electric power lacks sufficient scientific basis. With the rapid development of economy, the quantity and quality of electricity demand is increasing day by day. The annual increase of fixed assets investment in electric power industry is more than 12%. The great development has brought about large procurement, and the State Grid Company has implemented the policy of centralized bidding, so it is of great significance to study the bidding evaluation method in the procurement of electric power construction goods. This paper introduces the basic theory and flow of bidding evaluation, puts forward the laws and regulations that must be observed in bidding and bidding activities, and lists the management methods and enterprise standards of bidding activities in State Grid Company. This paper expounds the common bidding evaluation methods in the bidding of electric power construction projects, such as the lowest bid price method, the comprehensive evaluation method, the life cycle cost evaluation method and so on, and compares the merits and demerits of these bidding evaluation methods. This paper analyzes the problems in the bidding evaluation of electric power goods, and puts forward some concrete measures. A comprehensive evaluation index system based on reasonable benchmark price. The system synthetically considers the technical index, commercial index and price index of the bidder, and carries out accurate mathematical calculation through the analytic hierarchy process theory. The weight of the first evaluation index is obtained, and the factor weight of the second level is calculated according to the technical index and commercial index. The calculation results show that the price index of the first level is the heaviest in the bidding and bid evaluation of electric power construction goods. The weight of the technical index is 55, the weight of the technical index is 35 and the weight of the commercial index is 100.In the second level of the index, the technical index is the most important factor, accounting for 44 percent, while the commercial index has the most important performance evaluation factor, accounting for 42 percent. Finally, Through the procurement project of Fengman Hydropower Station of Fengman Hydropower Station of Xinyuan holding Co., Ltd., the research results are applied to explore the practical effect of this new bidding evaluation method, and finally the full text is summarized. The conclusion of the research and the development direction of the bidding evaluation method of electric power construction project are obtained.
