【摘要】：農(nóng)村信息服務體系建設對我國發(fā)展農(nóng)業(yè)農(nóng)村信息化、實現(xiàn)農(nóng)業(yè)產(chǎn)業(yè)化和現(xiàn)代化、搞好社會主義新農(nóng)村建設都具有重要意義。文章首先界定了農(nóng)村信息服務體系的概念,并從農(nóng)村信息基礎設施建設、農(nóng)村信息資源的開發(fā)利用、農(nóng)村信息人才隊伍建設三個方面,從供需視角對遼寧省農(nóng)村信息服務體系建設現(xiàn)狀做客觀陳述。通過統(tǒng)計數(shù)據(jù)和調(diào)查數(shù)據(jù)的分析比較得出,當前遼寧省農(nóng)村信息基礎設施建設存在廣播電視信號不穩(wěn)定、計算機普及率不高、互聯(lián)網(wǎng)建設城鄉(xiāng)差異顯著的問題；遼寧省農(nóng)村信息資源開發(fā)利用存在信息供需不對稱和信息覆蓋面窄的問題；遼寧省農(nóng)村信息人才‘隊伍建設存在復合型人才匱乏、人員培訓不足的問題。在現(xiàn)狀和問題分析的基礎上,按照指標體系構(gòu)建的基本原則,科學構(gòu)建了一套包括農(nóng)村信息資源、農(nóng)村信息基礎設施、農(nóng)村信息人才隊伍、效益評價指標4項一級指標和具體15項二級指標的評價指標體系,按照利用層次分析法確定指標權(quán)重的計算步驟,計算得出各指標的權(quán)重；選取遼寧省內(nèi)不同經(jīng)濟發(fā)展梯度的9個城市作為評價對象,通過查閱各種統(tǒng)計年鑒和對調(diào)查數(shù)據(jù)進行整理,得到綜合評價的基礎數(shù)據(jù),計算得出9個城市的綜合得分；結(jié)合9個城市的綜合得分以及各指標得分情況,從農(nóng)村信息資源、農(nóng)村信息基礎設施、農(nóng)村信息人才隊伍三個方面對9個城市的農(nóng)村信息服務體系建設做比較分析；最后提出加快遼寧省農(nóng)村信息服務體系建設的對策。
[Abstract]:The construction of rural information service system is of great significance to the development of agricultural and rural informatization, the realization of agricultural industrialization and modernization, and the construction of a new socialist countryside. Firstly, the concept of rural information service system is defined, and the rural information resources are developed and utilized from rural information infrastructure construction, rural information resources and rural information people. Three aspects of the construction of the team, from the perspective of supply and demand, make an objective statement of the present situation of the construction of the rural information service system in Liaoning province. Through the analysis and comparison of statistical data and investigation data, it is concluded that the current rural information infrastructure construction in Liaoning province has the instability of radio and television signals, the low popularization rate of the computing machine and the significant difference in the urban and rural construction of the Internet. The problem of the development and utilization of rural information resources in Liaoning province exists the problem of information supply and demand asymmetry and the narrow coverage of information; the rural information talents' team construction in Liaoning province has the problems of the lack of compound talents and the shortage of personnel training. On the basis of the current situation and the analysis of the problems, the basic principles of the construction of the target system are scientifically constructed. A set of evaluation index system, including rural information resources, rural information infrastructure, rural information talent team, 4 first grade index of benefit evaluation index and 15 specific two level index, is used to calculate the weight of index weight according to the analytic hierarchy process of using analytic hierarchy process, and select the different economic development ladder in Liaoning province. 9 cities of degree are taken as evaluation objects. By consulting various statistical yearbooks and sorting out the survey data, the basic data of comprehensive evaluation are obtained, and the comprehensive scores of 9 cities are calculated, and the comprehensive scores of the 9 cities and the score of each index are combined, from the rural information resources, the rural information infrastructure and the rural information talent team. Wu made a comparative analysis of the construction of rural information service system in 9 cities, and finally put forward countermeasures to speed up the construction of rural information service system in Liaoning province.
