食品安全流通環(huán)節(jié)監(jiān)管體系存在的問題及對策研究

【摘要】:“國以民為本,民以食為天,食以安為先”。食品安全監(jiān)管責(zé)任重大,流通環(huán)節(jié)是食品安全的最后一道防線。工商部門的工作就是保護消費者權(quán)益,流通環(huán)節(jié)食品安全監(jiān)管是工商部門的法定職責(zé)。從當(dāng)前的形勢看,食品安全事件時有發(fā)生,食品安全狀況令人堪憂,毒大米、“毒奶粉”、“毒膠囊”、地溝油、“瘦肉精”、注水肉等屢遭曝光。吃什么安全,吃什么放心,已經(jīng)成為了我們每一個人無時無刻都在困惑和關(guān)心的問題。食品安全事故給人民群眾的生命安全和財產(chǎn)造成了巨大的損失,嚴(yán)重影響了經(jīng)濟的健康發(fā)展、社會和諧穩(wěn)定。更為嚴(yán)重的是層出不窮的食品安全事故極大影響著中國的國際形象和國家聲譽。本文首先陳述了文章的研究背景、意義,詮釋了食品安全及監(jiān)管的相關(guān)概念;然后介紹了目前國內(nèi)外食品安全監(jiān)管的研究現(xiàn)狀,進而從食品安全事件發(fā)生的原因進行分析,再次,分析研究了國內(nèi)外食品安全監(jiān)管的模式和先進經(jīng)驗以及對我國搞好流通環(huán)節(jié)食品安全監(jiān)管有何借鑒內(nèi)容;最后,得出完善我國流通環(huán)節(jié)食品安全管理體系的實施方案。提出要管理權(quán)限清晰,責(zé)權(quán)分明,引導(dǎo)健康消費,加強食品安全技術(shù)的研究、應(yīng)用和推廣,建立市場準(zhǔn)入制等措施,以加強食品安全監(jiān)管,提高食品安全監(jiān)管效能,保證流通環(huán)節(jié)食品安全。是行政部門維護民生民利的重要任務(wù),是踐行“依法行政、執(zhí)法為民”的重要體現(xiàn)。我們一定能使流通環(huán)節(jié)食品安全監(jiān)管邁上一個新臺階,為全面建成小康社會營造良好的市場環(huán)境。
[Abstract]:"the country takes the people as the basis, the people take the food as the day, the food takes the security as the first". The food safety supervision responsibility is heavy, the circulation link is the last line of defense of the food safety. The industry and commerce department's work is to protect the consumer rights and interests. From the current situation, food safety incidents occur from time to time, food safety situation is worrying, toxic rice, "poisonous milk powder", "poison capsule". Gutter oil, "lean meat essence", water injection meat and other repeatedly exposed. Eat what safety, eat what rest assured. Food safety accidents have caused huge losses to the lives and property of the people and seriously affected the healthy development of the economy. Social harmony and stability. What is more serious is that the endless food safety accidents greatly affect China's international image and national reputation. This paper first describes the research background and significance of the article. The related concepts of food safety and supervision are explained. Then introduced the current domestic and foreign food safety supervision research status, and then analyzed the causes of food safety incidents, again. The model and advanced experience of food safety supervision at home and abroad are analyzed and studied. Finally, the implementation scheme of improving the food safety management system in circulation link of our country is obtained. It is proposed that the management authority should be clear, the responsibility should be clear, the healthy consumption should be guided, and the research, application and promotion of food safety technology should be strengthened. The establishment of market access system and other measures to strengthen food safety supervision, improve the effectiveness of food safety supervision, to ensure food safety in circulation link, is an important task of the administrative departments to safeguard the interests of the people, is to practice "administration according to law". The important embodiment of law enforcement for the people is that we can make the food safety supervision in circulation link step to a new level and create a good market environment for building a well-off society in an all-round way.
