【摘要】：在當(dāng)今世界，無論是發(fā)達國家還是發(fā)展中國家，都面臨著食品安全問題的挑戰(zhàn)。獸藥作為不可或缺的畜牧投入品在動物養(yǎng)殖過程中被廣泛使用，它不僅影響動物疫病的防治效果，而且關(guān)系到動物產(chǎn)品的質(zhì)量安全。盡管我國政府長期不間斷地對獸藥監(jiān)管采取了許多措施，但生產(chǎn)和銷售假劣獸藥、違法使用違禁獸藥、不按規(guī)定濫用獸藥的情況時有存在，由此造成的食品安全事件頻發(fā)，例如2011年雙匯“瘦肉精”事件和2012年洋快餐“藥雞門”事件。因此，政府需要采取更有效的措施，對獸藥的生產(chǎn)、經(jīng)營到使用各環(huán)節(jié)進行全程監(jiān)管，，確保獸藥的質(zhì)量和使用安全，為畜牧業(yè)健康發(fā)展和動物產(chǎn)品質(zhì)量安全提供有力保障。 本研究立足福建省安溪縣實際，對2011年至2012年兩年間安溪縣獸藥經(jīng)營環(huán)節(jié)、使用環(huán)節(jié)和監(jiān)管環(huán)節(jié)進行調(diào)研。文章第一部分就研究目的、研究意義、國內(nèi)外相關(guān)動態(tài)、創(chuàng)新點進行了梳理；第二部分主要對美國、歐盟等發(fā)達國家和地區(qū)獸藥監(jiān)管體制和模式進行介紹,總結(jié)其值得借鑒的經(jīng)驗；第三部分主要是介紹我國獸藥監(jiān)管體系、監(jiān)管現(xiàn)狀以及主要措施；第四部分介紹安溪縣獸藥質(zhì)量安全現(xiàn)狀、監(jiān)管部門工作開展情況，并對監(jiān)管現(xiàn)狀存在的問題和原因進行分析；第五部分是在前面調(diào)查研究的基礎(chǔ)上，提出安溪縣獸藥監(jiān)管的政策建議和監(jiān)管模式。 本課題的特色之處為從縣級層面系統(tǒng)地分析如何加強和完善獸藥全程監(jiān)管,提出獸藥監(jiān)管新模式，如提出建立縣級獸藥連鎖經(jīng)營制度、創(chuàng)建獸藥電子監(jiān)管平臺、推行養(yǎng)殖戶獸藥購買卡制度等。這些有針對性的舉措和思路，將推動良好獸藥流通與安全使用監(jiān)管平臺的建立和完善，將有效提升安溪縣獸藥監(jiān)管效率和監(jiān)管水平，為安溪縣或其它類似地區(qū)完善和規(guī)范獸藥監(jiān)管提供借鑒。
[Abstract]:In today ' s world , both developed and developing countries face the challenge of food safety . As an indispensable animal husbandry input - product is widely used in animal breeding , it affects not only the control effect of animal epidemic diseases but also the quality safety of animal products . According to the actual situation of Anxi County in Fujian Province , this paper makes a survey on the operation links , links and supervision of veterinary drugs in Anxi County between 2011 and 2012 . The first part of this paper introduces the research purpose , research significance , relevant dynamic and innovation points of the domestic and foreign countries , summarizes the experiences of the supervision system , the current situation and the main measures of veterinary drug supervision in the United States and the European Union . The fourth part mainly introduces the current situation of veterinary drug control in Anxi county , the current situation of supervision and the causes of supervision . Part five is to put forward the policy suggestion and supervision mode of veterinary drug supervision in Anxi county based on the previous research . The feature of this project is to systematically analyze how to strengthen and perfect the whole process supervision of veterinary drugs from the county level , and put forward the new mode of veterinary drug supervision , such as the establishment and perfection of the supervision platform for the establishment of the veterinary drug chain operation system , the establishment and improvement of the supervision platform for the circulation and safety of veterinary drugs , and the effective promotion of the supervision efficiency and supervision level of the veterinary drugs in Anxi County , which will provide reference for the improvement and regulation of veterinary drug supervision in Anxi County or other similar areas .
