【摘要】:摘要:中國(guó)企業(yè)經(jīng)過三十多年地飛速發(fā)展,已進(jìn)入到集團(tuán)化運(yùn)營(yíng)的階段,企業(yè)需要重點(diǎn)考慮的核心問題是在發(fā)展壯大中如何進(jìn)一步發(fā)揮協(xié)調(diào)效應(yīng)和提升管控水平。從城投類企業(yè)來說,以前是融資平臺(tái),開始是借用分開,后來是借用一體,再拓展到開發(fā)功能,建設(shè)之后還形成了一部分經(jīng)營(yíng)功能,隨著資產(chǎn)規(guī)模的膨脹,經(jīng)營(yíng)平臺(tái)的擴(kuò)展,組織愈趨復(fù)雜,逐步形成了集團(tuán)化的架構(gòu),也加大了城投類企業(yè)經(jīng)營(yíng)管理發(fā)展的綜合性和復(fù)雜性。 在治理整頓地方政府投融資平臺(tái)的大背景下,城投類企業(yè)面對(duì)總體調(diào)控形勢(shì)和自身實(shí)際問題,要實(shí)現(xiàn)從政府主導(dǎo)向市場(chǎng)化轉(zhuǎn)型并可持續(xù)發(fā)展,必須結(jié)合現(xiàn)階段發(fā)展戰(zhàn)略,明確管轄權(quán)屬,不斷梳理調(diào)整組織架構(gòu),形成清晰專業(yè)的管理結(jié)構(gòu),并完善自己的制度和機(jī)制。 如何結(jié)合FR城投母子公司管控現(xiàn)狀,較好地對(duì)FR城投母子公司管控模式進(jìn)行優(yōu)化設(shè)計(jì),定位母子公司職能,進(jìn)行組織結(jié)構(gòu)優(yōu)化設(shè)計(jì),實(shí)現(xiàn)母子公司良好管控流程和模式,是本文的研究重點(diǎn)。 在本文中,首先通過實(shí)地調(diào)研的數(shù)據(jù)信息對(duì)現(xiàn)有管控情況進(jìn)行綜合研判,找到存在的主要不足,然后著重從母子公司管控模式選擇影響因素進(jìn)行分析,對(duì)母子公司管控模式進(jìn)行了優(yōu)化設(shè)計(jì),繼而詳細(xì)規(guī)劃設(shè)計(jì)了母子公司功能定位及職能。 本文以FR項(xiàng)目管理子公司作為突破口,根據(jù)公司的中期經(jīng)營(yíng)計(jì)劃,按照項(xiàng)目管理子公司分類經(jīng)營(yíng)的基本原則,對(duì)FR城投母子公司的組織結(jié)構(gòu)進(jìn)行了優(yōu)化設(shè)計(jì)。母公司的優(yōu)化設(shè)計(jì)包括總經(jīng)理辦公室、總工程師辦公室、財(cái)務(wù)部、工程管理部、人力資源部、審計(jì)監(jiān)察部、經(jīng)營(yíng)發(fā)展部等各部門的職能設(shè)置與人員配備,子公司的優(yōu)化設(shè)計(jì)包括財(cái)務(wù)部、工程部、行政人事部等各部門的職能設(shè)置與人員配備。 本文最后對(duì)FR城投母子公司財(cái)務(wù)權(quán)限分配、人事權(quán)限分配、對(duì)子公司的績(jī)效考核等進(jìn)行了設(shè)計(jì),基本達(dá)到母子公司現(xiàn)階段管控預(yù)期目標(biāo)。
[Abstract]:Abstract: Chinese enterprises after thirty years of rapid development, has entered into the operation of the group stage, enterprises need to focus on is the core problem in the development of how to further improve the coordination effect and enhance the level of management and control. From the city investment company, is a former financing platform, to borrow from later is to borrow one, and then extended to the development of function, construction after forming a part of the business functions, along with the expansion of the scale of assets, expand business platform, organizations become more complex, and gradually formed a group of architecture, but also increased the synthesis and complexity of city investment enterprise management development.
In the background of the rectification of local government financing platform, the city voted enterprises face the overall situation and the regulation of their own problems, to achieve from the government to the market and sustainable development, must be combined with the stage of development strategy, clear jurisdictionownership, constantly combing the organizational structure adjustment, forming a clear professional management structure, and improve the system and mechanism of their own.
How to optimize the design of FR City parent subsidiary company's management and control mode combined with the status quo of FR City parent subsidiary company's control and management, locate the parent subsidiary's functions, optimize the organizational structure design, and achieve the good management and control process and mode of parent subsidiary company, is the focus of this paper.
In this paper, firstly, through the investigation of the data information to carry out a comprehensive study on the existing management situation, find the main problems, and then focuses on the influence from the parent subsidiary control mode selection factors were analyzed, the parent subsidiary control mode is optimized, then the detailed planning and design of the parent company positioning function and function.
In this paper, the FR project management company as a breakthrough, according to the company's medium-term management plan, in accordance with the basic principles of project management, classification management, and organizational structure of the city voted FR the parent company of the optimized design. The optimization design of the parent company including the office of the general manager, chief engineer office, financial department, project management department, human resources department, audit supervision, function setting and personnel management and development department with the optimization design of subsidiaries, including financial department, engineering department, function setting and personnel administrative personnel department and other departments of the equipment.
Finally, this paper designs the financial rights allocation, personnel rights allocation and performance evaluation of FR City parent subsidiary company, and basically achieves the expected goal of parent subsidiary company at this stage.
