【摘要】：在當(dāng)代世界經(jīng)濟(jì)越來越趨向國際化的時(shí)代,科技創(chuàng)新水平成為體現(xiàn)國家能力的重要標(biāo)志,李克強(qiáng)總理在第十二屆全國人民代表大會(huì)四次會(huì)議上明確了 2016年的工作重點(diǎn),著重說明了科技創(chuàng)新的引領(lǐng)作用,提出轉(zhuǎn)變政府管理職能,擴(kuò)大高校、科研院所自主權(quán),加快科技成果轉(zhuǎn)化措施的實(shí)施進(jìn)程,激勵(lì)科研型人才自主創(chuàng)業(yè)創(chuàng)新,力爭(zhēng)在"十三五"時(shí)期增強(qiáng)科技活動(dòng)對(duì)經(jīng)濟(jì)發(fā)展和社會(huì)影響的貢獻(xiàn)率,邁進(jìn)自主創(chuàng)新國家的行列。近些年來,高等院校承擔(dān)了越來越多的科研項(xiàng)目,每年能夠產(chǎn)出大量的優(yōu)秀研究成果,為我國科技創(chuàng)新做出了巨大貢獻(xiàn)。但由于各種制約因素,我國高等院�？蒲谐晒a(chǎn)業(yè)化情況并不樂觀,根據(jù)中國科學(xué)院的數(shù)據(jù)調(diào)查顯示,全國高等院校的科技成果成功轉(zhuǎn)化數(shù)量與產(chǎn)出成果總數(shù)的比值遠(yuǎn)低于10%,與美國、德國等發(fā)達(dá)國家相比,科技成果轉(zhuǎn)化水平需要加快追趕步伐�；谶@樣的背景,圖書館作為高�？茖W(xué)研究的信息服務(wù)機(jī)構(gòu),應(yīng)該擴(kuò)大其服務(wù)范圍,將服務(wù)領(lǐng)域延伸到科技成果的轉(zhuǎn)化上,開展面向科技成果轉(zhuǎn)化的創(chuàng)新服務(wù)研究,在高校與企業(yè)之間建立新的溝通渠道,減少兩者間信息不對(duì)稱問題,以適應(yīng)知識(shí)經(jīng)濟(jì)時(shí)代對(duì)高校圖書館提出的新要求。本文提出面向科技成果轉(zhuǎn)化的高校圖書館創(chuàng)新服務(wù)模式,旨在切實(shí)提高科技成果轉(zhuǎn)化率,并為圖書館學(xué)的理論研究提供一個(gè)新的方向。本文共分為五章進(jìn)行論述,首先,分析了研究背景和研究意義,梳理了高�？萍汲晒D(zhuǎn)化領(lǐng)域的研究現(xiàn)狀;第二,針對(duì)相關(guān)概念進(jìn)行界定,包括科技成果、科技成果轉(zhuǎn)化、高�？萍汲晒D(zhuǎn)化,區(qū)分了圖書館信息服務(wù)與知識(shí)服務(wù)的區(qū)別,并提出構(gòu)建圖書館科技信息平臺(tái);第三,利用數(shù)據(jù)分析我國高�？萍汲晒D(zhuǎn)化的實(shí)際情況,這里選取了工科高等學(xué)�？萍冀y(tǒng)計(jì)數(shù)據(jù)來舉例說明,并總結(jié)出我國高�？萍汲晒D(zhuǎn)化困難的原因,提出解決高�？萍汲晒D(zhuǎn)化困難的對(duì)策及措施;第四,闡述了高校圖書館在科技成果轉(zhuǎn)化中的作用和優(yōu)勢(shì);最后,筆者提出促進(jìn)科技成果轉(zhuǎn)化的高校圖書館創(chuàng)新服務(wù)模式。
[Abstract]:In an era when the world economy is becoming more and more international, the level of scientific and technological innovation has become an important symbol of the state's ability. Premier Li Keqiang made clear the priorities of his work in 2016 at the fourth session of the Twelfth National people's Congress. The paper emphatically explains the leading role of scientific and technological innovation, proposes to change the government's management function, to expand the autonomy of universities and scientific research institutes, to speed up the process of implementing measures to transform scientific and technological achievements, and to encourage scientific research talents to innovate independently. Strive to strengthen the contribution rate of scientific and technological activities to economic development and social impact in the 13th Five-Year Plan period, and stride into the ranks of independent innovation countries. In recent years, colleges and universities have undertaken more and more scientific research projects, which can produce a large number of excellent research results every year, and have made great contributions to scientific and technological innovation in China. However, due to various restrictive factors, the industrialization of scientific research achievements in Chinese institutions of higher learning is not optimistic. According to a survey conducted by the Chinese Academy of Sciences, Compared with the developed countries such as the United States Germany and other developed countries the ratio of the number of successful transformation of scientific and technological achievements to the total number of output results is far lower than that of the developed countries such as the United States and Germany. Based on this background, the library, as the information service organization of scientific research in colleges and universities, should expand its service scope, extend the service field to the transformation of scientific and technological achievements, and carry out innovative service research oriented to the transformation of scientific and technological achievements. In order to meet the new requirements of university library in the era of knowledge economy, new communication channels should be established between universities and enterprises to reduce the information asymmetry between them. This paper puts forward an innovative service model for the transformation of scientific and technological achievements in university libraries in order to improve the transformation rate of scientific and technological achievements and to provide a new direction for the theoretical research of library science. This paper is divided into five chapters to discuss. Firstly, the research background and significance are analyzed, and the research status in the field of transformation of scientific and technological achievements in colleges and universities is sorted out. Secondly, it defines the related concepts, including scientific and technological achievements, transformation of scientific and technological achievements in colleges and universities, distinguishes the difference between library information service and knowledge service, and puts forward the construction of library science and technology information platform. Thirdly, using the data to analyze the actual situation of the transformation of scientific and technological achievements in colleges and universities of our country, this paper selects the statistical data of science and technology of engineering colleges and universities to illustrate with examples, and sums up the reasons for the difficulty in the transformation of scientific and technological achievements in colleges and universities of our country. The countermeasures and measures to solve the difficulty of transforming scientific and technological achievements in colleges and universities are put forward. Fourth, this paper expounds the functions and advantages of university libraries in the transformation of scientific and technological achievements, and finally, the author puts forward the innovative service mode of university libraries to promote the transformation of scientific and technological achievements.
