【摘要】:食品安全與否對(duì)于人們的健康至關(guān)重要。近年來(lái),隨著人們生活質(zhì)量的提高,健康意識(shí)也在不斷增強(qiáng),與此同時(shí)食品安全事件的頻發(fā)使得食品質(zhì)量安全與否成為人們?nèi)找骊P(guān)注的焦點(diǎn)。食品供應(yīng)鏈?zhǔn)且粋(gè)復(fù)雜的過(guò)程,包括生產(chǎn)、加工、物流與銷(xiāo)售等多個(gè)環(huán)節(jié),在此過(guò)程中市場(chǎng)規(guī)范、政府監(jiān)管等方面也是必不可少的。目前,我國(guó)食品安全的現(xiàn)狀是技術(shù)還處于較低的水平,而且監(jiān)管體系也不完善,那么,該采取什么樣的措施來(lái)保障食品供應(yīng)鏈各節(jié)點(diǎn)上的質(zhì)量安全對(duì)現(xiàn)實(shí)具有極大的指導(dǎo)意義。 乳制品已經(jīng)成為我國(guó)居民食品結(jié)構(gòu)的一個(gè)重要組成部分,其質(zhì)量安全與否對(duì)于人們的健康至關(guān)重要。本文針對(duì)乳制品供應(yīng)鏈各個(gè)環(huán)節(jié)存在或者可能出現(xiàn)的質(zhì)量安全問(wèn)題,結(jié)合現(xiàn)代食品質(zhì)量安全管理的相關(guān)理論和方法,從監(jiān)督管理的角度出發(fā),對(duì)乳制品供應(yīng)鏈進(jìn)行了相關(guān)分析,建立乳制品質(zhì)量安全監(jiān)管體系,以“預(yù)防為主”為根本出發(fā)點(diǎn),以確保乳制品質(zhì)量安全。本文的研究?jī)?nèi)容包括以下幾個(gè)方面: ⑴首先提出課題研究背景和研究意義,經(jīng)過(guò)大量的研究與學(xué)習(xí),總結(jié)出目前關(guān)于乳制品質(zhì)量監(jiān)控的國(guó)外研究現(xiàn)狀并對(duì)國(guó)內(nèi)的研究現(xiàn)狀進(jìn)行綜述。在明確研究方向、方法的基礎(chǔ)上對(duì)相關(guān)概念進(jìn)行介紹與學(xué)習(xí)。根據(jù)乳制品質(zhì)量安全的監(jiān)控特點(diǎn)提出進(jìn)行監(jiān)控的思路,為后續(xù)展開(kāi)更全面的分析奠定基礎(chǔ)。 ⑵了解乳制品供應(yīng)鏈模式并對(duì)其構(gòu)成環(huán)節(jié)存在的質(zhì)量安全問(wèn)題進(jìn)行分析,針對(duì)乳制品質(zhì)量安全風(fēng)險(xiǎn)問(wèn)題,通過(guò)調(diào)查分析并采用因子分析法,分析提煉出5個(gè)公共因子;根據(jù)公共因子的得分系數(shù)矩陣,構(gòu)造出公共因子風(fēng)險(xiǎn)計(jì)算函數(shù)以及其風(fēng)險(xiǎn)模型表達(dá)式。根據(jù)得分?jǐn)?shù)值,分析風(fēng)險(xiǎn)水平,從而為制訂相應(yīng)的風(fēng)險(xiǎn)管理措施,為乳制品質(zhì)量安全的內(nèi)部監(jiān)控和外部監(jiān)管提供參考和依據(jù)。 ⑶在相關(guān)理論及研究的基礎(chǔ)上,為了保證乳制品的質(zhì)量安全,提出有效的監(jiān)控思路。即如何在供應(yīng)鏈內(nèi)部進(jìn)行有效控制以及在外部進(jìn)行有效監(jiān)管,建立由供應(yīng)鏈、內(nèi)部控制和外部監(jiān)管三個(gè)部分構(gòu)成的乳制品質(zhì)量安全監(jiān)控體系。 本文首先對(duì)質(zhì)量安全風(fēng)險(xiǎn)因素作因子分析,針對(duì)可能存在的風(fēng)險(xiǎn)考慮要加強(qiáng)乳制品的內(nèi)外監(jiān)控,,進(jìn)而構(gòu)建以HACCP體系為內(nèi)部控制與政府等外部管理相結(jié)合并通過(guò)信息追蹤系統(tǒng)得以實(shí)現(xiàn)的監(jiān)控體系,在加強(qiáng)HACCP效力及提高外部管理效率的同時(shí)也促進(jìn)了乳制品質(zhì)量安全控制理論的豐富和發(fā)展,為完善我國(guó)食品安全監(jiān)管體系提供建議。
[Abstract]:Food safety is very important for people's health. In recent years, with the improvement of life quality, health awareness is also growing at the same time, the frequent incidents of food safety and food quality and safety has increasingly become the focus of attention. The food supply chain is a complex process, including production, processing, logistics and sales a number of links, standardize the market in the process, is also essential for government supervision and so on. At present, the status quo of China's food safety technology is still at a low level, and the supervision system is not perfect, so, what measures to guarantee the quality and safety of food supply chain with each node. Great guiding significance to the reality.
Dairy products have become an important part of the food structure of Chinese residents, the quality safety is very important for people's health. According to the various aspects of dairy supply chain quality or safety problems, combining the relevant theories and methods of management of the safety management of food quality supervision and management, starting from the angle of the dairy products supply chain is analyzed, the establishment of safety supervision system of the quality of dairy products, in order to "prevention" as the fundamental starting point, in order to ensure the quality and safety of dairy products. The research content of this paper includes the following aspects:
The first proposed the research background and significance of the research, through research and study a lot, summed up the current review on monitoring the quality of dairy products abroad, research status and research status at home. In the specific research methods on the basis of the related concepts are introduced. According to the characteristics of learning and monitoring the quality and safety of dairy products monitor the idea for the follow-up, a more comprehensive analysis of the foundation.
The understanding of dairy products supply chain and quality safety problems existed in the link which carries on the analysis, according to the safety problems of dairy products quality, through investigation and analysis by using factor analysis method, analysis to extract 5 common factors; according to the public factor score coefficient matrix, construct the calculation function and expression of the public risk model the risk factor score. According to the numerical analysis, the level of risk, so as to formulate the corresponding risk management measures, and provide reference for the internal supervision and external supervision of the safety of dairy products.
In the basis of the relevant theory and research, in order to ensure the safety and quality of dairy products, put forward ideas. That is how to effectively monitor within the supply chain for effective control and effective supervision in the external supply chain, established by the three parts, internal control and external supervision mechanism into the dairy products quality and safety monitoring system.
Firstly, the factor analysis of quality and safety risk factors for possible risks to consider to strengthen the internal control and external control of dairy products, and the construction of internal control and external government management combined monitoring system through the information tracking system can be realized in the HACCP system, in strengthening the effectiveness and improve the management efficiency of external HACCP also promote the enrichment and development of dairy products quality and safety control theory, provide the suggestion for the improvement of food safety supervision system in our country.
