【摘要】:分析儀器產(chǎn)業(yè)作為國(guó)民經(jīng)濟(jì)中十分重要的戰(zhàn)略性和基底性產(chǎn)業(yè),起著工業(yè)與信息化水乳交融的源頭作用,對(duì)于新興產(chǎn)業(yè)的戰(zhàn)略性發(fā)展,與此同時(shí)也在助推工業(yè)轉(zhuǎn)型升級(jí)、積極促推現(xiàn)代國(guó)防建設(shè)、促進(jìn)廣大人民生活水平質(zhì)量提升有著積極的助力功能。國(guó)防設(shè)施與一些重大工程領(lǐng)域、核心工業(yè)裝備中,智能化傳感器及儀器儀表以及他們所構(gòu)成的測(cè)控系統(tǒng)同樣也是不可或缺的重要裝備與基底性系統(tǒng)性技術(shù),其影響非常直接的涉及國(guó)家安全與國(guó)民經(jīng)濟(jì)安全的各個(gè)方面。工業(yè)化發(fā)達(dá)國(guó)家絕大多數(shù)都把智能化儀器儀表技術(shù)制定為國(guó)家發(fā)展戰(zhàn)略。從二十一世紀(jì)開(kāi)始以來(lái),我國(guó)儀器儀表產(chǎn)業(yè)的銷(xiāo)售額也在不斷刷新紀(jì)錄:2004年產(chǎn)銷(xiāo)1000億元,2006年產(chǎn)銷(xiāo)2000億元,2009年產(chǎn)銷(xiāo)4000億元,2013年達(dá)到7000億元,2014年突破8000億元,到2016年業(yè)內(nèi)預(yù)計(jì)將會(huì)突破10000億元大關(guān)。黨的“十八大”以來(lái),堅(jiān)持科學(xué)發(fā)展觀,實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,推進(jìn)供給側(cè)調(diào)整,推動(dòng)產(chǎn)業(yè)機(jī)構(gòu)優(yōu)化升級(jí)。為貫徹落實(shí)《工業(yè)轉(zhuǎn)型升級(jí)規(guī)劃(2011-2015年)》與《“十二五”國(guó)家戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展規(guī)劃》,擼起袖子加快增強(qiáng)智能化傳感器與儀器儀表產(chǎn)業(yè)的國(guó)際競(jìng)爭(zhēng)力與創(chuàng)新升級(jí)能力,助力智能化傳感器與儀器儀表產(chǎn)業(yè)持續(xù)、協(xié)調(diào)、發(fā)展、創(chuàng)新,為了達(dá)到這個(gè)目的,國(guó)務(wù)院相關(guān)各部委及國(guó)家標(biāo)準(zhǔn)化管理委員會(huì)會(huì)同開(kāi)會(huì)研究制定了《加快推進(jìn)傳感器及智能化儀器儀表產(chǎn)業(yè)發(fā)展行動(dòng)計(jì)劃》。在2013-2025年期間該機(jī)會(huì)就展開(kāi)實(shí)施。在此期間,戰(zhàn)略性新興產(chǎn)業(yè)事業(yè)如何更好更有效地開(kāi)展也得到了國(guó)務(wù)院的指導(dǎo),為此專(zhuān)門(mén)組織編制了《戰(zhàn)略性新興產(chǎn)業(yè)重點(diǎn)產(chǎn)品和服務(wù)指導(dǎo)目錄》來(lái)指導(dǎo)各地區(qū)、各部門(mén)開(kāi)展發(fā)展培育,發(fā)展改革委會(huì)同各有關(guān)部門(mén)。能源計(jì)量、節(jié)能監(jiān)測(cè)、智能測(cè)控裝置、高效儲(chǔ)能等儀器儀表、應(yīng)急處理和設(shè)備環(huán)境監(jiān)測(cè)儀器都醒目的出現(xiàn)在這個(gè)目錄里。