【摘要】：中國的“三農(nóng)”問題較為復雜,其不僅可以定性為一種與經(jīng)濟發(fā)展以及轉型有關的問題,同時與9億農(nóng)村人口的權益改善和發(fā)展相聯(lián)系。由此可見,“三農(nóng)”問題并非簡單的局部性問題,而是包括經(jīng)濟、社會以及政治等多個領域的問題,甚至關乎整個國際經(jīng)濟與政治格局。黨的十八屆五中全會指出:“健全城鄉(xiāng)發(fā)展一體化體制機制,健全農(nóng)村基礎設施投入長效機制,推動城鎮(zhèn)公共服務向農(nóng)村延伸,提高社會主義新農(nóng)村建設水平”。新型農(nóng)村社區(qū)建設是推進城鄉(xiāng)一體化發(fā)展的重要手段。近年來,新型農(nóng)村社區(qū)建設在全國范圍內(nèi)逐步推廣,并取得一定效果。2011年底,國務院正式確定并對外公布了全國第二批進行農(nóng)村綜合改革的試驗區(qū),溫州市有幸成為18個試驗區(qū)中的一員,并且成為僅有的幾個地級市試點單位。但是我們也不能忽視改革任務的困難程度:從統(tǒng)計學角度來看,溫州的城市化率已經(jīng)達到60%~70%,但是從戶籍人口角度來看,這一數(shù)字明顯偏高,實際數(shù)額僅僅達到20%左右。初步估計,大約有80%的農(nóng)民保持農(nóng)村化的生活方式,但是他們生產(chǎn)方式、就業(yè)形式已經(jīng)實現(xiàn)非農(nóng)化,由此造成了半城市化問題。半城市化問題已經(jīng)成為制約溫州城市實現(xiàn)轉型升級的最大阻礙,但同時這也是溫州最大的發(fā)展?jié)摿Α１疚囊越陙頊刂菔修r(nóng)村社區(qū)調(diào)查為基礎,結合政府的有關文件、統(tǒng)計資料和座談,對溫州市農(nóng)村社區(qū)建設的現(xiàn)狀進行了描述,對存在的問題進行了初步分析,并提出了相應的對策。通過對溫州市農(nóng)村社區(qū)的現(xiàn)狀調(diào)查,并對不同類型農(nóng)村的深入調(diào)研,深入剖析溫州市農(nóng)村社區(qū)建設的五大發(fā)展瓶頸:一是社區(qū)行政傾向嚴重;二是權責關系存在分歧;三是組織發(fā)育略顯不足;四是決策監(jiān)管尚未分離;五是人員配備不夠合理。繼而在理論和實踐的基礎上,提出推進溫州市農(nóng)村和諧社區(qū)建設的對策:一是整合資源,加強要素投入力度;二是統(tǒng)籌規(guī)劃,促進區(qū)域平衡發(fā)展;三是優(yōu)化服務,打造多元特色社區(qū);四是堅持民主,完善社區(qū)自治環(huán)境;五是注重生態(tài),創(chuàng)建綠色和諧社區(qū)。
[Abstract]:The problem of "agriculture, countryside and farmers" in China is more complex, which can be characterized as not only a problem related to economic development and transformation, but also related to the improvement and development of the rights and interests of 900 million rural population. Thus it can be seen that the "three rural" problems are not simply local problems, but include economic, social, political and other fields, and even related to the entire international economic and political pattern. The Fifth Plenary session of the 18th CPC Central Committee pointed out: "perfect the integrated system mechanism of urban and rural development, perfect the long-term mechanism of rural infrastructure investment, promote the extension of urban public services to rural areas, and improve the level of socialist new rural construction." New rural community construction is an important means to promote the development of urban and rural integration. In recent years, the construction of new rural communities has been gradually popularized throughout the country and achieved certain results. At the end of 2011, the State Council officially identified and announced the second batch of pilot areas for comprehensive rural reform in the country. Wenzhou is lucky to be a member of 18 pilot areas and only a few pilot units at prefectural level. But we can't ignore the difficulty of the reform task: from a statistical point of view, Wenzhou's urbanization rate has reached 60 or 70, but from the perspective of the household registration population, this figure is obviously too high. The actual amount is only about 20%. It is preliminarily estimated that about 80% of the farmers maintain a rural lifestyle, but their production mode and employment form have already realized non-agricultural, resulting in the problem of semi-urbanization. The problem of semi-urbanization has become the biggest hindrance to the transformation and upgrading of Wenzhou city, but it is also the biggest development potential of Wenzhou. Based on the investigation of rural communities in Wenzhou in recent years, combined with the relevant documents, statistics and discussions of the government, this paper describes the present situation of rural community construction in Wenzhou, and makes a preliminary analysis of the existing problems. The corresponding countermeasures are put forward. Through investigating the present situation of rural communities in Wenzhou City, and deeply investigating different types of rural areas, the paper analyzes the five bottlenecks of rural community construction in Wenzhou: first, the serious tendency of community administration; second, the differences in the relationship between power and responsibility; Third, organization development is slightly insufficient; fourth, decision-making supervision has not been separated; fifth, staffing is not reasonable. Then, on the basis of theory and practice, the author puts forward some countermeasures to promote the construction of rural harmonious community in Wenzhou: first, to integrate resources and strengthen the input of elements; second, to plan as a whole, to promote the balanced development of the region; The third is to optimize service, to create multi-characteristic communities; fourth, to adhere to democracy, improve the community autonomy environment; fifth, to pay attention to ecology, to create a green and harmonious community.
