山西省研發(fā)效率評價研究

【摘要】:當今社會隨著知識信息的迅猛發(fā)展,以及貿易全球化、生產全球化、金融資本化的加劇,世界經濟一體化的趨勢也越發(fā)明顯,這使得科學技術日益成為社會經濟發(fā)展的主要驅動力。創(chuàng)新,是社會發(fā)展的靈魂,作為我國中央五大發(fā)展理念之首,將貫穿我國今后的社會經濟發(fā)展。一個國家、地區(qū)想要發(fā)展,科技創(chuàng)新必不可少。提高科技創(chuàng)新能力和研發(fā)水平也已逐步被各國政府認為是提高國家核心競爭力的重要手段。近幾年,山西省一直重視研發(fā)活動的開展,但由于受到諸多因素的限制,仍與我國許多其他省市存在不小的差距。作為我國重要的能源產業(yè)基地,山西省科技水平的提高和經濟的發(fā)展,對我國國民經濟也有著重要的影響,而研發(fā)效率的提高又可以在很大程度上促進科技水平的提高。因此,找到山西省和全國其他各省市在研發(fā)效率上存在的差距,分析原因并提出改進策略對山西省整體的發(fā)展具有重要的意義。對國內外學者關于科技創(chuàng)新、研發(fā)、研發(fā)效率相關理論做梳理研究后,針對山西省近十年研發(fā)投入、產出的現狀進行統(tǒng)計分析。將研發(fā)活動劃分成研發(fā)和研發(fā)成果轉化兩個階段,并以2010-2014年的研發(fā)活動為具體研究對象,以此期間數據為基礎,運用二階段網絡DEA分析方法,分別選取投入導向和產出導向模型,通過MaxDEA Basic6.13軟件對全國30省市(除西藏)的數據做模型測算,最后將得到的研發(fā)效率值從高到低進行排名,找到山西省和強DEA有效的省市之間存在的差距。通過研究發(fā)現,由于山西省兩個階段的純技術效率均不高,導致了整體研發(fā)效率滯后。因此,對山西省的純技術效率又進行了投影分析,找到造成山西省純技術效率低下的具體原因;谝陨蠈ι轿魇⊙邪l(fā)活動從縱向和橫向的評價分析并結合存在的不足,提出可以提高山西省研發(fā)效率的對策與建議,以期提升山西省的科技水平,為山西省經濟的發(fā)展和綜合實力的提高做出貢獻。
[Abstract]:With the rapid development of knowledge and information, as well as the globalization of trade, the globalization of production and the intensification of financial capitalization, the trend of world economic integration is becoming more and more obvious. This makes science and technology become the main driving force of social economy development day by day. Innovation is the soul of social development. A country, region wants to develop, science and technology innovation is indispensable. Improving the ability of scientific and technological innovation and the level of R & D has been gradually regarded by governments as an important means to improve the core competitiveness of the country. In recent years, Shanxi Province has always attached importance to the development of R & D activities, but due to the constraints of many factors, there is still a large gap with many other provinces and cities in China. As an important energy industry base in our country, the improvement of science and technology level and the development of economy in Shanxi Province also have an important influence on the national economy of our country, and the improvement of R & D efficiency can promote the improvement of science and technology level to a great extent. Therefore, it is of great significance to find out the gap between Shanxi Province and other provinces and cities in R & D efficiency, to analyze the reasons and put forward improvement strategies for the development of Shanxi Province as a whole. After combing domestic and foreign scholars' theories about scientific and technological innovation and R & D efficiency, this paper makes a statistical analysis on the current situation of R & D input and output in Shanxi Province in the past ten years. The research and development activities are divided into two stages of R & D and R & D achievements transformation, and taking the R & D activities in 2010-2014 as the specific research object, based on the data of the period, the two-stage network DEA analysis method is used. The input-oriented and output-oriented models are selected, and the data of 30 provinces and cities (excluding Tibet) are calculated by MaxDEA Basic6.13 software. Finally, the R & D efficiency is ranked from high to low. Find out the gap between Shanxi Province and strong DEA effective provinces and cities. It is found that the overall R & D efficiency lags behind due to the low pure technical efficiency in both stages of Shanxi Province. Therefore, the projection analysis of the pure technical efficiency of Shanxi Province is carried out to find out the specific reasons for the low efficiency of pure technology in Shanxi Province. Based on the above evaluation of R & D activities in Shanxi Province from the vertical and horizontal analysis and combined with the shortcomings of the existing, this paper puts forward countermeasures and suggestions to improve the R & D efficiency of Shanxi Province, in order to improve the scientific and technological level of Shanxi Province.