中國(guó)工程院在“制造業(yè)強(qiáng)國(guó)戰(zhàn)略研究”的一個(gè)項(xiàng)目--儀器專(zhuān)業(yè)領(lǐng)域的專(zhuān)門(mén)課題小組啟動(dòng)會(huì)召開(kāi),中國(guó)工程院立項(xiàng),研究“制造業(yè)強(qiáng)國(guó)戰(zhàn)略研究”該咨詢(xún)項(xiàng)目,該項(xiàng)目的主要內(nèi)容包含:指出如何制定制造業(yè)強(qiáng)國(guó)的具體標(biāo)準(zhǔn)體系;根據(jù)國(guó)際上以及國(guó)內(nèi)的制造業(yè)發(fā)展的現(xiàn)狀,分析現(xiàn)階段中國(guó)制造業(yè)發(fā)展困境的原因;由此制定出利于下階段中國(guó)制造業(yè)崛起的措施與建議。因此在不久的將來(lái)中國(guó)的分析儀器市場(chǎng)的增長(zhǎng)必將勢(shì)不可擋。首先本文闡述了本文的研究背景以及論文的研究意義,在此基礎(chǔ)上提出了本文所研究的內(nèi)容和研究方法,參考了國(guó)外一些專(zhuān)家學(xué)者的先進(jìn)的研究成果,并將其作為本文研究的理論依據(jù)。其次本文在梳理了浪聲儀器的企業(yè)概況,系統(tǒng)性的整理了分析儀器行業(yè)的基礎(chǔ)信息。并提出了浪聲儀器現(xiàn)階段所存在的一些問(wèn)題。再次筆者對(duì)浪聲儀器的外部戰(zhàn)略環(huán)境、內(nèi)部戰(zhàn)略環(huán)境進(jìn)行了系統(tǒng)的分析得出了浪聲儀器當(dāng)前所面臨的外部環(huán)境的機(jī)遇與威脅、內(nèi)部環(huán)境的優(yōu)勢(shì)和劣勢(shì)。在此基礎(chǔ)上,作者運(yùn)用SWOT分析對(duì)蘇州浪聲科學(xué)儀器有限公司的備選戰(zhàn)略做出了分析研判,然后運(yùn)用QSPM矩陣對(duì)蘇州浪聲科學(xué)儀器有限公司的戰(zhàn)略進(jìn)行了選擇。最后在為實(shí)現(xiàn)浪聲儀器的愿景與使命的大前提下,并根據(jù)浪聲儀器的公司價(jià)值觀及戰(zhàn)略目標(biāo),制定出了浪聲儀器的成長(zhǎng)型戰(zhàn)略實(shí)施方案。本文分析總結(jié)出了浪聲儀器的主要戰(zhàn)略實(shí)施方案有:施行與高校院所、科研機(jī)構(gòu)及分析儀器行業(yè)利益相關(guān)者的產(chǎn)品協(xié)同開(kāi)發(fā)。建立完善的營(yíng)銷(xiāo)網(wǎng)絡(luò),擴(kuò)大市場(chǎng)占有率。重點(diǎn)提高企業(yè)產(chǎn)品在傳統(tǒng)核心行業(yè)的營(yíng)銷(xiāo)能力,加強(qiáng)浪聲品牌建設(shè)。進(jìn)行多渠道融資,同時(shí)通過(guò)申報(bào)與公關(guān)多爭(zhēng)取政府財(cái)政與稅收方面的大力支持。做好人力資源管理體系建設(shè),為公司未來(lái)的發(fā)展,做好人力資源儲(chǔ)備。

National defense facilities and some major engineering fields, core industrial equipment, intelligent sensors, instruments and instruments as well as their measurement and control systems are also indispensable important equipment and basilar systematic technology, and their impact is very directly related to all aspects of national security and national economic security. The vast majority of the developed countries have formulated the intelligent instrument and instrument technology as the national development strategy.
