【摘要】：從20世紀(jì)90年代以來，全球知識(shí)經(jīng)濟(jì)不斷加快發(fā)展，有力促進(jìn)了世界的經(jīng)濟(jì)進(jìn)步。知識(shí)產(chǎn)權(quán)作為現(xiàn)代農(nóng)業(yè)發(fā)展中的重要資源和核心競(jìng)爭(zhēng)力之一，它在推動(dòng)農(nóng)業(yè)現(xiàn)代化建設(shè)和掌握農(nóng)業(yè)發(fā)展主動(dòng)權(quán)中具有重要支撐作用。我國是農(nóng)業(yè)大國，農(nóng)業(yè)知識(shí)產(chǎn)權(quán)保護(hù)制度在推動(dòng)農(nóng)業(yè)育種創(chuàng)新、提升種業(yè)核心競(jìng)爭(zhēng)力、促進(jìn)糧食增產(chǎn)和助推農(nóng)業(yè)現(xiàn)代化建設(shè)發(fā)揮著顯著作用。重慶是典型的“大城市、大農(nóng)村”，具有典型的丘陵山地的農(nóng)業(yè)特點(diǎn)和特殊生態(tài)條件，要實(shí)現(xiàn)重慶農(nóng)業(yè)現(xiàn)代化發(fā)展就必須走依靠科技進(jìn)步之道路。農(nóng)業(yè)知識(shí)產(chǎn)權(quán)作為農(nóng)業(yè)科技中最先進(jìn)、最具創(chuàng)造性、最實(shí)用的高新技術(shù)，將在重慶現(xiàn)代化農(nóng)業(yè)建設(shè)中發(fā)揮著重要的作用。在推進(jìn)重慶農(nóng)業(yè)現(xiàn)代化建設(shè)過程中，非常有必要運(yùn)用和發(fā)展農(nóng)業(yè)知識(shí)產(chǎn)權(quán)，通過引進(jìn)和自主研發(fā)農(nóng)業(yè)知識(shí)產(chǎn)權(quán)成果，提高本地農(nóng)業(yè)產(chǎn)業(yè)核心競(jìng)爭(zhēng)力，保護(hù)農(nóng)業(yè)從業(yè)者的合法權(quán)益，為重慶社會(huì)主義新農(nóng)村建設(shè)謀劃發(fā)展新思路、新方法打下堅(jiān)實(shí)物質(zhì)和精神文明基礎(chǔ)，是一個(gè)非常值得深入探討的大課題。 本文開展對(duì)國內(nèi)外農(nóng)業(yè)知識(shí)產(chǎn)權(quán)的現(xiàn)狀分析及發(fā)展趨勢(shì)研究，通過對(duì)重慶農(nóng)業(yè)知識(shí)產(chǎn)權(quán)進(jìn)行實(shí)證分析，力求從新形勢(shì)、新視角和新思路對(duì)農(nóng)業(yè)知識(shí)產(chǎn)權(quán)作深層次的理論詮釋，并對(duì)重慶市農(nóng)業(yè)知識(shí)產(chǎn)權(quán)規(guī)模和政策進(jìn)行深入比較分析，在國家相關(guān)法律法規(guī)制度下，契合重慶經(jīng)濟(jì)社會(huì)發(fā)展的階段性特點(diǎn)，提出了從政府、農(nóng)業(yè)科研主體以及中介服務(wù)機(jī)構(gòu)等層面加強(qiáng)領(lǐng)導(dǎo)、健全指標(biāo)評(píng)價(jià)體系、加強(qiáng)宣傳等切實(shí)可行的對(duì)策和建議，為城鄉(xiāng)統(tǒng)籌建設(shè)試點(diǎn)區(qū)域的重慶，，特色效益農(nóng)業(yè)的發(fā)展和轉(zhuǎn)型發(fā)展提供一定借鑒。
[Abstract]:As one of the most advanced and creative and most practical high and new technology in agricultural modernization , Chongqing is the most advanced , creative and practical high and new technology in agricultural modernization . This paper analyzes the present situation and developing trend of agricultural intellectual property rights at home and abroad . Through the empirical analysis of the agricultural intellectual property rights in Chongqing , this paper tries to analyze the agricultural intellectual property in Chongqing from the new situation , the new perspective and the new thought , and then analyzes the scale and the policy of Chongqing ' s agricultural intellectual property , and puts forward some feasible countermeasures and suggestions from the government , the agricultural scientific research subject and the intermediary service institution , and provides some reference for the development and transformation of the agricultural intellectual property in Chongqing .
