【摘要】：小城鎮(zhèn)是一個(gè)國(guó)家城鎮(zhèn)體系的基礎(chǔ),是城鎮(zhèn)化過(guò)程中吸納農(nóng)村人口的重要載體。然而事實(shí)上,目前我國(guó)一些小城鎮(zhèn)的建設(shè)因缺乏產(chǎn)業(yè)支撐而趨向“空殼化”,從而無(wú)法承擔(dān)對(duì)農(nóng)村轉(zhuǎn)移人口的吸納功能,更難以發(fā)揮其在區(qū)域空間中的集聚功能。世界發(fā)達(dá)國(guó)家的經(jīng)驗(yàn)表明,小城鎮(zhèn)的產(chǎn)業(yè)發(fā)展主要依賴(lài)于中小企業(yè),中小企業(yè)的發(fā)展又離不開(kāi)小城鎮(zhèn)為其提供的發(fā)展空間。因此,關(guān)于我國(guó)中小企業(yè)的發(fā)展與小城鎮(zhèn)建設(shè)關(guān)系的研究引起了學(xué)術(shù)界的關(guān)注,但現(xiàn)有研究集中于定性地闡述兩者的相互關(guān)系,鮮見(jiàn)定量實(shí)證。 本文對(duì)中小企業(yè)發(fā)展與小城鎮(zhèn)建設(shè)相互作用的傳導(dǎo)機(jī)制進(jìn)行理論分析,在此基礎(chǔ)上,基于2005—2011年我國(guó)中小企業(yè)發(fā)展和小城鎮(zhèn)建設(shè)的實(shí)際情況,采用灰色關(guān)聯(lián)分析方法,分別從我國(guó)整體及東、中、西部三個(gè)經(jīng)濟(jì)地帶層面,對(duì)中小企業(yè)發(fā)展水平與小城鎮(zhèn)建設(shè)水平進(jìn)行關(guān)聯(lián)度檢驗(yàn),并通過(guò)優(yōu)勢(shì)分析,進(jìn)一步分析中小企業(yè)發(fā)展與小城鎮(zhèn)建設(shè)相互作用的主要因素。 實(shí)證發(fā)現(xiàn)：我國(guó)中小企業(yè)的發(fā)展與小城鎮(zhèn)建設(shè)之間存在著顯著相關(guān)關(guān)系,但在東、中、西部三個(gè)經(jīng)濟(jì)地帶,兩者的關(guān)聯(lián)程度存在差異,東部關(guān)聯(lián)度最高,中部其次,西部最低；在中小企業(yè)發(fā)展對(duì)小城鎮(zhèn)建設(shè)水平的影響作用中,中小企業(yè)數(shù)量是主要因素,在小城鎮(zhèn)建設(shè)對(duì)中小企業(yè)發(fā)展水平的影響作用中,小城鎮(zhèn)的產(chǎn)業(yè)結(jié)構(gòu)和小城鎮(zhèn)規(guī)模成為對(duì)中小企業(yè)發(fā)展較為重要的因素。基于以上研究,本文認(rèn)為推動(dòng)我國(guó)小城鎮(zhèn)建設(shè)的關(guān)鍵是在小城鎮(zhèn)中積極培育、扶持中小工業(yè)企業(yè)的發(fā)展,政府應(yīng)該從融資渠道、信息暢通、環(huán)境保護(hù)等多方面為其創(chuàng)造良好的發(fā)展環(huán)境,與此同時(shí)我國(guó)的小城鎮(zhèn)建設(shè)也應(yīng)做好規(guī)劃配合中小企業(yè)的發(fā)展。
[Abstract]:Small towns are the basis of a national urban system and an important carrier to absorb rural population in the process of urbanization. However, in fact, the construction of some small towns in China tends to be "empty shell" because of the lack of industrial support. Therefore, it is impossible to absorb the rural transferred population, and it is more difficult to play its agglomeration function in the regional space. The experience of the developed countries shows that the industrial development of small towns mainly depends on small and medium-sized enterprises. The development of small and medium-sized enterprises can not be separated from the development space provided by small towns. Therefore, the research on the relationship between the development of small and medium-sized enterprises and the construction of small towns in China has attracted the attention of the academic community. However, the existing studies focus on the qualitative analysis of the relationship between the two, few quantitative empirical evidence. This paper makes a theoretical analysis on the transmission mechanism of the interaction between the development of small and medium-sized enterprises and the construction of small towns, on the basis of which, based on the actual situation of the development of small and medium-sized enterprises and the construction of small towns in China from 2005 to 2011. By using the method of grey correlation analysis, this paper tests the correlation degree between the development level of small and medium-sized enterprises and the level of small town construction from the three economic zones of whole, east, middle and west of our country, and analyzes the advantages. Further analysis of the development of small and medium-sized enterprises and small town construction interaction of the main factors. Empirical results show that there is a significant correlation between the development of small and medium-sized enterprises in China and the construction of small towns, but in the three economic zones of east, middle and west, the degree of correlation between the two is different, and the correlation degree in the east is the highest. The middle part is the second, the west is the lowest; The number of small and medium-sized enterprises (SMEs) is the main factor in the influence of the development of small and medium-sized enterprises on the level of small town construction, and the effect of small town construction on the level of development of small and medium-sized enterprises. The industrial structure and the scale of small towns have become more important factors for the development of small and medium-sized enterprises. Based on the above research, this paper believes that the key to promote the construction of small towns in China is to actively cultivate small towns. To support the development of small and medium-sized industrial enterprises, the government should create a good development environment from financing channels, information flow, environmental protection and so on. At the same time, the construction of small towns in our country should also make a good plan to cooperate with the development of small and medium-sized enterprises.
