【摘要】：城鎮(zhèn)化是經(jīng)濟社會發(fā)展的必經(jīng)之路，是現(xiàn)代化的重要標志。目前四川的城鎮(zhèn)化進程明顯落后于其它省份，不僅低于全國城鎮(zhèn)化的平均水平，也落后于四川的工業(yè)化水平，加快四川城鎮(zhèn)化發(fā)展勢在必行。加快新型城鎮(zhèn)化建設，又充分發(fā)揮了建設新型城鎮(zhèn)化能擴大內(nèi)需、穩(wěn)定經(jīng)濟增長、優(yōu)化經(jīng)濟結(jié)構(gòu)的作用，加快統(tǒng)籌城鄉(xiāng)和區(qū)域發(fā)展，增強四川綜合競爭實力，使經(jīng)濟能夠長期處于平穩(wěn)快速發(fā)展勢頭。本文主要分五個章節(jié)對四川新型城鎮(zhèn)化實現(xiàn)路徑研究進行論述。 第一章對本文的研究背景和意義、可能存在的創(chuàng)新及研究方法進行論述，整理國內(nèi)外關于新型城鎮(zhèn)化的研究現(xiàn)狀。 第二章主要深入理解新型城鎮(zhèn)化的內(nèi)涵以及建設所需要的理論基礎，為下文展開進一步的論述；同時總結(jié)了美國、英國、巴西等國家的城鎮(zhèn)化建設經(jīng)驗和教訓，，為四川建設新型城鎮(zhèn)化提供正確方向的指引。 第三章介紹四川新型城鎮(zhèn)化的發(fā)展歷程，以及其整體城鎮(zhèn)化發(fā)展水平，分析四川城鎮(zhèn)化存在的問題。論文認為，四川新型城鎮(zhèn)化建設中的主要問題在于：城鎮(zhèn)化水平不均衡且處于較低層次，土地城鎮(zhèn)化及工業(yè)城鎮(zhèn)化快于人口城鎮(zhèn)化，半城鎮(zhèn)化現(xiàn)象嚴重；城鎮(zhèn)經(jīng)濟發(fā)展不平衡，經(jīng)濟結(jié)構(gòu)不合理；城鎮(zhèn)化過程中，資源浪費、環(huán)境污染嚴重，影響城鎮(zhèn)化建設的可持續(xù)發(fā)展；城鎮(zhèn)體系不完善、城鎮(zhèn)功能不完備；城鄉(xiāng)差距日益擴大等問題。 第四章分析影響四川新型城鎮(zhèn)發(fā)展的制約因素和支撐條件。制約城鎮(zhèn)化發(fā)展的主要因素有：城鎮(zhèn)規(guī)劃不合理，推進城鎮(zhèn)化建設的市場動力不足，城鄉(xiāng)二元體制則等。四川建設新型城鎮(zhèn)化的支撐條件主要包括：國家戰(zhàn)略為四川新型城鎮(zhèn)化提供了政策保障，工業(yè)化中后期的經(jīng)濟階段提供了歷史機遇，就業(yè)結(jié)構(gòu)逐步向非農(nóng)產(chǎn)業(yè)轉(zhuǎn)移為新型城鎮(zhèn)化提供了基礎，四川五大經(jīng)濟區(qū)獨特的資源稟賦為差異化的新型城鎮(zhèn)化建設提供了產(chǎn)業(yè)支撐。 第五章論述四川進行新型城鎮(zhèn)化建設的主要思路和路徑。四川要堅持“以人為本”的原則，科學規(guī)劃，創(chuàng)新機制體制的思路建設新型城鎮(zhèn)化，其路徑主要是通過協(xié)調(diào)發(fā)展城鎮(zhèn)人口、經(jīng)濟及環(huán)境——協(xié)調(diào)發(fā)展大中小城市，完善城鎮(zhèn)功能——減小城市和農(nóng)村的差距來實現(xiàn)的。
[Abstract]:Urbanization is the only way which must be passed for economic and social development, is an important symbol of modernization. At present, the urbanization process of Sichuan province lags behind other provinces, not only lower than the national average level of urbanization, also lags behind the level of industrialization in Sichuan, accelerate the development of urbanization in Sichuan is imperative. Accelerate the construction of new urbanization, and give full play to the the construction of the new urbanization can expand domestic demand, stable economic growth, optimizing the economic structure, accelerate urban and rural and regional development, enhance the comprehensive competitiveness of Sichuan, make the economy steady and rapid development momentum in the long term. This paper is divided into five sections of Sichuan new urbanization path research are discussed.
The first chapter discusses the background and significance of the research, the possible innovation and research methods, and collate the research status of new urbanization at home and abroad.
The second chapter mainly in-depth understanding of the connotation of new urbanization and the theoretical foundation of the construction needs, the further discussion below; and summarizes the United States, Britain, the construction of urbanization experiences and lessons from countries such as Brazil, to provide the right for the Sichuan construction of new urbanization to guide.
The third chapter introduces the development process of Sichuan new urbanization, and the overall level of urbanization development, analysis of the existing problems of the urbanization of Sichuan. The paper believes that the main problem lies in the construction of new urbanization Sichuan's urbanization level is not balanced and at a relatively low level of urbanization and industrial land, urbanization is faster than population urbanization, semi urbanization phenomenon is serious; urban economic development is not balanced, the economic structure is not reasonable; the waste of resources in the process of urbanization, and serious environmental pollution, affecting the sustainable development of urbanization; urban system is not perfect, the function is not complete; the problems such as the widening gap between urban and rural areas.
The fourth chapter analyzes the influence of the development of Sichuan new town of constraints and support conditions. The main factors restricting the development of Urbanization: urban planning is not reasonable, lack of market power to promote the development of urbanization, urban and rural structure is two yuan. The supporting conditions of Sichuan new urbanization mainly include: the national strategy for Sichuan new urbanization the security policy provides a historical opportunity of economic in the late stage of industrialization, the employment structure has gradually shifted to non-agricultural industry provides the basis for the new urbanization, unique resource endowments in the five economic zones in Sichuan to provide industry support for the construction of new urbanization difference.
The fifth chapter discusses the main ideas and path of Sichuan for the construction of new urbanization. Sichuan should adhere to the "people-oriented" principle, scientific planning, innovation mechanism and system construction of the new urbanization, its path is mainly through the coordinated development of urban population, economy and environment, the coordinated development of small city, improve the urban functions, reduce the gap city and countryside to achieve.
